As part of the Detective Conan: Cinema Saturdays event in Anime! on TMS Official Channel, the movie had a limited release between August 16th to August 24th 2025 with English subs.
Tokyo is in panic. A mysterious sniper haunts the city, killing former U.S. Special Forces members. Conan and the FBI are forced to hurry as the death toll mounts and the prime suspect for the murders is inexplicably found dead himself! Sera Masumi and Subaru Okiya have their movie debuts here.

After participating in the opening ceremony, Conan, Ran, Professor Agasa, Haibara, Sonoko, and the Detective Boys are enjoying the view from the observation deck of the 635-metre tall Bell Tree Tower. Suddenly, a bullet breaks through a window, strikes a man's chest and breaks a TV screen, causing everyone to panic. Conan stays calm and, using the zoom function on his tracking glasses to follow the path of the bullet to its source, spots the sniper. He and Masumi Sera, who had been present at the Tower as part of an assignment to shadow the victim, pursue the fleeing culprit on Masumi's motorcycle, but the chase takes a violent turn when the suspect uses a handgun and even hand grenades to take out his pursuers. Even the FBI get involved in the chase, but the culprit and the mysteries of the sniping end up vanishing into the ocean.
The investigation turns up a connection to the special United States Navy squadron, the Navy SEALS and other former US military officers working in Japan. However, the first sniping was just the beginning; as more people are shot, the citizens of Tokyo panic! What is the meaning of the rifle case and dice left behind? As his investigation progresses, Conan soon finds himself in the sniper's crosshairs, only to be saved by Masumi who intervenes and takes the bullet in his stead. And, in the background, Subaru Okiya begins to make his move.

- This movie is a commemorative work for the 20th anniversary of Detective Conan manga serialization.
- An official trailer was shown following Lupin III vs. Detective Conan: The Movie.
- This is the only movie to feature Iemasa Kayumi as the voice of James Black (not counting Lupin III vs. Detective Conan: The Movie), as he passed away on September 30, 2014.
- This film has a reference to the film Silence of the Lambs: a scene in this film which the culprit watches Jodie through night vision goggles closely mirrors that of The Silence of the Lambs scene where the murderer watches Clarice Starling through night vision goggles.
- The bike used by the culprit in the first chase (Shinjuku Se 33-17 (新宿 せ 33-17)) is a Honda XR 250R. Despite being an unmarked bike, this conclusion can be come to by the distinct red, white and black color scheme, as well as the fact that it is the only off-road bike with no windshield in the Honda line-up to be road legal.
- Moriyama drove a 2008 Sparkling Graphite Metallic BMW 3-Series; 330d (E90). The license plate number is 新宿 330, ま 8 05 (Shinjuku 330, Ma 8 05).

- In the Netflix live action series Prince of Tennis (2019), two of the characters were shown watching the Chinese version of this movie in episode 13.
