Its 100% set in stone that either:

 

1. Shinichi and ran will get together IF he can find the antidote.

2. Conan and Haibara will get together IF he is forever stuck as conan.

 

Like shown in OVA 10, if hes trapped as conan he will be forced to stay like that. He wont be able to date ran due to age, and he wont date Ayumi because in his head, it would be awkward (Hes really 10 years older). 

So likely, it would be Haibara and Conan who would get together if this outcome occurs.
