Tetsushi was born in Hyogo Prefecture in 1946. After graduating from the Department of Mechanical Engineering at Kansai University (関西大学機械工学科), Tetsushi worked in Osaka. He then got married in 1976. The first time he started doing screenwriting was in 1984, when he debuted in the TV Drama Taiyō ni Hoero! as screenwriter. In 2005, he became a novelist and published his novel series named Oniwa Banheikuro (御庭番平九郎 シリーズ).
