After he, Kanie, and Kameda murdered Saizo Kano, his motive for killing his accomplices was to usurp all the money the robbers stole and to spite Kano in death who humiliated Kujirai and viewed him as an idiot.

Samezaki still reveals he failed because committing murders right after the statute of limitations (for the robbery) expired makes him now liable for arrest for murder in addition to the original robbery.  
  
 
It was noted that Kujirai was from Kansai that's why Heiji was called. Also noted is Kujirai's use of cigarette in order to accomplish the set-up such as the burning flag and much of the scenarios.

Situation

A man is shot to death by his subordinates, they call themselves the Organizer of Shadows. Twenty years later, Conan helps Ran and Kogoro solve a puzzle which wins them an all-expense-paid trip on a giant boat built for a small number of people. After 11, people have entered the boat, the boat leaves. Kogoro meets an inspector he use to work with on the boat and meet up with Heiji Hattori. After a man is murdered, they learn a man named Saizou Kanou who was the leader of the Organizer of Shadows is on the boat.
