After the car has stopped for a while, Conan climbs onto the roof of the car to observe behind, and finds a black motorcycle like one that the Detective Boys described to him. As Masumi is about to pursue the crazy couple, Conan warns her not to because the black motorcycle performs a stunt that would crash land onto her without Conan’s words. The criminal leaves the scene while the couple are badly injured from the impact. Chihaya reports the accident to her colleagues and pursues the criminal alone. The pursuit continues until a crossroad, where the criminal drives past the people in the first pedestrian line of that crossroad to turn left. The action also causes a big truck to lose control, almost hitting a little girl on the opposite pedestrian line. Fortunately, Chihaya's in time rescue has prevented a horrendous accident from occurring, while her motorcycle is not that fortunate.

After the incident, everyone reaches the hall on time for the announcement ceremony. Conan notices Masumi has been looking for someone, and gets to see the face of that person when she drops it by accident. As Conan picks the phone up for her, she then temporarily departs, unaware of the transmitter Conan puts onto one of her shoes. The talk show between Omae and Ryuzato raises one interesting topic regarding the built-in AI in the assistant driving system used in Angel model: There have been rumours about the development of military motorcycles, and what consequence will be if those motorcycles are also equipped with the system.
In Tokyo, the black driver on their motorcycle is once again on the move. This time, they come out from a big red container and target another person in his motorcycle. Yumi Miyamoto and Naeko Miike find the terrifying motorcyclist post-pursuit, and report to their MPD. Naeko and Yumi's report also reaches Kanagawa MPD, and Conan is able to learn about the incident from Jugo and Chihaya. Since Kogoro is summoned to Tokyo police station along with Omae to assist the investigation, Conan and Ran have to go back to the hotel to receive the room without him.

Jugo and Chihaya offer them a long ride back to the hotel. On their way there, Jugo and Chihaya stop by a road, a road where Chihaya remembers an accident occurred. Jugo reveals that several years ago, a motorcycle police woman Ichika Asagi was in charge of capturing a reformed criminal Naoyuki Sasaki because he was driving a stolen motorcycle; however, when trying he was about to hit the road barrier if he hadn't turned, his brakes were malfunctioned, leading to an accident that took his life while Asagi suffered multiple injuries from it. The two decide to drive to Asagi’s apartment first so Chihaya can ask if she was the one placing the bouquet. Conan also comes along with Chihaya, excusing that he can not hold his pee anymore. There, we see Asagi also suffering from the incident, the leg injury she is still having, the ways the Internet spoke ill about her... After that, the four finally arrive at the hotel where Conan and Ran will be checking in.

That night, Conan agrees to accompany Agasa, Haibara, and the Detective Boys to capture the headless motorcyclist they had seen on last night while eavesdropping Kogoro with a microphone. Agasa then gives everyone a riddle: "Recently, motorcycles are equipped with an auto-driving function, so who is the best driver out of: an old man, a monkey, a child, and a pregnant woman?" The answer is: A child!. Suddenly, Conan hears strange sounds from the forest but couldn’t identify what they are.
The next day, the Mouris arrive at Kanagawa police station for testimony of their encounter yesterday. While Kogoro goes to take the tickets, Conan and Ran happen to see Chihaya, who just finished her duty in the station. Conan becomes curious when he sees the faces in Chihaya’s phone, so she explains that one of them is her deceased younger brother. Chihaya receives a call from Jugo, requesting her to come to Tanzawa lake. Since Chihaya’s motorcycle was damaged yesterday, Kogoro volunteers to take her and his kids to the scene. On their way there, Conan receives a sudden call from Haibara. She informs him there is no information they can find about the headless driver, but she found a magazine that was discussed a lot on a ghost story website. Coincidentally, Sonoko’s acquaintance knew the president of the publisher, so she can help them with the data. Ran then asks Conan if he is experiencing carsickness, to which he startles and replies that he was just watching an interesting video on the Internet but can not hear properly. Ran then lets him use Kogoro's wireless earphones, which Kogoro keeps throwing anywhere in the room.
At Tanzawa lake, a police officer Minato Tateoki is investigating the victim Yuichi Aoki. Following witnesses’ testimony, Aoki ran straight to the railroad of a bridge, flew up while his motorcycle blew up, and died due to the impact of the fall. She points out that in Aoki’s belongings, there is a medical bill taken yesterday including an eye exam. This could suggest the usage of eye drops is part of the causes, while raising the question: shouldn’t the hospital have given him the precaution not to drive for five hours after using the medicine? In addition to this, they find the vehicle’s tire marks irregular. Tateoki uses the witnesses’ testimony to conclude the type of motorcycle the victim is using, which coincides with one Masumi has been using. Conan has a look at the vehicle, and realizes Aoki is the one Masumi has been looking for.

The movie changes frames back to Chihaya, who is still wondering about Kenji's words about her. Later, Chihaya and Jugo have a little moment as Chihaya shares one thing that still makes her unable to move on with Kenji’s death: A full version of his honest thoughts about her. Suddenly, the talk is interrupted with the call from, most likely, her superior. The call informs that the codename of the mysterious criminal is Lucifer, and that three Angel motorcycles are specifically given to Tokyo MPD and Kanagawa MPD to help capture this dangerous criminal, with Chihaya being the one driving the only one given to Kanagawa. Kogoro is taking both Ran and Conan back to the hotel when Conan makes an excuse to chase after Masumi. Kogoro believes he should be safe because there is a police station nearby.
At Masumi’s side, she finally reaches the location she wanted to investigate with her motorcycle, but its traces are mostly gone. Instead, she encounters a man in red shirt and his people. There are only three at first, so she quickly overwhelms them with her jeet-kune-do. Conan also manages to reach there in time and delivers a powerful kick to the red shirt man, who has just pulled out a pistol to threaten Masumi, but the two end up running away from the port when they realize they are no match for the people coming to aid the man.

It was Aoki that suggested Masumi to join the race as a replacement and for the money she could earn, though she wanted to use the opportunity to investigate the people behind this race. Apparently, the man in red shirt is working with the black motorcyclist as after he makes a call to someone, that man begins to pursue Conan and Masumi on their motorcycle, forcing the duo to hide in higher floors of a building nearby. There, Conan reveals to Masumi about Aoki’s death, convincing both that Aoki had been trying to warn them about something. Somehow, the man is able to reach the location the duo are standing, forcing them to find hideout outside the building. Fortunately, Ran manages to save them in time thanks to the earphones Conan has been keeping.

At Kanagawa police station, Conan and Masumi are relieved upon hearing that their friends are safe. Suddenly, Conan receives information from Sonoko about the article, which catches Chihaya’s attention. At Jugo’s place, Chihaya brings Conan and files of past motorcycle incidents along with Masumi to review some of the cases again with Jugo and Omae. They review Sasaki’s incident and Aoki’s incident, and find similarities that suggest they aren’t accidents at all. Yumi and Naeko go in the room with the records of Lucifer’s victims yesterday: Hide Hario, Yu Nagahashi, and Tadakazu Uchikado. The first thing to note is that the couple in a yellow motorcycle often arrive at Uchikado’s shop. The second thing is that they were called to testify after Sasaki’s death, and they spoke ill about him. Masumi believes the three were the one behind Sasaki’s death by installing the assistance driving feature onto his car.
 
Suddenly, Minato Tateoki comes to inform Lucifer’s appearance near Hakone, allowing Chihaya to act with Angel motorcycle for the first time. She suffered a leg injury that rendered her unable to be a motorcycle policewoman. To support her vengeance, the motorcycle was equipped with assistance driving. Jugo, Naeko, and Yumi leave to support Chihaya.
 
Ran suddenly arrives to tell Masumi to testify, Conan could not stay at the station because Chihaya asked him to aid her, so he tells Ran not to follow him. Suddenly, Ran receives a call from someone.
 
At Hakone, Chihaya confronts Asagi and has a rematch with her. However, the race is just the covering of Conan and Chihaya’s plan to capture the mastermind of the plot, '''Kazuaki Omae'''. Remember the people who attacked Masumi and Conan before? They were the ones who asked Omae to develop an assistance driving system for military purposes. Omae began with producing motorcycles equipped with the first version of the system as test subjects. To safely test those subjects, Omae created the underground racing challenge and forced the competitors to do their best. Omae is also the one responsible for multiple tragedies. First, he invited Sasaki as one of the testers, but Sasaki figured out the purpose behind it, so he had Hario, Nagahashi, and Uchikado indirectly arrange so that Sasaki’s death would be deemed as an accident. Sometime later, Omae got attention to Asagi, whose life was ruined because of the incident. He used the hatred she had toward the one responsible for her injury to make her drive Lucifer, as a way to collect data from its assistance driving system.
However, Omae points out that Conan got some of his deductions wrong: The one whom he wanted to collect the data from is, in fact, Chihaya. Omae sets off many explosions to flee from Chihaya and Conan, with the latter just arriving at Omae’s location. Back at the Kanagawa police station, Conan asks Asagi where Omae fled, to which she replies: Haneda airport. Not long after, Conan realizes all were just lies. The truth is '''Kiriko Ryuzaki''' hired Asagi to work under Omae, and Ryuzaki’s purposes at first are to eliminate Omae and erase the data. Well, it does not end though, as Ryuzaki herself implanted a bomb on Lucifer, which is supposed to be ridden by Asagi, making Conan wonder about the relationship between Asagi and Ryuzaki during the pursuit to save Ran with Chihaya. Suddenly, Jugo Yokomizo calls Chihaya, informing that Ryuzaki is Sasaki’s big sister. Before Jugo stops calling, he also informs what Kenji told her before finally leaving her forever: Jugo recalls the day before the disaster, Chihaya recklessly rammed onto the criminal’s vehicle using hers. He called her on the next day, intending to ask if she was okay. However, Kenji was the one answering the call, along with Matsuda. Jugo took the chance to ask Kenji what he thought about his sister, and the answer he got is: “Chihaya is good looking. But she is messy and unladylike, she is unable to run fast, her combat skills are mediocre, and her shooting is awful. But once she is on the motorcycle, my skill is unable to match her. She is the fastest woman in Japan.”; Matsuda added in: “No, in this entire life, no one is her match. Chihaya on a bike is…”; both then said: “invincible”.

Detective Conan: Fallen Angel of the Highway (名探偵コナン ハイウェイの()(てん)使() Meitantei Konan: Haiwei no Datenshi?) is the 29th movie in the Detective Conan franchise. It is released in Japan on April 10, 2026 and it's directed by Takahiro Hasui and written by Takahiro Okura. The movie have its pre-story tie-in episode, The Cosplay Rider of the Wind.

The movie is about the mysterious and uncontrollable "black bike" appearing in Yokohama, with Chihaya trying to capture it. As with white bike named "Angel" being showcased in the Kanagawa Motorcycle Festival that Conan, Ran, Sonoko, Kogoro and Masumi attends to, more reports appears about this mysterious "black bike" causing trouble with Tokyo Metropolitan Police Department, giving the name "Black Angel/Lucifer". It's up to Conan and Chihaya to discover their motivation and their identity.[1]

Professor Agasa, Haibara, and the Detective Boys checked in at a hotel in Hakone, Kanagawa Prefecture. The receptionists suggested to them an interesting location for hanging around, so they went there to check. There, they witness a black motorcycle, driven by a headless person. The Detective Boys are terrified upon seeing the headless driver, and end up being unable to sleep for the rest of the night. The situation is reported to Conan.

The next day, Kogoro is taking Conan, Ran, and Sonoko to check in at the hotel, led by Masumi on her motorcycle. Both Agasa's group and Kogoro's group will be attending the motorcycle festival held at an exhibition hall in Kanagawa, which include the introduction of the policeman newest motorcycle model "the Angel". Inside the hall will also hold a talk show between one of the model's developers Kazuaki Omae and Kiriko Ryuzato, an industrial designer who announced her retirement four years ago but came back last year. Suddenly, everyone is alerted by a couple driving recklessly on a yellow motorcycle as they drive pass every single vehicle on the road. The couple then try to drive straight between a car and a truck, causing one of the car's rearview mirrors to fall down the road and bounce onto a black car behind. The impact renders the black car unable to navigate properly, forcing Masumi's motorcycle and many other vehicles behind to stop.

The couple try to pass through a car and a truck running in two separate lanes, causing the car's one of its rearview mirrors to fall down and hit the car behind. The impact makes the black car unable to navigate properly, forcing Kogoro and many other vehicles behind to stop.

After the car has stopped for a while, Conan climbs onto the roof of the car to observe behind, and finds a black motorcycle like one that the Detective Boys described to him. As Masumi is about to pursue the crazy couple, Conan warns her not to because the black motorcycle performs a stunt that would crash land onto her without Conan’s words. In addition, the said motorcycle is currently being followed by Chihaya Hagiwara and other Kanagawa motorcycle policemen. The scene points toward the couple on their yellow motorcycle as they have been trying to run away from that black motorcycle, and they are about to hit a truck in front, so the man hits the brake to avoid the impact. However, they are unable to do so when the brakes do not work at all, despite the man trying to control the steering wheel as an alternative.

When the man driving the motorcycle was trying to hit the brake in order not to hit a truck in front of them, he and the woman realized that the brakes were broken. The duo tried to dodge any vehicle possible, to no avail.

The criminal leaves the scene while the couple are badly injured from the impact. Chihaya reports the accident to her colleagues and pursues the criminal alone. The pursuit continues until a crossroad, where the criminal drives past the people in the first pedestrian line of that crossroad to turn left. The action also causes a big truck to lose control, almost hitting a little girl on the opposite pedestrian line. Fortunately, Chihaya's in time rescue has prevented a horrendous accident from occurring, while her motorcycle is not that fortunate.

The black motorcyclist attempted to flee from Chihaya Hagiwara. Their maneuver almost caused a little girl to be hit by a truck trying to dodge the motorcycle.

After the incident, everyone reaches the hall on time for the announcement ceremony. Conan notices Masumi has been looking for someone, and gets to see the face of that person when she drops it by accident. As Conan picks the phone up for her, she then temporarily departs, unaware of the transmitter Conan puts onto one of her shoes. The talk show between Omae and Ryuzato raises one interesting topic regarding the built-in AI in the assistant driving system used in Angel model: There have been rumours about the development of military motorcycles, and what consequence will be if those motorcycles are also equipped with the system.

In Tokyo, the black driver on their motorcycle is once again on the move. This time, they come out from a big red container and target another person in his motorcycle. Yumi Miyamoto and Naeko Miike find the terrifying motorcyclist post-pursuit, and report to their MPD. Naeko and Yumi's report also reaches Kanagawa MPD, and Conan is able to learn about the incident from Jugo and Chihaya. Since Kogoro is summoned to Tokyo police station along with Omae to assist the investigation, Conan and Ran have to go back to the hotel to receive the room without him.

Jugo and Chihaya offer them a long ride back to the hotel. On their way there, Jugo and Chihaya stop by a road, a road where Chihaya remembers an accident occurred. Jugo reveals that several years ago, a motorcycle police woman Ichika Asagi was in charge of capturing a reformed criminal Naoyuki Sasaki because he was driving a stolen motorcycle; however, when trying he was about to hit the road barrier if he hadn't turned, his brakes were malfunctioned, leading to an accident that took his life while Asagi suffered multiple injuries from it. The two decide to drive to Asagi’s apartment first so Chihaya can ask if she was the one placing the bouquet. Conan also comes along with Chihaya, excusing that he can not hold his pee anymore. There, we see Asagi also suffering from the incident, the leg injury she is still having, the ways the Internet spoke ill about her... After that, the four finally arrive at the hotel where Conan and Ran will be checking in.

Sasaki was trying to run away from the policeman that chased him. Unfortunately, the motorcycle's brakes did not work, leading to impact with the road barrier. Somehow the motorcycle also exploded from the impact.

That night, Conan agrees to accompany Agasa, Haibara, and the Detective Boys to capture the headless motorcyclist they had seen on last night while eavesdropping Kogoro with a microphone. Agasa then gives everyone a riddle: "Recently, motorcycles are equipped with an auto-driving function, so who is the best driver out of: an old man, a monkey, a child, and a pregnant woman?" The answer is: A child!. Suddenly, Conan hears strange sounds from the forest but couldn’t identify what they are.

The next day, the Mouris arrive at Kanagawa police station for testimony of their encounter yesterday. While Kogoro goes to take the tickets, Conan and Ran happen to see Chihaya, who just finished her duty in the station. Conan becomes curious when he sees the faces in Chihaya’s phone, so she explains that one of them is her deceased younger brother. Chihaya receives a call from Jugo, requesting her to come to Tanzawa lake. Since Chihaya’s motorcycle was damaged yesterday, Kogoro volunteers to take her and his kids to the scene. On their way there, Conan receives a sudden call from Haibara. She informs him there is no information they can find about the headless driver, but she found a magazine that was discussed a lot on a ghost story website. Coincidentally, Sonoko’s acquaintance knew the president of the publisher, so she can help them with the data. Ran then asks Conan if he is experiencing carsickness, to which he startles and replies that he was just watching an interesting video on the Internet but can not hear properly. Ran then lets him use Kogoro's wireless earphones, which Kogoro keeps throwing anywhere in the room.

At Tanzawa lake, a police officer Minato Tateoki is investigating the victim Yuichi Aoki. Following witnesses’ testimony, Aoki ran straight to the railroad of a bridge, flew up while his motorcycle blew up, and died due to the impact of the fall. She points out that in Aoki’s belongings, there is a medical bill taken yesterday including an eye exam. This could suggest the usage of eye drops is part of the causes, while raising the question: shouldn’t the hospital have given him the precaution not to drive for five hours after using the medicine? In addition to this, they find the vehicle’s tire marks irregular. Tateoki uses the witnesses’ testimony to conclude the type of motorcycle the victim is using, which coincides with one Masumi has been using. Conan has a look at the vehicle, and realizes Aoki is the one Masumi has been looking for.

Following eyewitnesses' testimony, Aoki rammed on the bridge barrier and was knocked up due to the momentum. In addition, Aoki's motorcycle also blew up upon ramming the bridge barrier.

The movie then changes frames to the road where Sasaki died. There, we notice Ryuzato sitting in the back seat of a car, driven by a man wearing sunglasses like her.

The movie changes frames back to Chihaya, who is still wondering about Kenji's words about her. Later, Chihaya and Jugo have a little moment as Chihaya shares one thing that still makes her unable to move on with Kenji’s death: A full version of his honest thoughts about her. Suddenly, the talk is interrupted with the call from, most likely, her superior. The call informs that the codename of the mysterious criminal is Lucifer, and that three Angel motorcycles are specifically given to Tokyo MPD and Kanagawa MPD to help capture this dangerous criminal, with Chihaya being the one driving the only one given to Kanagawa. Kogoro is taking both Ran and Conan back to the hotel when Conan makes an excuse to chase after Masumi. Kogoro believes he should be safe because there is a police station nearby.

At Masumi’s side, she finally reaches the location she wanted to investigate with her motorcycle, but its traces are mostly gone. Instead, she encounters a man in red shirt and his people. There are only three at first, so she quickly overwhelms them with her jeet-kune-do. Conan also manages to reach there in time and delivers a powerful kick to the red shirt man, who has just pulled out a pistol to threaten Masumi, but the two end up running away from the port when they realize they are no match for the people coming to aid the man.

At a seaport, Masumi is welcomed by the people related to underground racing and are up to no goods. Luckily, Conan is able to aid her on time when one criminal pulls out his gun.

Masumi explains why she is involved in this: The person she wanted to find was indeed Yuichi Aoki, who had been invited to underground racing multiple times due to his talent. It was Aoki that suggested Masumi to join the race as a replacement and for the money she could earn, though she wanted to use the opportunity to investigate the people behind this race. Apparently, the man in red shirt is working with the black motorcyclist as after he makes a call to someone, that man begins to pursue Conan and Masumi on their motorcycle, forcing the duo to hide in higher floors of a building nearby. There, Conan reveals to Masumi about Aoki’s death, convincing both that Aoki had been trying to warn them about something. Somehow, the man is able to reach the location the duo are standing, forcing them to find hideout outside the building. Fortunately, Ran manages to save them in time thanks to the earphones Conan has been keeping.

Ran’s attack also makes the criminal on their motorcycle drop some images. Conan picks it up and sees him and the Detective Boys in one of the pictures, so he tells Ran to contact Kanagawa police to rescue Agasa, Haibara, and the Detective Boys. That night, Agasa and the others are once again trying to capture the headless driver with their cameras when they see a strange vehicle coming. However, the vehicle belongs to the people that have attacked Masumi and Conan earlier at the seaport, and they come here following an order to eliminate Agasa’s group.

She reluctantly tells him to commit a warning shot at one of the kidnappers. Seconds later, the Kanagawa police Conan calls have reached the location, allowing Agasa and the others to be safe.
