This season’s J-League has just kicked off with the opening match between Big Osaka and Tokyo spirits. Professor Agasa has taken the children to the stadium holding the opener to watch their favourite teams on the field. During the match, Conan looks around and sees a man who is standing beside a railing and is looking somewhere as if he has been planning on something. The man is wearing a dark yellow shirt and a light yellow cap. Haibara looks another way and sees Kogoro sitting with Eguchi, so she points Conan to her direction. As Conan turns his way around, both he and Haibara see Inspector Megure and Detective Takagi talking to Kogoro’s side. Feeling that something is off, Haibara opens her phone and learns news about the bombing case earlier that day.
Conan goes on his own to eavesdrop on the conversation between the police and the mayor’s side, bringing a microphone so he can always put on Kogoro when the kid is found eavesdropping. Mayor Eguchi reveals several events that have happened recently:
* She received a message demanding her to step down from being mayor if she wants to be alive. She believes that the message was sent by one who opposed her land city use plans.
* She received a cut-off soccer ball from a man. She believes the man is part of the people who want to buy the youth soccer team’s field for cheap and flip it.
Eguchi then attends the photo shoot with the youth soccer team, the reason she insisted on attending the opener of this year’s J-League. The photo shoot ends and Eguchi becomes worried again, as she receives another message from the bomber, claiming they will blow her up when the match ends. In addition, she confirms that the man who gave her the cut-off soccer ball is present, and is the one standing beside the railing.
The Detective Boys had also gone to investigate somewhere else about the bombing case without Conan knowing. They find VAR team members, but mistake them for suspicious people, so they inform Conan unknowingly, forcing Conan to resolve the misunderstanding when he arrives. Then, Conan also meets Takagi and Megure, who are looking for the man wearing a yellow cap and yellow shirt, and suggests the two use the video operating room inside the truck to help look for the man.

Nanako Eguchi bombed Renji Matsuo. She also planned an explosion in a vehicle so that she can be famous for surviving two consecutive bombing attempts.
The match begins its second round, as Conan is still looking for the bombing case this morning. Conan also eavesdrops from Megure about how the explosion occurred: The bomb activates its timer at its designated time, and then, it explodes in response to a certain frequency. In this particular case, the frequency the bomb responds to is 4.15 kHz and 3.67 hHz sounds, which is the sound of the referee’s whistle at the end of a round.

At the room Takagi, Megure were in just now, Conan reveals that mayor Nanako Eguchi is the one responsible for Matsuo's injury, and that she planted a bomb under FC Beika youth soccer team’s vehicle. Conan is forced to either defuse the bomb or move it somewhere else when the coach of FC Beika youth soccer team comes to ask about Kazuo, who has gone back to the team’s vehicle to eat some sweets. As Conan successfully kicks the bomb to the air, Eguchi surrenders herself to the police. Her plan was to put all the blame on the man wearing yellow, and to flatter her image as one who survives two attempted bombing with both explosions.

Former Japan national team players Hiroaki Morishima and Yūka Kageyama are also in the commentary booth, and the match is a heated affair with VAR decisions being made. However, Conan senses something ominous when he sees Kogoro and Megure guarding the Mayor Nanako Eguchi of Toraharu. It turns out that a bomb has been planted somewhere in the stadium, which is packed with spectators, and will explode at the end of the match.
