When Mochizuki was young, he worked at Fuji News Sales Department (富士ニュース営業部). He resigned at the age of 27 and came exclusively to Tokyo just to learn script writing, at the same time, he worked part-time as a truck driver in a transportation company. In 1998, he won the Yomiuri TV Script Award and debuted as a screenweriter after that. In 1999, he was selected into the Newcomer Script Competition of the Script Writers Association. In 2008, he won the TV Tokyo Award at the 28th Yokomizo Historic Reasoning Awards for ''Tennessee Waltz'' (テネシー・ワルツ).
