Part 1
While driving to the home of a client, Kogoro's car breaks down. They stop by a house, where Conan, Ran, and Kogoro meet Kensuke Tachibana, a lawyer and Yuuichi Sakuraba, his secretary and later they meet Yaeko Kamei, his caretaker, Yuki Tachibana, his wife, and Noriko Sugimaru and Fumio Fujisawa, his office's accountant and lawyer. Mr. Tachibana is getting threatening letters from a man with the initials "T.K." The next morning, the dog, Yohan, is acting strangely. Mr. Tachibana leaves the house for a fishing trip, and Ran, Kogoro, and Conan walk the dog. It reacts wildly when it sees a suspicious person in a red hat, on a boat. Later that day, Mr. Tachibana's boat is found, halfway sinking, and his body is found deep in the ocean.

A local inspector and detective arrive at the scene, and the man with the initials "T.K." is found out to be an old client of the lawyers, and becomes the number one criminal. However, when they go to his apartment, they find him dead, seemingly hanging himself in a suicide.

However, the clues say otherwise. Could someone have killed both the lawyer and the client?
Part 2
Conan discovers that five years before this, a man was killed in a "perfect crime," by the man who had killed himself, with the initials "T.K."

Conan uses this clue, as well as other clues via help from an old boat rental owner, to deduce how the lawyer was killed. He then visits the old home where the man who was killed five years before lived, and gets information from an old lady there, and discovers a dog house sign that says "Johann". Conan had finally figured it out who the real murderer is.

Trivia
- In movie 22, Zero the Enforcer, the 29 years old freelancer lawyer Kyoko Tachibana has the same surname ideogram as the victim from this episode, but there are no signs of a connection, although they could still be close relatives.
- Yaeko Kamei's character design is the same for a Sumida River Boat guest in The Evening Cherry Blossom Viewing Route on Sumida River.
- The character designs and surnnames for officers Inoki and Baba are the same of the real Japanese professional wrestlers Antonio Inoki and Giant Baba in the manga and anime series Tiger Mask and Tiger Mask II. During the first transmission of this episode, Inoki was still alive, but Giant Baba was dead by cancer almost two years before, on January 31, 1999. Baba is fourteen years older than Inoki, but in the real-life he was only five years and one month older than him.
