A marine facility, the "Pacific Buoy", built on Hachijo Island (Tokyo prefecture) to interlink the security cameras of police across the world. Engineers from across the world gather to get it ready for full activation and linking with the European police organization Europol and the network it administers. A test of a "new tech" using facial recognition is carried out. In the meanwhile, Sonoko invites the group to come and see the whales of the island. But then Subaru Okiya (Shūichi Akai) calls Conan to tell him that Gin has murdered an Europol worker in Germany. Conan, feeling anxious, sneaks into the police ship where Hyōe Kuroda and the police in charge of protecting the facility ride, and then infiltrates the facility. Preparations for full activation are going on, but, then a female engineer is abducted by the Black Organization! A USB that she had with some special info falls into their hands, too. A creeping growl of screws within the ocean... and an unknown presence creeps towards Haibara, who's also staying in the island...
