Conan reveals that the murderer is the elder. He reveals that the elder were people who dressed up as her to continue the story of the arrow. Heiji and Kazuha arrive at the house in time to confirm the story. The culprit, Kimie Shimabukuro reveals that her mother was the previous elder who were killed by the three victims. She continued the elder story for her mother, but finds out the whole town knew she was the elder and that her mother was the mermaid's corpse. All the town people bow their heads and apologize for not telling her sooner as she cries due to her guilt.

The Murder

Conan along with Heiji, Ran, and Kogoro visit the Isle of Mermaids looking for Saori, who had sent a letter to Heiji and Kogoro asking them to save her from being killed by a mermaid, but when they try to look for her she has been reported missing. Kimie is the elder's great-granddaughter. Rokuro Fukuyama the fisherman is Toshimi's fiancé. Every year on this island a festival is held were three locals win the Dungong Arrow that is said to wield immortality to its carrier. The festival is brought to a disastrous end when one of the winners is found dead hanging down the waterfall.

Toward the end of the festival, one of the supposed winner, Toshimi, was found hanged over the waterfall like the mermaid of the legend.

The Deduction

Conan and Heiji investigate the area and history of Mermaids Grave, a forest on mermaid island. They learn that an elder who is over 130 years old is a holder of the arrow and the head of the festival. While investigating two more murders occur. Conan reveals to Heiji he knows who the murderer is and to meet him later, but later he and Kazuha fall off a cliff.

During Toshimi's funeral, Naoko was found murdered by someone at the fishing net. The foot prints of the criminal went toward the ocean and vanished. Is Naoko murdered by the mermaid!?

Suspects: Saori Kadowaki, Rokuro Fukuyama, and Benzo Kadowaki
Not long after Ran and Kazuha saw a strange woman resemble Saori, the warehouse was set on fire! The burnt body was identified as Kimie. From circumstances, everything pointed to Saori being the true mastermind of the three murders. Was she really is? Or it's the other two suspects, her father and Rokuro?

The Resolution

Heiji saves Kazuha and they're still having trouble. While everyone is waiting for the deduction of Sleeping Kogoro, Ran arives with Lady Mikoto. Sleeping Kogoro is now going to present a deduction.

    Remastered version

    On November 5, 2007, a remastered version of the case was aired. All three episodes were heavily edited and combined into one hour long special, and scenes were edited out to fit the timeslot. However, exclusive to the remastering new scenes were added to this version. This was called a "Fall Mystery Version" of the episodes. "Glorious Mind" was used as the opening, with different shots from various openings before it being used.

    • Shiho Miyano's name shows up in one of the guestbooks logging past contestants for the arrows.
