Riding in a taxi driven by Kogoro-superfan Genki Ishikawa, Conan and Kogoro travel to Furai City to attend an event organized by the city. They had supposedly been recommended to be special guests of the event by Megure, but when Conan calls Megure himself to confirm (using Kogoro's voice), Megure denies any knowledge of this. Megure adds that, recently, a series of mysterious jewel robberies have occurred in the metropolitan area.
Serial robberies

Although various jewels and crowns have been stolen, there is no sign of them being sold domestically. Therefore, it is likely that these stolen items will be smuggled out of the country.
Group of robbers subdued by female employees
Since there is no sign of the jewelry being sold domestically, the police suspect the jewels to be smuggled out of the country. Therefore, they have set up security checkpoints at every airport and dock in the country possible in an attempt to stop them. Despite this, another jewelry store was robbed today. Surprisingly, nothing was stolen; in fact, the thieves were captured by the jewelry store staff without needing the assistance of the police, making this robbery seem much less organized than the previous robberies. This makes Megure suspect that someone is toying with the police.
After this call with Megure, Conan makes a connection between the sloppy robbery and the mysterious, almost absurd, nomination of Kogoro for the role of Frozen Mince Cutlet Kid. Both of these events seem to fool with their subjects, so could these events be more than just a coincidence? As Conan is deep in thought, Ishikawa's taxi arrives with Kogoro and Ran to pick him up. They intend to head home, but the mayor arrives once more to try to convince the group to stay. He starts chattering about the cutting-edge technology used in the city's new factory.
A keyword within this talking, “finely mince,” catches Conan’s attention and helps him figure out the truth of the disappeared jewels.
The group of elderly thieves-for-hire, with the shortest one suddenly having a heart attack
Conan is able to figure out that the recent robbery and Kogoro's invitation to the peculiar event were a distraction for the real intent of the scheme: The stolen jewels were to be minced in Furai City's newly-built and smuggled out in the form of fried foods. He asks Megure and his subordinates to come to the Furai City’s Frozen Foods factory, whilst inviting Kogoro, Ran, and Ishikawa separately using Megure's identity. Once they meet at the factory, Megure informs Kogoro that the police have indeed caught the wrong target, as the thieves were elderly thieves-for-hire. Moreover, the shortest thief suddenly had a heart attack and was sent to the police hospital.

Since the jewels are in the form of factory products put in a container, they need to take it somehow. The crime boss decides to have the container attached with 4 drones so that he can take the container easily.
Just then, a group of 4 well-dressed men come out with a container attached with 4 drones, but they were quickly apprehended. But the drones suddenly activate and take the container flying into the air, forcing Conan and Ishikawa into a pursuit for the jewelry.
The chase

The container flies around the area, and with help from Ishikawa's fellow "taxi assistants," they are able to track it down. Strangely enough, the destination of the container is the police hospital. Conan quickly deduces that the controller of the drones, who is also the crime boss, is none other than the short old man who previously had a heart attack (Man B). Or rather, he had faked his heart attack just for this to slip away from the police.
Although Conan is able to corner the old man at the rooftop of the hospital, the old man uses the container as a makeshift aircraft, and flies away from the hospital towards a boat docked at a nearby port. If he were to land on the boat, he would have successfully finished his escape plan, along with smuggling the jewels. But as Ishikawa and Conan chase the man via the city roads, Ishikawa decides on a bold move. He performs a leap off a road bridge just as the old man passes under, landing onto the container with his taxi. This causes the criminal to lose his balance and fall into the arms of Megure, who then declares the crime boss "arrested at 4:15 P.M."
Aftermath
Aside from the potential reward Ishikawa can get for help in subduing the crime boss, he also receives a stern scolding from Megure due to his reckless actions. Still, Ishikawa decides to enjoy Mayor Ogawa host the homemade frozen costume test with the Mouri family. Fortunately, none of them have to wear a fried food costume. But the joyful end to Ishikawa's eventful day will have to wait...until he moves his taxi into a proper parking spot.
Trivia
Furai City (不来市) is a pun on the word "fry" (フライ,furai?), which references western-styled fried food in breading (e.g. fried shrimp and potato croquette).
