But he hasn't, many cases later, and he's even protected her a few times in the middle. Assuming Okiya is not stupid, he could tell Haibara was Sherry on their first meeting because she is very distinctive looking. If Okiya knows who Conan is and knows who Ai is, why hasn't he made any moves? He's had lots of chances. He could tell when Agasa and Conan are away because he has been watching and listening.

During the "Ayumi's Kidnapping Case", Okiya has been listening to Conan and Ai's conversation. Had he really been Bourbon, he would have killed Conan and Haibara (and Agasa, DB, Kogoro....) right after he knew that they had known about the org., let alone recognizing that Ai is Sherry.

Until Gosho actually says that Okiya = Akai then it is hard for me to believe. Knowing this series, Okiya COULD be Shinichi's father for all I know... Although, after reading a lot of posts I gotta say that he is most likely Akai.

But now that I think about it... could the whole "He isn't a bad person because he likes Sherlock Holmes" be a code between Conan/Akai to let each other know that Akai is actually Okiya?

"He isn't a bad person because he likes Sherlock Holmes" is said by Conan to Haibara, and presumably Okiya did not hear that. But they (Conan and Okiya) did speak of Holmes's quote when they first met and possibly to confirm identity as you said.
