Including the translated Chek included above, I've read at least five different interpretations of it -- whether the person being silent is Akai or his ideal girlfriend, and similarly, whether the chatty person is Amuro himself or his ideal girlfriend. To sum it up, though, the idea is that neither Akemi nor Jodie fits the type of girl who is quiet and/or able to maintain her presence even without anything being said, so does Akai actually like ... Haibara?

According to my interpretation, he had already been dating Jodie before infiltrating the BO. At first, he didn't love Akemi and it was merely for business. However, he later began develop actual romantic feelings for her, hence the "to be able to love two women at once". He felt that he needed to break up with Jodie because of this. (In fact, I need to double-check this part because the translation in the manga seems iffy and I don't have the anime with me.)
