Is it possible that Okiya is Haibara's father or mother?

Well first off, he is more being kind to the DBoys in general in those eps iirc. And OVA 11 has nothing to do with anything. Not to mention that it was a horrible OVA.

So in the end you have two episodes of him being nice, and the rest him being quite stalkerish. Unless you claim that he is being like Yuusaku and Yukiko... But they are strange parents...

Haibara is 18 so any parent should be 36 or more years older. Okiya is younger than that. Sonoko tried to hit on him which implies he at least looks reasonably young, and Ran's face kick limits the age disguise options he could have used. I also think Okiya is Akai, so being Haibara's dad wouldn't make sense.

Nah, I think Okiya/Akai is genuinely trying to be as nice to her as a sorta-stalkery guy with agenda who scares her can be. That and Akai doesn't do so well at relationships because of his tendency to put the mission first. (Jodie, Akemi)
