Situation

Part 1

Kogoro is hired to capture the best assassin in the country, a man or woman known only as the Fox. The one who hired him for such a difficult mission is Ushio Bunzo, a millionaire who once hired the Fox to kill him since he was supposedly about to die, but after having found out that he will live after all, he wanted to back off the deal and have the Fox captured.

Bunzo asks Kogoro to follow him alongside Ran and Conan in a hiking trip that the Fox is supposed to attend as well. Kogoro is about to decline when suddenly Conan notices a glint that is coming a sniper (apparently The Fox) who is aiming at them from a nearby rooftop. Conan manages to push him out of the way and save him, after firing wildly into the office the shooter leaves. Kogoro is relieved but at the same time distressed about his windows, Bunzo offers to pay him for damages as long as he helps him and he accepts.

The clues go to show that multiple murders have been made, and Iwata isn't responsible for all of them, but who is Iwata, and can Conan and Kogoro successfully work together on the case?

The Fox was responsible for Hirai's death and the one who was responsible for Saegusa's death was Akira Kawabe. However, the whole trip was a gambit from Bunzo, who wanted to kill the Fox with his own hands. He never was ill or willing to die: it was all feigned to get close to the Fox and murder him in punishment for having accidentally caused the death of his beloved daughter Chisato, a girl around Conan's (physical) age; two years ago, during one of his assassinations, his car crashed on a school bus and she was the only fatal victim.

The Fox was disguised as Juukichi Iwata, the cottage caretaker, and Hirai was killed because he regularly traversed and knew the real Iwata, so he was a potential spanner in the Fox's plans. At the same time, Saegusa's death was a completely unrelated incident; Kawabe killed her to silence her after they both commited a fraud.

Bunzo manages to confronts "Iwata" aka the Fox, furiously calling him out for Chisato's death. Conan stops Bunzo by showing him the picture of Chisato that he kept in his wallet and begging him to not taint his hands, then he makes sure the Fox is taken into custody.

• The president's vehicle which crashed into a school bus is a brown 1980-1992 Bentley Mulsanne.
• The story Shingo Nose is said to have written describes the plot of another anime original episode, The Mysterious Woman With Amnesia Case. Nose's character design seems to be based off of Maya Tachibana's: he even appears to be wearing her headband.
• The culprit and the Fox's pistol is a Smith & Wesson 439 with black grips.
• Kansei is the western area of Honshu, including Osaka and Kyoto, where people speak in the Kansai dialect.
• Although the prefecture was unknown, when Kogoro, Ran, and Conan began running through a trail from the cabin, they passed a sign that said Yamanashi Prefecture.
