The culprit is Toshinari Shiga. He had tricked Noriya's sense of time to help prove his alibi. The motive was that Hiroto was stalking Mika which caused her death. Shiga’s sister had jumped into traffic in order to get away from her stalker (Hiroto) and was hit by a car. If Hiroto had called for an ambulance, she might’ve lived.
