We already have a thread about it here. As for the child being Vermouth, I doubt it. Vermouth's last appearance was in episode 734 which was fairly recent, and she really doesn't have much of a reason to turn into a child. Plus, the other theories seem much more plausible. Gosho tends to draw characters with similar features. The similar hair color and eyes are probably just a coincidence. The child's hair also resembles Sera's so it seems much more likely that the child has some family relation with her.
