Isn't the hottest time of day around 3 in the afternoon because it takes about that long for the sun to heat the surface of the Earth?  So wishing it was colder at noon would just make 3 o'clock feel that much worse.

I think it's 12 if I'm not mistaken... Coz it's the time where the sun is at the highest point in the sky

But as I said, even though the sun is at the highest point in the sky at 12, it was still rising in the hours leading up to that moment.  By 3 o'clock however, the heat from the noon has already warmed the surface of the Earth and everything feels hotter, even if the sun is beginning to set.
