The culprit is Hirose Junko. She killed Katsui to frame Atsuro. Before the crime, she visited Atsuro at seven and left at eight to make an alibi before killing Masaru. In the time of the crime, she hurriedly goes to Tonkoro to commit the crime. The time of the crime was really 9:00. She reset the time to 8:00, to make it look that he was killed at that time. Supposedly, Katsui was supposed to kill Hirose, but failed. Her motive is she wants to revenge of the man (Atsuro) that she loved and trusted, but it wasn't. She killed him to frame Atsuro for it.
