Eisuke is smart. Eisuke is clumsy. He looks perfectly harmless. Perfect disguise. After his sis was returned to the BO, he set out to find her and was spotted by Gin, who threatened to kill his sister if he wouldn't cooperate. That's why Bourbon hates Akai so much. He is angry because his sister had to be sent back to the BO. Also, Bourbon was first mentioned after Akai's death. This whas when the BO first sent feelers to Eisuke. Considering how he couldn't court Ran because Shinichi was around, the poor boy felt depressed and became anti-social. Gin used this opportunity. Eisuke never joined the CIA after all. Don't you think that's why he refused the Witness Identity Protection Program? So, in short, this kid never went to the States. He actually hid somewhere in Japan. Now, Agasa is gay.
