I haven't spent too much time studying Taiwan, so I probably wouldn't be the best person to ask for that information. I do have a few friends who know a lot about Taiwan...but they're answers would be majorly opinionated since they're Taiwanese. Yep~ Actually 还 means still. So if it is added in, it will sound like "Are you still fine?" (It gives the feel of "long time no see, are you still alright?" kind of tone) Anyways usually people don't say the 还. 你们好吗? is enough.

There are 4 main levels: Knows-Nothing < Elementary < Intermediate < Advanced. I'm currently studying Lower Elementary so it's still more like Knows-Nothing You need to pass an examination to study Official Elementary
