I think that the sniper are alone to kill his victim. And jugdging from the distance, he aimed at his target from a roof. Because the distance, he needs to take the Coriolis Effect into account.
I doubt if the shooter are two. Because if the first make a distraction, the second one must use silenced weapon to take the target out.
