Zero the Enforcer is the 22nd movie in the Detective Conan franchise. It was released in Japan on April 13, 2018.

Case
Situation
The newly built facility "Edge of Ocean", located in the Tokyo bay, is going to host the upcoming Summit Meeting in Tokyo. On May the 1st, during the opening ceremony, more than 22,000 police officers are safeguarding the building, while a large-scale explosion occurs. On the spot is Tooru Amuro from the National Public Security Police. Conan is suspicious of a case of explosion occurred days before the summit and keeps a close watch on the mysterious behavior of Amuro, who moves in secret. At this time, fingerprints are found on evidence at the crime scene and they are matching those of Kogoro Mouri who belonged to the police in the past. Conan and Amuro begin the investigation around Kogoro's arrest.
Conan learns about a strange case from four years ago, in which Amuro forced the suspect to commit suicide. Moreover, when trying to decide the accusation against Kogoro, a case of terrorism explodes simultaneously in Tokyo City. While Conan and the Public Security are approaching the conspiracy that conceals the case, it's confirmed that the day of the summit is also the one in which the unmanned spacecraft called "Hakuchō" ends the mission on Mars and returns to Earth.
Meanwhile, Hyoe Kuroda is also moving.

- The victim killed in The Bay of Revenge, Kensuke Tachibana, age 62, was a famous and corrupt lawyer in Tokyo, married with Yuki, age 43. He and Kyoko are both lawyers in the capital, with the same surname ideogram (橘), but there are no signs of a connection, although they could still be close relatives. Furthermore, she is a little similar to Noriko Sugimura, his law office's accountant, age 48.
- In order to know more about where his character works, Rei Furuya's voice actor read the book Secret Police Division J before recording the lines for his character.
