Case
Professor Agasa, Haibara, and the Detective Boys checked in at a hotel in Hakone, Kanagawa Prefecture. The receptionists suggested to them an interesting location for hanging around, so they went there to check. There, they witness a black motorcycle, driven by a headless person. The Detective Boys are terrified upon seeing the headless driver, and end up being unable to sleep for the rest of the night. The situation is reported to Conan.
The next day, Kogoro is taking Conan, Ran, and Sonoko to check in at the hotel, led by Masumi on her motorcycle. Coincidentally, today also held an important event for the motorcycle policeman: the announcement of the newest model of police patrol motorcycle. On their way to Kanagawa, however, they encounter a reckless couple on a yellow motorcycle. The yellow motorcycle tries to cross through a car and a truck in line, which causes one of the car’s rearview mirrors to fall down onto the black car behind. The impact makes the black car unable to navigate properly, forcing Kogoro and many other vehicles behind to stop.
Conan climbs onto the top of the car to observe behind, and finds a black motorcycle looking the same as one the Detective Boys encountered yesterday. The motorcycle performs a jump that almost crashes onto Masumi’s motorcycle upon landing, and it is followed by Chihaya Hagiwara and other Kanagawa motorcycle policemen. It is revealed that the duo on their yellow motorcycle have been trying to escape from the black motorcycle. The two are about to hit a truck in front, so the man hits the right brake, only for him and the woman to realize a direct hit is inevitable. The man tries to swing back and forth, trying to dodge any vehicle possible, to no avail. Chihaya orders other policemen to take the duo into the hospital while she pursues the criminal alone.
The criminal tries many times to outrun Chihaya, to the point of driving past the people walking on the pedestrian line to turn left. His attempt also makes a big truck lose its control and almost hit a little girl. Thankfully, Chihaya is able to save her in time, with Kogoro’s group following behind.
At the motorcycle exhibition, the location in which the announcement ceremony is held, Conan notices Masumi has been looking for someone. He then happens to see the person Masumi has been trying to look for through her phone when she drops it by accident. Masumi announces her temporary department with the group, unaware of the transmitter Conan puts onto one of her shoes.
In Tokyo, the black driver on their motorcycle is once again on the move. This time, they come out from a big red container and target another person in his motorcycle. Yumi Miyamoto and Naeko Miike find the terrifying motorcyclist post-pursuit, and report this to the MPD.
The situation also reaches Kanagawa MPD, to Chihaya and Jugo, and then, Conan. Since Kogoro is summoned to Tokyo police station along with Omae to assist the investigation, Conan and Ran have to go back to the hotel to receive the room without him. Jugo and Chihaya offer them a long ride to the hotel. They first stop at the road where Naoyuki Sasaki died from an accident while trying to escape from a policewoman. The four then arrive at that policewoman’s apartment. The woman is Ichika Asagi, who was once a motorcycle policewoman like Chihaya and now is her superior. She recalls that the vehicle also exploded upon hitting the railroad, and that how she was pressured by the media. Finally, the four arrive at the hotel where Conan and Ran will be checking in.
That night, Conan agrees to accompany Agasa, Haibara, and the Detective Boys to capture the headless motorcyclist they had seen on last night while eavesdropping Kogoro with a microphone. Agasa then gives everyone a riddle: “Recently, motorcycles are equipped with an auto-driving function, so who is the best driver out of: an old man, a monkey, a child, and a pregnant woman?” The answer is: A child!. Suddenly, Conan hears strange sounds from the forest but couldn’t identify what they are.
The next day, the Mouris arrive at Kanagawa police station for testimony of their encounter yesterday. While Kogoro goes to take the tickets, Conan and Ran happen to see Chihaya, who just finished her duty in the station. Conan becomes curious when he sees the faces in Chihaya’s phone, so she explains that one of them is her deceased younger brother. Chihaya receives a call from Jugo, requesting her to come to Tanzawa pond. Since Chihaya’s motorcycle was damaged yesterday, Kogoro volunteers to take her and his kids to the scene. On their way there, Conan receives a sudden call from Haibara. She informs him there is no information they can find about the headless driver, but she found a magazine that was discussed a lot on a ghost story website. Coincidentally, Sonoko’s acquaintance knew the president of the publisher, so she can help them with the data. He then is allowed by Ran to use Kogoro’s pair of bluetooth earphones because he kept throwing them anywhere at the house.
At Tanzawa pond, a police officer Minato Tateoki is investigating the victim Yuichi Aoki. Following witnesses’ testimony, Aoki ran straight to the railroad of a bridge, flew up while his motorcycle blew up, and died due to the impact of the fall. She points out that in Aoki’s belongings, there is a medical bill taken yesterday including an eye exam. This could suggest the cause of the accident is due to the usage of eye drops, but shouldn’t the hospital have given him the precaution not to drive for five hours after using the medicine? In addition to this, they find the vehicle’s tire marks irregular as well. Tateoki uses the witnesses’ testimony to conclude the type of motorcycle the victim is using, which coincides with one Masumi has been using. Conan has a look at the vehicle, and realizes Aoki is the one Masumi has been looking for.
Later, Chihaya is standing on the bridge, thinking about her brother, when she receives a call. After answering the call, Chihaya reveals that the codename of the mysterious criminal is Lucifer, and that three Angel motorcycles are specifically given to Tokyo MPD and Kanagawa MPD to help capture this dangerous criminal, with Chihaya being the one driving the only one given to Kanagawa. Kogoro is taking both Ran and Conan back to the hotel when Conan makes an excuse to chase after Masumi. Kogoro believes he should be safe because there is a police station nearby.
At Masumi’s side, she arrives at a seaport with her motorcycle, and encounters people related to underground racing. The people begin to attack Masumi, but are no match for her jeet-kune-do. One of the criminals pulls out a gun to shoot her, but the gun is knocked out from his hand with Conan’s timely rescue. As the enemies begin to overwhelm her and Conan, the two have no choice but to run using Masumi’s motorcycle.
Masumi explains why she is involved in this: The person she wanted to find was indeed Yuichi Aoki, who had been invited to underground racing multiple times due to his talent. It was Aoki that suggested Masumi to join the race as a replacement and for the money she could earn, though she wanted to use the opportunity to investigate the people behind this race. Lucifer comes after them and outran their motorcycle, forcing the duo to hide in a building nearby. There, Conan reveals to Masumi about Aoki’s death, which leads to both suspecting there is something Aoki had been trying to warn them about. Suddenly, Lucifer is able to pursue them despite the place they are standing is not the 1st floor. Fortunately, Ran is able to come in time to rescue both of them due to Conan’s keeping the earphones.
Conan finds image Lucifer dropped when he was trying to escape, with one of them being the image of him and the Detective Boys, so he asks Ran to tell Kanagawa police to protect Agasa, Haibara, and the Detective Boys, who will once again try to capture the image of the headless driver. Indeed, there are three people, most likely Lucifer's accomplice, who are ordered to silence them. Suddenly, one of the three is shot by a sniper rifle, combined with the fact that Conan asks Kanagawa police to protect Agasa and the kids, the criminals are forced to retreat.
