This episode shares and also retcons elements of Shinich Kudo's timeline by changing the when of the opening scene in Detective Conan episode 219 by shifting this episode's present tense into Spring 2015 and the Clock Tower Heist the year before. Story
Kaitou Kid stands on top of the Tokyo Tower with his assistant, Konosuke Jii. He discusses the time he was almost caught by a famous detective in the east, Shinichi Kudo. At Ekoda High School, Kaito is reading the news on a tablet about Kaitou Kid's next job and he's pretty happy about it. Aoko took the tablet and blanks the screen while getting mad about Kaito taking Kaitou Kid's side. Kaito says Aoko not liking Kaitou Kid is because her father is the Inspector who always lose to Kid and his tricks. Akako arrives and comments on how Kid is cute in a mischievous child-like way.
That night, Kid plans to "steal" the clock tower. Ginzo Nakamori got every policemen ready to capture Kaitou Kid around the clock tower. He told all the policemen to report anything suspicious going around. But Kid manages to make it to the Clock Face on time and "Steals the Clock"

Resolution
Although, he leaves it standing with a code upon its hands, saying "I will not give this clock to anyone". Aoko remembers the time she first met Kaito waiting for her father, so young Kaito gives her a blue rose to cheer her up. After the flashback ends, Kaito gives her a blue rose in the present . Kid takes off from the Tokyo tower with his hang glider and proceeds to his next target: the Black Star belonging to the Suzuki Financial Group (leading to the events of a previous episode, Conan vs. Kaitou Kid).
