Situation

As a pair of towers in Tokyo are being prepared for their grand opening, there is a series of murders of people connected to the towers. Conan suspects that the Black Organization may also be involved, especially when he sees Gin's car, a black Porsche 356A, there. As the detective boys were going for a camping trip they saw the newly built twin towers and decided to stop by after they finished camping. Meanwhile, Haibara has been acting very strange lately, talking on the phone to an unknown person at night. Will Conan discover the mystery behind this, or will it blow up all together? Things heat up as the clock ticks away on the Countdown to Heaven!

Murder

Location: 67th floor of the Twin Tower

Victim: Iwamatsu Oki

Cause of death: Stab wound

Suspects: Chinami Sawaguchi, Yoshiaki Hara, Hosui Kisaragi, Mio Tokiwa, and Hidehiko Kazama

The Detective Boys are going to question the suspects. First is Hidehiko Kazama, then Hosui Kisaragi. Finally, they are going to question Yoshiaki Hara. When they visited to his apartment, they found his dead body.

Murder

Location: Apartment room 407

Victim: Yoshiaki Hara

Cause of death: Gunshot wound

Suspects: Chinami Sawaguchi, Hosui Kisaragi, Mio Tokiwa, and Hidehiko Kazama

A day after the murder, Kogoro is invited by Mio Tokiwa to the opening party at Twin Tower. However, Ms. Mio herself was found hanging on the stage during the party.

Victim: Mio Tokiwa

Cause of death: Hanging

Suspects: Chinami Sawaguchi, Hosui Kisaragi, and Hidehiko Kazama

Suspicion befalled on both Kisaragi as Mio bought his priceless painting and sold it extremely high price and Sawaguchi as she is a daughter of a newsreporter who is famous for his righteousness since the Twin Tower is builded bribery by Mio and Hara for Oki to change Nishitama City Laws to allow high building. Conan noticed that this time the cup wasn't broken like the previous murders.

• Conclusion

The one who killed Iwamatsu Oki and Mio Tokiwa was Hosui Kisaragi.

It turns out that the Black Organization was involved, but only in the murder of Yoshiaki Hara the computer programmer. Hara was part of the Black Organization but he used the Tokiwa Corporation's main computer to hack into the Black Organization's files.

Gin and Vodka set up bombs in Tower A to destroy the computer Hara used to access the Black Organization's files and to kill Sherry and anyone else involved with her. Everyone but the Detective Boys (minus Conan) make their way out of the burning building and Conan goes back to rescue them. Unfortunately, the Black Organization foils any of their chances of escaping.

While Conan is trying to find out another way to escape, Haibara notices that there are bombs planted in the room and they are all set on a timer. Putting Ayumi's skills with the thirty-seconds game (being able to count to thirty seconds perfectly) to use, the Detective Boys take the car Kogoro won and Conan uses the speed from the explosion to drive/launch them across to the adjacent building that has a retractable roof to a pool. They land in the rooftop pool safely, and the movie ends with Kogoro's horror at his prize car being in the pool.

Dub changes

• For some unknown reason, Gin refers to Sherry as "Shelly" in the English dub. This could be because of a translator error in the script or yet another edit TMS Entertainment required in the dub version.
