Hakuba (白馬 ,Hakuba?) is a character in the manga and anime franchise Magic Kaito and Detective Conan.
Background
He is Saguru Hakuba's father and holds the highest police rank as Superintendent General of the Tokyo Metropolitan Police Department. He has replaced Rokuro Momota, who helded it seven years ago. His family is likely wealthy since his son attended London Bridge High School and has an old housekeeper. His younger brother[1] owned the Hakuba Research Center, a research laboratory in Ekoda. He's told his son all about the son of the chief of the Osaka Police, saying Heiji Hattori was a very intuitive detective. When he is not in function, the one in charge is his senior close aide, Toshio Moroboshi.
Personality
Hakuba is a humoristic man, always happy, and takes things a bit without serious, like Kaitou Kid, when he met Nakamori and just patted him laughing. His son seems somewhat embarrassed by that reckless behavior, but he has to bear it.

Plot overview
The Great Detective Appears!! (Manga: 15, Anime: Special 7 & Episode 4)
He convinced his great inspector Nakamori to work with his son to show Saguru the ropes of a real police work.
Non-canon plot overview
Captured in Her Eyes (Movie: 4)
After police officers Osamu Narasawa and Yoichiro Shiba were murdered by the psychiatrist Kyosuke Kazato in a serial murder case of policemen, Conan suspected Hakuba, Moroboshi, and other four high policemen as mass murder staged by the MPD. He is the man above the MPD, the one with four stars as insignia, but without mustaches.[2]
Name origin
The surname kanji means "white horse". As a nod to the family name, his family seems to use the horse as its emblem. His brother's laboratory has a horse on its facade as well.

Trivia
- His character design is the same used for Superintendent General of the Tokyo Metropolitan Police in the anime Lupin III, a source of inspiration for Detective Conan.
References
- ^ In the Japanese manga, when Saguru talks about his uncle, it's written with "叔父" (Oji ,lit."parent's younger brother"?).
- ^ The official trailer introduced Toshiro Odagiri and other policemen, but Conan's voice defined him Superintendent General, and not Chief superintendent.
