Masaaki Okakura (岡倉 政明[1] Okakura Masaaki?) is a minor Black Organization member who appears only in The Raven Chaser.

Masaaki Okakura is a minor Black Organization agent, disguised as a parliamentary secretary, very suitable for a NOC sent by the organization to inquire about senior government officials information. His position is not low working undercover as a civilian, but it is not enough to have a codename.[2] He lives in East Tokorozawa, Wada Ward fourth district 19-7, Saitama Prefecture.[3][4]

He carried a memory card containing their entire NOC list, perhaps seeking some sort of insurance as speculated by Vermouth. The organization had grasped the fact and planned to get rid of him shortly. However, over ten days before Tanabata, after being attacked with a stun gun and kidnapped, he was first stabbed to death with a large knife in Ikoi Forest from Nerima Ward, West Ooizumi in Tokyo, by Kazuki Honjou, a certified public accountant in Funabashi, for a really foolish personal revenge entirely unrelated to the organization.

On the night of Tanabata two years ago, during a huge fire in Kyoto caused by a lit cigarette that belonged to a guest on the fifth floor, the business Hotel Vega only elevator's capacity was limited to seven people, but eight guests on the sixth floor needed to escape. Apart from Masaaki, the other seven were: Shuhei Jinno, a Tohto University assistant professor from Matsumoto; Shizuko Kaga, a restaurant landlady in Kamakura; Azusa Kitajima, an IT company temporary staff in Kawasaki; Kozo Zaitsu, a bike shop owner in Numazu; Tsutomu Ryuzaki, an estate entrepreneur in Ogawara; Sumire Shindo, an abstract painter in Hachioji; and Nanako Honjou, a childminder in Mitaka. The eighth person, who was his eventual murderer's kind younger sister, voluntarily stepped out from the elevator when Jinno got on and the buzzer sounded, and died in place of those seven people due smoke inhalation as another guest, after being unable to escape the flames because the emergency staircase was unusable.

In order to frame the freeter Kosuke Mizutani, his sister's kind boyfriend, as the presumed murderer, because he cannot forgive him for running away from Chiba with her, the serial killer has unknowingly made off with his third victim's purple amulet bag, one among the accessories often carried with the memory card. The boss orders Irish to retrieve it before the police catch the culprit and look into the database. Gin has Chianti kill Irish and destroy the memory card, that for Conan could just be the one single trump card that crushes them, with a single shot.

Personality

Unlike most Black Organization members, Masaaki doesn't seem to be a very cruel person and he also has a thick side in obligation. Last year, on the first anniversary of her death, to express Nanako his gratitude for allowing him to board the elevator, he brought anonymously one flowers bouquet to her parents and elder brother on the memorial service day, just like the other six guests on the day of the funeral or then.

The vicious serial killer Kazuki Honjou murdered Masaaki for merely self-satisfaction, blaming him to take up a space in the final elevator that was able to escape the fire that killed his beloved younger sister Nanako, obsessively fond of her, and using even the word courage as an excuse to kill people. He found out the whole story of how Nanako died a year ago, the day when he heard from Mizutani that Sumire Shindo, the artist, was staying in the same hotel on the same floor, and went to her personal new art exhibition to ask some questions. At that time, he happened to overhear Sumire and Ryuzaki talking, and lied to Mizutani that Nanako was chased out of the elevator because he was hoping this guy would be the one taking revenge on Masaaki. Mizutani could not forgive Masaaki, but didn't have the cold heart to do so, that's why he had to do it himself. He didn't turn himself in, so was defeated by Conan and Irish. According to Mizutani, he'll get a death sentence for that murder, so the Black Organization decided to not kill his parents and let the police take care of him.

Name origin

His name likely comes from Okakura Kakuzō (岡倉 覚三 ?), the famous scholar who contributed to the development of arts in Japan.

  • The seven people who were killed and their items stolen are listed in the police report. The memory card was found in the omamori bag, then the Black Organization NOC was him.
  • His character design is the same used for Kazuo Tamada, the Beika Library employee murdered by his head librarian in Library Murder Case.
  • The red wine drinked by Irish after secured the memory card is an Altaïr Red 2003. There are no official confirmation, but it could be his codename, because his crime scene represents the location of Dubhe from the Ursa constellation and Altair is also a star.
  • There are no official confirmation, but he and Azusa could be lovers.
