Well, you need the unzipping program first... But if you have it(I think most computers can handle .zip files. .rar files are a completely different matter though.) click the icon, then hit 'extract' for all the things inside the zip and click the folder you want them to end up in. Then, you have to change the names of the two weirdly named files in the conf folder to 動作 for the 43KB one and the 10 KB one 行動. It should then work. BTW, it only works on windows.
