The true culprit behind all these cases is Shokichi Sakaki. One month ago, he planned a jewel heist at the shop he worked at and tricked Eiji into working with him. After that, he killed Eiji by make it seems like he committed suicide and hide the jewels in the house next to Nagakura. He returned here to find the jewels, except that the hiding place was "moved" so he couldn't find it and was discovered by Nagakura so he stabbed him. The evidence is that he has an inflammatory from plant at the crime scene, thus tore apart his supposed alibi.

Sakaki tried to flee but is haunted by Ayumi who "dressed up" as Mami (Mami's spirit) and is shot by Conan down the window. He is then arrested. The next day, Ayumi stands alone on the bridge and wishes that she could see Mami once more. The river reflection then shows Mami and Eiji walked happily away together, as Mami's way of thank you for Ayumi for help proved Eiji's innocence. Even Conan who don't believe in supernatural thing can't find a way to disapprove this event.
