The killer was Yusuke Sakata, one of the detectives. His real name is Yusuke Inaba, and 20 years ago his father (a very strict driving instructor) was killed when a tasteless prank involving alcohol and his car went too far... and it was performed by the four victims plus the serial killer Numabuchi and Assemblyman Goshi.

Sakata always had doubts about Inaba's death, as he was a very careful and responsible man. When investigating the case with Numabuchi, however, Numabuchi started screaming and begging for "Instructor Inaba"'s forgiveness, due to their noticeable physical resemblance. Ever since then, he kept Numabuchi hidden in the forest, but was planning to kill him and frame him for the murders he'd commit as revenge for his father's death.
