The culprit is Saki Okamura. Okamura made two mistakes. First, on the landing, Yamazaki's shoelaces were untied, but when her body was found, her shoelaces were neatly tied. Second was the flower pedal. The pedal was a evening primrose, since they only bloom at night, they're not included in the children's' garden. In other words, Yamazaki wasn't killed at the center district, but at Okamura's cafe before everybody show up.
