Situation

One night, Kogoro Mouri inadvertently gets mixed up in a bank heist and attempts to aid the police by chasing the robber down. Unfortunately for him, the suspect climbs up the fireladder of a building in his flight and then jumps across the gap between two rooftops to get away, losing his gun in the process. Impulsively, Kogoro tries to follow him before he is reminded of his severe acrophobia. As he teeters on the edge of the roof, shivering with dread, the culprit's pistol is collected from the alleyway below by an unknown individual.

While chasing the robber, the man turned and fired on his pursuer, fortunately missing him.

While the suspect is arrested later, his gun remains gone, and in addition Kogoro has suffered a major shock from his unfortunate experience, rendering him unable even to climb on top of a chair. Two days later in his office, he, Conan and Ran watch a live TV report of one Taizo Sakaki, a suspect in a fraud case, being released on bail until his trial, when suddenly a biker drives up, draws the missing pistol, and begins firing at him! Sakaki is saved with an emergency operation, and since Kogoro recognized the gun, he decides to take up the case in order to blot out the feeling of guilt his acrophobia has brought upon him.

Izumi Onda motive is the death of her parents. Her father went bankrupt after he had entrusted his entire money to Sasaki's trading company, unaware that he was a crminal fraud, and committed suicide after going bankrupt. Over the death of her husband, Mrs. Onda went ill and joined him in death soon afterwards. Izumi blames herself because Sakaki was at that time her boyfriend, which explains her parents' misguided trust in him.

Then, his accomplice wants to kill her too, because she didn't know that he has an accomplice.

Under the pretense that it was done in defense of his employer, the bodyguard attempts to bludgeon Izumi to death, but is prevented anddisabled by Kogoro.

Izumi intends to commit suicide with the pistol. When Kogoro attempts to stop her, both end up falling from the roof, but are saved by an inflatable air cushion which was onsite for an upcoming emergency drill and (upon Conan's advice) prepared for such an eventuality. With Eri Kisaki defending her, new evidence against Sakaki's criminal malpractices is uncovered, and Sasaki, Shibasaki and Kadota are arrested.
