The culprits are Man A and Housekeeper.

After the case is over, Conan senses danger based on what Mitsuhiko was guided with the gift he received and discovers that in Mitsuhiko’s Kamen Yaiba pin also has a hidden camera planted on. The one who planted the camera is revealed to be Furuya Rei, who is seen smiling knowingly after the camera is destroyed, implying that investigating that boy wouldn't be easy.

Manga to anime changes

• Sato notices the pedestrians while chasing the kidnapper and then warns them by honking her car's horn.
• Chihaya pauses to hear the kidnapper crashing sound, and then asks the child if he is fine.
• Takagi trying to call Chihaya "Hagiwara-san" before she asks him to call her "Chihaya-san".
• Sato's reaction when Chihaya comments on the pancake instead of explaining her reasoning.

• In manga, Conan quickly noticed the paper on Torakage's mouth and grabbed it. In anime, the scene is expanded, with Torakage seems to notice Conan and then walks towards him (in addition to Haibara commenting that the paper is for Conan).

Trivia

• The cat's name, Torakage, is an anagram of Kagetora, tiger character from Gosho's previous work Yaiba.
• The buildings in the background, as seen from the Yokohama Port Main Road, are the Yokohama Grand InterContinental Hotel and the JICA Yokohama building. The pancake restaurant the kidnapper escaped, Bells, is the real-life Bills Yokohama Red Brick Warehouse. The closed restaurant "Cocorico" is in fact the real-life "Café & Rotisserie LA COCORICO".
• This is the first canon appearance of the Yokohama Red Brick Warehouse. It previously appeared in the 2014 TV Special The Disappearance of Conan Edogawa: The Worst Two Days in History.
