Something i dont understand about kid in DC

Why every time does the police always fail?

 

After so many escapes by kid, isnt it weird they never tried to kill him?

All they need to do is shoot him. Shoot him, kill him, unmask him.

They will no longer worry about him, and his identity would of been revealed. Every KID episode i think about this.

They don't use lethal weapons because Kid himself don't use it. It's illegal for police to fire at suspect first.

They don't put sleeping dart like conan's, on sub-machine gun and storm him at once, because plot prevent it.
