The chapter opens with a Nichiuri TV announcer showing Jirokichi Suzuki's most recent stunt, a glass room protruding from the top deck of the Tokyo Bell Tree Tower, at more than 600 meters high. She explains how inside that glass room, watched by only one security camera, is the "Azure Throne", a chair augmented with one of the world's largest tanzanites[2]. While tourists are swarming around the exhibit to get a front-seat view of the Tokyo skyline, an amused Kaito Kuroba is looking at the news report while smiling, saying "pretty clever" to Jirokichi's new stunt.

At night, Inside the Bell Tree Tower, Ran and Sonoko are discussing Kaitou Kid's notice that he will steal the "Azure Throne" that same night. Ran tells Sonoko that she should not fantasize about Kid when she already has a boyfriend, to which Sonoko says that it is just a "celebrity crush" while asking her about Shinichi and her. Ran lets her know that they talked about the most recent case she encountered on Mount Washio, which makes Sonoko jealous and wishes that some better detective takes Ran so Shinichi does not take their relationship "for granted". Conan, just behind, laughs at what Sonoko says. The group is interrupted by Inspector Nakamori, who loudly berates Jirokichi over his ludicrous security measures, pointing at the sole guard in front of the room and the single security camera. Jirokichi lets him know that "you can't trigger the trap if there's not rat to go in", which makes Nakamori remember Alan Cartier, who said the same thing but had his security system crushed by Kid. Jirokichi continues, saying that Kid escapes using his costume and hang glider, and that without those, he would be trapped. Thus, according to him, his enemy is humidity, as even costumes will wear off if he sweats too much. Nakamori is impressed by his reasoning, as the old man usually proposes ludicrous ideas. Still, Jirokichi says that he was helped by an "associate", which makes both Nakamori and Conan wonder what that could mean. Jirokichi then leads Nakamori and Conan's group inside the room and says that the only security camera faces the "Throne" directly. The group notices long, glowing lines running along the walls, which Jirokichi says change every second at random. These colours are matched on the monitor inside the security room, so if Kid were projecting something else, they would know.

The group is then met by the designers of the room, namely Yotaro Kichida, president of Kichida Industries, who introduces himself with difficulty, as he frequently coughs. He is assisted by the head of security, Masuo Kase, who helps explain the main feature of the room is a power humidifier, which soaks everything within a minute unless people wear protective gear. Conan thinks to himself about how noisy the room is. The group of designers then put on their protective gear and head inside for a last-minute checkup and tell Jirokichi to wait for them in the security room. A short bit later, while the group is inside the security room, Kase lets them know that the security checkup is complete and they will be heading outside, while President Kichida mumbles briefly. There are now less than 10 minutes before Kid's fated arrival. Nakamori starts to doubt the efficiency of the room, saying that they cannot see anything in the foggy room, but Jirokichi tells him not to worry, as the random color lines are still visible. Suddenly, a blackout occurs right as the design team goes out of the room. Jirokichi then activates the backup generator, as he had already predicted Kid to do that. The colors can still be seen, but Conan notices them fluctuating a bit and thinks that Kid has already infiltrated himself inside. He bolts out the room towards the "Azure Throne", cutting off a woman who was heading inside. The woman enters the security room and presents herself as Satsuki Kichida, the wife of President Kichida, and a man arrives as well, Kyuuya Kamiji, Kichida's secretary. They both show Nakamori unusual texts they received from President Kichida, which say, "I'll protect the jewel with my life." As the lights go back on, Conan heads right inside the exhibit room, just before the riot policeman can stop him from going in. He sees that Kid placed a "Labor's lens" on the camera, a type of plastic sheet that distorts light and allows some figures to be invisible, and this was probably how he was able to sneak inside without being detected by the randomizing colors.

As he runs closer, he comes across Kid in front of the dead Yotaro Kichida's body, shot once through the head. As Conan yells at him if he killed him, Kid yells back, saying that he was already dead before he arrived and asks the boy to smell him as there is no gunpowder on him. Conan smirks and says that he could have changed clothes in the meantime. As the two are fighting, Saguru Hakuba makes his appearance in the security room, wearing his usual deerstalker detective attire. He yells at Jirokichi to close the door, which he does, trapping Kid and Conan in the "Throne" room. Nakamori realizes then that the "associate" is Saguru, while Sonoko wonders who he is. Meanwhile, Saguru thinks to himself that his original plan A, to trap Kid in a swimming pool by airlifting the exhibit room, cannot be executed as there is someone else in the room. He calls a few riot squads and asks them to initiate "plan B". He asks everyone to head towards the exhibit room and says the riot guard will be right in front to catch the thief. While going towards the exhibit room, Sonoko asks Ran who "Saguru" is, and Ran replies that he is another teen detective and that his father is the superintendent general, which makes Sonoko think that her wish about a better detective snatching Ran from Shinichi just came tree. Inside the exhibit room, Kid is still debating what to do, and Conan asks him to turn himself in. Kid refuses, as he will be pinned for President Kichida's murder. As a last-ditch effort, he mentions to Conan that detectives have an insatiable thirst for truth and that he should try to find the real culprit and let him off the hook for this time, and the latter reluctantly agrees to help the Phantom Thief, but on "one condition".

As the door starts to open, Ran's group is prepared for Kid's usual smoke bombs, but instead, they are greeted by Shinichi himself and Conan. Jirokichi asks the high school detective what he is doing there, and he replies that Conan informed him, so he dropped by to investigate. As Shinichi stares at Saguru, the latter welcomes the "twist" in the case.
