In a restaurant, they run into Kazuha Toyama, Heiji's childhood friend, who appears to be jealous of Ran, asking her if she's "that Kudo girl" that Heiji keeps talking about and telling Ran to back off, because Heiji and her have been "joined by steel" for ages. Ran laughs and explains herself and the two girls hit it off. After finishing their meal, Kazuha joins them on their exploration of the city, but, as they leave the restaurant, a dead body falls from the roof of the building, hitting Kogoro's rental car.

On the three detectives’ way to Goshi’s location, Sakata reveals to Heiji and Conan the identity of the woman that ran away from the third murder scene is Sumie Okazaki, and makes a call to her. At Okazaki’s apartment, she is terrified from the news about the murders. Sakata then makes a call to her, telling her not to go out the apartment. Unfortunately, he happens to drive past her apartment, forcing the two detectives to reach the apartment on their own. However, she is not there anymore and is found dead at a public toilet near West Side Apartments. Later, Sakata is holding the driving wheel and discussing with Heiji what should they do next while he is still thinking about the nightmare of him and Conan suffering the same fate as the victims. Suddenly, Sakata’s commentary on how hard the case is compared to identifying the victims makes Heiji question how the police can identify the victims so fast - the factor is the driver license, which is found on each wallet - the answer gives Conan and Heiji an idea to consult the vehicle license and registration department.

Eventually, they discover that the victims as well as MP Goji all attended the same driving school and were involved in a fatal accident 20 years prior. Heiji, who makes the discovery, decides to confront the MP.

In Otaki’s car, he receives a call from the police, informing them that they found Numabuchi’s stolen car in Minoo waterfall, so he asks for everyone’s patience while he joins his colleagues there. Yusuke's father Tetsuji was a driving instructor who died in an accident 20 years ago. Six of his students had played a prank on him by plying him with alcohol, and he suffered a fatal car crash. Heiji and Conan then come down from that building to investigate the scene, and Heiji immediately recognizes the man’s cause of death to be similar to the previous murders in Osaka. Just then, a woman becomes terrified upon seeing the body, and she escapes from the scene before the duo can ask more about her. Fortunately, Conan has already remembered her license plate so that they can investigate her later on.

    The previous murders in Osaka that are still under investigation are revealed to the Mouris, including the way some victims had relation to each other:

    • Sotaro Goshi has been reached out by some of the police because he had relation with the first victim and the third victim.
    • The first victim who died in Toyonaka city is Hidetoshi Nagao, Goshi’s secretary who resigned after he took the blame for a stunning corruption case.
    • The third victim who died in Hirakata city is Kazuto Noyasu, Goshi’s former personal chauffeur.

    Heiji (who is secretly carrying Conan now) and Sakata decide to come to Goshi's location to ask him on their own. Before Heiji leaves, Kazuha reminds him to always wear “it” along, to which he reassures her that he will never forget. Ran becomes curious so she asks Kazuha what she was referring to, and Kazuha reveals that ever since the tied together incident, she used two pieces of the broken handcuffs to create amulets for her and him, one for each.

    On the three detectives’ way to Goshi’s location, Sakata reveals to Heiji and Conan the identity of the woman that ran away from the third murder scene is Sumie Okazaki, and makes a call to her. At Okazaki’s apartment, she is terrified from the news about the murders. Sakata then makes a call to her, telling her not to go out the apartment. Unfortunately, he happens to drive past her apartment, forcing the two detectives to reach the apartment on their own. However, she is not there anymore and is found dead at a public toilet near West Side Apartments. Later, Sakata is holding the driving wheel and discussing with Heiji what should they do next while he is still thinking about the nightmare of him and Conan suffering the same fate as the victims. Suddenly, Sakata’s commentary on how hard the case is compared to identifying the victims makes Heiji question how the police can identify the victims so fast - the factor is the driver license, which is found on each wallet - the answer gives Conan and Heiji an idea to consult the vehicle license and registration department.

    At the department, the trio learn that Goshi and all victims have taken the same driving course 20 years ago, along with a person that everyone will feel disturbing when they hear the name: Ki'ichiro Numabuchi, a serial murderer who is currently on the run after he escaped from the prison. In addition, they discover that at the time that course graduated, their instructor died from an accident he caused when he was drunk. Suddenly, the three are approached by Ran, Kazuha, Kogoro, and Otaki, who went to their location to take Conan home. Before Conan has to be taken home while Heiji and Sakata continue their investigation, Heiji gives him his amulet and makes him promise not to do anything reckless.

    • In the English Dub, for unknown reasons the last scene showing Hattori in the ambulance was cut out and never shown.
    • These episodes mark the first use of the soundtrack from The Fourteenth Target.
