This is a list of recurring minor characters in Detective Conan who have multiple appearances in the anime but have not appeared in a manga nor in anime case more than once. Most of these characters played a role in previous cases, such as former suspects, clients, or victims. This list excludes main characters, main law enforcement, the Black Organization, and mystery people related to the arc (e.g. Eisuke or Araide). Characters whose recurrent appearances occur in the manga or manga-adapted episodes are listed here and for characters whose recurrent appearances occur in the anime look here.
Toshiro Odagiri (小田切 敏郎,Odagiri Toshirō?), age 56, is known as Superintendent Osterman in the FUNimation dub. He is a Chief Superintendent in the Tokyo Police, and is the Chief of the Criminal Investigations Division. Not much is known about Odagiri but he has a son, Toshiya Odagiri. Toshiro Odagiri seems to be a very strict person which may be because of his strict upbringing. He spares no hesitation to suspect his son of murder, which shows he is very dedicated to his job. He is also a good swordsman, as Conan notices his sword style in Movie 4.
Tsuyoshi Shikatsuno (鹿角 剛士,Shikatsuno Tsuyoshi?) is an inspector from Nara Prefecture Police. He has also appeared in cellphone game 4. He is voiced by Masashi Hirose.
Yoshiaki Hara (原 義明,Hara Yoshiaki?), age 32, is a game programmer, hacker, and minor Black Organization member who appears only in Movie 5. In the Funimation Dub, he is Zachary Hara and is voiced by Jakie Cabe.
Masaaki Okakura (岡倉 政明,Okakura Masaaki?), age 32, is a Parliamentary Secretary and minor Black Organization agent who is killed by a serial killer in Movie 13.
