Just like the case three years ago, the bomber left a paper to challenge the police to find the place(s) where he put explosives. Conan, Haiabra, and the Detective Boys want to help the police to take revenge for Shiratori, and are given details of the bombing case that took Kenji’s life from Sato and Takagi, who are taking some of the kids in their own cars. The first location deduced by members of the Detective Boys turns out to have only decoy bombs.
