      I think that the sniper are alone to kill his victim. And jugdging from the distance, he aimed at his target from a roof. Because the distance, he needs to take the Coriolis Effect into account.

      I doubt if the shooter are two. Because if the first make a distraction, the second one must use silenced weapon to take the target out.

      As for the crossover, I'll treat Ballas as the main character's gang, hating BO and the Families (like in San Andreas.)
