Tokyo Metropolitan Police
The Tokyo Metropolitan Police is the Law enforcement agency of the Tokyo prefecture. The Tokyo Metropolitan police are coordinated by Inspector Juzo Megure. The other four predominant characters of the Tokyo Metropolitan Police are three officers who work under Juzo Megure, Miwako Sato, Wataru Takagi, Ninzaburo Shiratori, and Megure's superior, Kiyonaga Matsumoto.

The Federal Bureau of Investigation consist of many agents lead by James Black. They are investigating Sharon Vineyard and have followed her to Japan where they discovered the existence of the Black Organization. There are many of them in Japan, but only four have been named so far.
CIA
The Central Intelligence Agency sent Ethan Hondou and his daughter Hidemi Hondou to investigate the Black Organization. Hidemi adopts the alias, Rena Mizunashi and joins the Black Organization to spy from within. Due to circumstances, Ethan is forced to sacrifice his life to save Hidemi's. Years after, Eisuke Hondou searches for Rena Mizunashi to avenge his family only to realize her true identity as his sister.
