they're proberably cousins or second cousins.

Could be that, or that gosho tends to keep similar faces, and change hair style and skin color to make them look different. Heiji also has the same face.

He said in an interview there was a reason. Since we don't know Mrs. Kuroba's maiden name, I'm convinced they are material cousins.
