Masaaki Okakura

Masaaki Okakura (岡倉 政明 Okakura Masaaki) is a minor Black Organization member who appears only in The Raven Chaser.
Background
Masaaki Okakura is a Parliamentary Secretary. He lives in the fourth district 19-7, Wada Ward, East Tokorozawa, Saitama Prefecture.[1]
He is a NOC, a minor Black Organization agent that have infiltrated various organizations. He obtained a memory card listing all organization NOCs, possibly as insurance as speculated by Vermouth. The organization planned then to execute him.
However, he was stabbed first by Kazuki Honjou, a Chiba accountant, for a personal revenge. The Tanabata night two years ago, in a Kyoto huge fire accident, the Hotel Vega elevator could only hold seven, but eight guests on the sixth floor needed to escape, and Masaaki was one of these. Nanako Honjou, his murderer's younger sister, voluntarily stepped out the elevator and died due smoke inhalation.
In order to frame Kosuke Mizutani, Nanako's boyfriend, the unaware serial killer taken away his charm bag with the memory card that often took with him. The boss orders Irish to retrieve it before the police catch the culprit and look into the database. Gin has Chianti kill Irish and destroy the memory card, for Conan as a single card to destroy the organization, with a single shot.
Personality
Unlike most Black Organization members, Masaaki doesn't seem to be a very cruel person. Last year, to express Nanako his gratitude for her sacrifice, he sends anonymously flowers to her parents and older brother on the Chiba memorial service day, as the other six guests.

- The seven people who were killed and the items stolen are listed in the police report. The Black Organization's memory card was found by Irish in the charm bag, implying the Black Organization NOC was him.
