Resolution
Conan tells Rachel he knows who Phantom thief is and asks her to accompany him to a secluded area on board the ship. He then reveals that only Rachel had the opportunity to steal the black star and that Rachel is the phantom in disguise all along. Phantom still tries to continue his act by saying theres no way that he would know which star was the real one. However Selma gave away the answer when she described the pearl to richard as having a peacock color (her middle name is peacock). Also the way she handled the pearl and the fact that it was duller due to age. This is why he didnt steal it at the museum cause that one was shiny making it a fake. Phantom thief comes clean and hands conan back the pearl after conan destroys the phone so he couldnt pull the same trick again. Conan reveals that phantom escaped last time by disguising himself as a cop and blending in. Phantom then tells conan that he took rachels clothes and she might freeze outside in the lifeboat (where he hid her) being naked. He drops another blast bomb and escapes. Conan decides to go to rachel instead fearing she would die but finds out Phantom never took her clothes. Before the event on the ship Rachel had her dress dry cleaned and the guy who picked up the dress was the phantom. He made a duplicate of the dress.
