Latest news template draft

Only if I had known it would become this complicated, then why didn't I leave everything blank and just insert announcement messages manually at the outset?
It turns out that development just proceeded in the wrong direction, as I've been able to make a simpler version here, in this sandbox (as of 1/24/2025). Some things that have changed from the current Latest news template:
Major:
- Many more parameters on the front end, though not very complicated.
- Added slots to allow for semi-automatic switching of episodes
- Simpler back-end structuring
Minor:
- When the names of the next episode/next manga chapter are unknown, it is now possible to leave them blank
- Previously "???" was used as a placeholder
- Fixed the 20px margin of the <hr> element (was originally "----" in wikitext) when template is viewed using the Chameleon skin
