Situation
At the beginning of the movie, Ran has a flashback of Shinichi taking Ran to the fountain at Tropical Land.
+
Ran reminisces about Shinichi and her enjoying the fountain at Tropical Land.

The movie quickly transitions to Conan calling Ran in a phone booth. After Ran asks Conan if he could come back to Tropical Land (thinking he is Shinichi), the Detective Boys cross his path, making a remark like, "It's not fun if he (Conan) isn't there", Conan quickly hangs up.
+
A while later, Conan, using his bowtie, calls Ran "as Shinichi" from a phone booth. Ran asks "Shinichi" if he really can't find the time to meet her at Tropical Land again and before Conan can answer, he sees the rest of the Detective Boys walking by, saying "it's no fun doing this without Conan", so "Shinichi" hangs up before replying to Ran.

It is shown that the Detective Boys came up with a new riddle that they are confident that Conan cannot solve. However, Conan quickly solves the riddle. When Genta tries to cross the light, a policeman stops him, saying blinking green is the same as a red light. Conan and the rest wait for the next green light, but right when they are about to finish crossing, a mysterious man with an umbrella shoots the policeman in the booth. The man runs, and Conan gives chase, but loses him. When Conan asks the victim if he knew who shot him, the man grabs for his notebook, and fades away.
+
Conan greets his friends and the Detective Boys excitedly tell him they have a new riddle and are confident Conan won't be able to figure this out. Conan does so, to their dismay, and they decide to go visit Professor Agasa together.Genta wants to cross the street when the traffic light blinks green, but a police officer stops him, explaining that he should wait because a blinking green light will turn red any second. Conan and his friends decide to wait for the next green light while the police officer goes to the next phone booth to make a call. The traffic light turns green but just as the Detective Boys reach the other side of the road, a man with an umbrella pulls out a gun and shoots the police officer. The culprit runs away and Conan chases after him but loses him in the crowd.
 +
Conan hurries to the dying officer and asks if he had any idea who shot him. The man gasps, reaches for his notebook and sinks back, dead.

The Detective Boys are taken to police headquarters as witnesses and they are asked to describe the attacker. This is of little help to anyone because Ayumi, Mitsuhiko, and Genta remember him fundamentally differently. Ayumi claims the culprit was a middle-aged man, Genta says it was a young man with a black umbrella and Mitsuhiko remembers seeing a woman with a green umbrella. Conan deduces that the culprit's raincoat and umbrella were both a shade of gray, and remembers the umbrella was in their right hand, showing that the culprit was left-handed.

The Detective Boys are taken to a police conference because they were witnesses to tell them the details of the man. However, the conference goes nowhere as Ayumi, Mitsuhiko, and Genta disagree on how the culprit looked. Ayumi claims the culprit was a middle aged man, Mitsuhiko claims the culprit was a young man with a black umbrella, and Genta says the culprit was a beautiful woman with a green umbrella. Conan later says that the culprit's raincoat and umbrella were both a shade of gray, and remembers the umbrella was in his/her right hand, showing that the culprit was left-handed.

The police now suspect a serial killer is targeting officers. The following morning,  Kogoro calls Inspector Megure and asks about the state of the investigation, Megure abruptly ends the conversation, saying that he is busy. Kogoro thinks the inspector was acting strange.

The police, because of the similar conditions, are treating this as a serial killing. When the following morning Kogoro tries to ask Inspector Megure for more details, Megure hangs up, saying that he is busy. Kogoro notes that Inspector Megure is acting strange.
+
Megure meets  Inspector Shiratori and implores him to keep any information about the case strictly confidential.

Megure is later shown talking to Inspector Shiratori, saying that the information between the two cases must remain between them.
+
In the evening, Megure, his officers, Conan, Ran, Kogoro, Sonoko and Eri attend a party for Shiratori's younger sister who recently got married. Kogoro approaches Megure again, thinking the inspector might be more forthcoming when he isn't in the office but Megure still keeps quiet. Conan thinks Megure must know something confidential. Therefore, Kogoro and he decide to blackmail Detective Takagi into sharing more details about the case, telling him they will inform Detective Sato that Takagi has a crush on her. Takagi panics and informs Conan and Kogoro that the second victim also held his police notebook in his dying moments. At this point, Shiratori arrives and leads Takagi away, saying that this is "as far as it goes" and the rest is "need not to know" for Kogoro. Conan deducts that the culprit could be a police officer.

Shiratori's younger sister later has a party to bless her marriage. When Kogoro sees Megure again, he tries to get info, but the latter remains shut up. Conan realizes that Megure may know something that is kept confidential. Kogoro and Conan later try to blackmail Detective Takagi using the info that Takagi likes Detective Sato. Takagi tells Kogoro and Conan that the second victim held his notebook during his dying moments. However, Shiratori leads Takagi away, saying to Kogoro that this is as far along as he knows, and says, "Need not to know." Conan then deducts the culprit may have been part of the police.

Sonoko and Ran chat to Eri about her engagement with Kogoro.

Sonoko and Ran are shown asking Eri how she proposed to Kogoro.
+
At some point in the party, Sato goes to the bathroom and Ran follows her. While they are in the bathroom, there is a sudden blackout. Ran looks for a flashlight when, suddenly, the culprit appears, wielding a transparent umbrella and fires at her. Sato throws herself in the path of the bullet to protect Ran and collapses on the floor. Ran sees the culprit's face, who quickly realises that and escapes. Ran frantically runs over to Sato and, at this moment, she notices blood on her hands and faints as well, panicking that she was responsible for Sato getting shot.

Sato later goes to the bathroom, and Ran follows her. After that, an explosion occurs, knocking out the lights. The culprit appears and Sato shields Ran from the bullets. The flashlight shows the culprit's face. Sato is shown unconscious, and Ran faints when she sees her blood-streaked hands, believing that Sato's injuries were the fault of her.

Sato and Ran are rushed to hospital and their friends and colleagues follow.

When Kogoro asks Megure for Sato's condition, Megure says a bullet stopped close to her heart, leaving a 50/50 chance of her survival. Sonoko later rushes into the room, saying Ran has regained consciousness, but is acting weird.
+
Megure speaks to the surgeon who performed an emergency operation on Sato. Kogoro asks Megure about Sato and Megure says the surgeon told him a bullet struck close to Sato's heart, she is in critical condition and it is currently only 50% sure that she will survive. While Kogoro and Conan try to process this shocking news, Sonoko, who had been keeping watch on Ran, runs to get them, looking panicked. Ran woke up but Sonoko says she is acting strange.

It is shown that Ran was struck with amnesia, and lost her memory of everybody she knew, including the memories of the current day. However, her brain is still functioning properly. After this incident, Megure decides to leak the information about this case.
+
Doctor Kyosuke Kazato, a psychologist, examines Ran and explains to her family that Ran has amnesia from the shock. She can't remember anything that happened that day and can't recognise her friends and family members, but she does not seem to have any brain damage. Kogoro presses Megure to finally let him have all the information about the serial killer and Megure relents.

Megure starts by telling Kogoro of a surgeon named Tamotsu Jinno that was murdered.

The leader in the investigation squad was Chief Inspector Nobukatsu Tomonari: his subordinates were Narasawa, Shiba, and Sato. During the case, Tomonari suffers from a heart attack, but insists that no one worry, and to continue the stake out. Sato follows Tomonari, but he dies from a heart attack. When the remaining two see the targets, they notice that one of them is the Chief superintendent's son, Toshiya. Back then, the case was abruptly concluded as a suicide. The case reopened when the three subordinates were killed, with the exception of Sato, who was critically injured.

Police investigated Jinno's death. The lead investigator was Chief Inspector Nobukatsu Tomonari: his subordinates were Narasawa, Shiba, and Sato.
 +
While on a stakeout, Tomonari had a heart attack but insisted his officers to leave him alone, telling them not to worry. Sato followed Tomonari but could only stay with him as he died. Narasawa and Shiba continued their observation and realised that the son of Chief Superintendent Odagiri, Toshiya, was among their targets.

While Kogoro and Conan are looking over Ran, Conan comes to the conclusion that Ran may have witnessed the culprit's face, and mentions that Ran may be targeted.
+
Conan and Kogoro look after Ran. Conan realises Ran might have seen the culprit's face and worries that Ran could be the next target.

Ran is later discharged from the hospital. When Ran tries to get out of the car, she seems to cower in fear because of a puddle. Kogoro reintroduces Ran to the house, but Ran seems to notice the picture of Shinichi. Kogoro, Conan, and Eri later try to regain Ran's memory.
+
As she is, apart from her amnesia, in good health, Ran is discharged from the hospital. Kogoro and Eri take her home by car. It rained quite a bit during the previous night and there are puddles everywhere. Ran wants to get out of the car but a puddle on the ground makes her panic. Kogoro covers it and helps her leave the car. He leads Ran upstairs and reintroduces her to his office and their apartment. Ran seems to fixate on a picture of Shinichi on the wall. Kogoro, Eri and Conan try to help her regain her memory for a while but to no avail.

The next day, the Detective Boys follow Ran around as guards. Haibara remarks that it may be better if Ran's memory wouldn't return. Ran seems to show a strange feeling when she sees Shinichi's picture. That night, Ran asks Conan about Shinichi.
+
The following morning, the Detective Boys visit Ran and declare they are her new bodyguards.Ai wistfully ponders if it wouldn't be better if Ran never regained her memory. Ran often looks at the photo of Shinichi with a strange expression and asks Conan why Shinichi seems so familiar to her.

The following day, Ran, Eri, and Conan are waiting at the subway station to go shopping. The culprit suddenly strikes and pushes Ran of onto the rails.
+
Eri arrives and takes her daughter shopping. Conan joins them. While they wait for the metro, the culprit, who secretly follow them, suddenly attacks and pushes Ran onto the rail tracks.

Conan just about manages to save Ran from being run over by the incoming metro and they take Ran to the hospital to get examined. Doctor Kazato worries that Ran might now be too scared to regain her memory.
 +
 +
Conan throws all his energy into the case and speaks to everyone related to Tamotsu Jinno. This gives him the final clue and he now knows who the murderer is.

Conan barely manages to save her life. The doctor mentions that Ran may be scared to further regain her memory.
+
Everyone goes to Tropical Land in a further attempt to help Ran recover from her amnesia. When they arrive, Ran remembers Shinichi buying them a can of Coca-Cola each and surprising her when he pressed the cold can to her cheek.
 +
Takagi leaves for the bathroom and a mascot of the amusement park suddenly starts following Ran. The Detective Boys chase after the mascot and make it trip. Kogoro tells the mascot to take the head piece off his costume - it is Makoto Tomonari, the dead Chief Inspector's son. Kogoro searches Tomonari's pockets and finds a knife, accusing him of planning to kill Ran. Tomonari wants to explain himself but at that moment, Takagi arrests him.

Conan later investigates the people related to Jinno, and finally realizes the culprit.
+
The Detective Boys celebrate and Kogoro thanks them for saving his daughter's life. He then tells Ran that he is going to join Takagi when he questions Makoto and that Ran should stay at the park and enjoy herself.

Ran is later taken to Tropical Land to help regain her memory. Ran has a flashback of Shinichi pressing the cola against her cheek. Takagi later goes to the bathroom, and a mascot character of Tropical Land suddenly walks towards Ran. At the moment, Detective Boys chase the person and take him down. Kogoro removed the mascot head and it is Makoto Tomonari. Kogoro also found the knife from his chest pocket. Tomonari was about to tell that he's not the murderer but it's too late. Takagi arrested him. The Detective Boys were celebrating for victory. Kogoro told Ran that he's going to the police station for questioning and also told her to stay at the Tropical Land until she regains her memory. Kogoro thanks the Detective Boys for saving his daughter, and they felt great about it.
+
At the nearest police station, Makoto is finally able to tell his side of the story to Kogoro, Takagi and two other officers. He says he wasn't after Ran but actually wanted to speak to Kogoro because he feared for his life. Because he didn't want to be recognized, he dressed up as the Tropical Land mascot and he carried the knife for his own protection.

At the police station, the police are questioning Tomonari. He reveals that he wasn't approaching to Ran. He wanted to talk to Kogoro for his help. He is innocent and the reason why he had the knife in his chest pocket is for his protection. That means the culprit is still out there. Kogoro is now worried about Ran.
+
The officers realize his story is true and the actual culprit is still out there. Kogoro worries about Ran's safety.

In Tropical Land, the culprit later attacks Ran but Professor Agasa protected Ran and got shot.

The chase comes to a head in front of an artificial volcano. Conan presents his deductions to the culprit, none other than Kyosuke Kazato, the psychiatrist who treats Ran for her amnesia. Dr. Jinno and Dr. Kazato once worked together as surgeons. During a surgery, Jinno, who was drunk, injured Kazato, cutting his hands with a scalpel. Kazato could not use his hands with the precision a surgeon needed and had to abandon his promising career. He murdered Jinno to get revenge for this incident. He then kept on killing every police officer investigating Jinno's death to cover his tracks. He now wants Ran dead because she clearly saw his face when he shot at Sato.

Upon seeing Conan in danger, Ran suddenly snaps out of her amnesia and tells Kazato she now remembers everything that happened in the bathroom and that Sato tried to save her life. Then, using the moment of surprise, she disables Kazato with a few karate kicks. The police arrive and arrest the serial killer. While they take Kazato away, Megure gets a phone call from the hospital: Sato is awake and will fully recover from her surgery.

Conan and Ran then later escape down an escape hole. They run to a lava lake, where Ran asks Conan why is he protecting her. Conan replies that he loves Ran, more than anything in the world.
+
Superintendent Odagiri wonders who Conan is and Conan says "need not to know, Superintendent - I'm just a boy."

Conan later takes Ran to the fountain, the same place where Shinichi took Ran a long time ago, and Kazato finds them and starts shooting at Conan. Ran then finally breaks free of her amnesia upon seeing Conan in danger and recalling how Sato was shot to protect her. She loudly remarks on all of this and easily disables Kazato, turning him to the police. News later comes that Sato survived the surgery, and will be making a full recovery. Odagiri asks Conan who he is and Conan replies he is just a little kid.

Dr. Kazato had a great and promising life as a surgeon until Dr. Jinno purposely cut his left wrist during an operation. Dr. Kazato being left handed quit being a surgeon because of his pride and switched to being a psychiatrist. He then attempted to be a right handed person. He then met up with Jinno some time later and was invited inside his house. Dr. Kazato got drunk and asked if the incident was an accident. Dr. Jinno then smugly confessed. Dr. Kazato took advantage of the recent law suit against Dr. Jinno and killed him knowing it would be ruled as a suicide. Years later the case was reopened and Dr. Kazato killed all the people on the case. However Ran witnessed one of the murders and saw him. She had then gotten amnesia as an effect of blaming herself for the murder. Dr. Kazato then was assigned to take care of Ran. He began to target her. Conan realized this and saved her from getting run over by a train.

Case

Situation

Ran reminisces about Shinichi and her enjoying the fountain at Tropical Land.

Conan hurries to the dying officer and asks if he had any idea who shot him. The man gasps, reaches for his notebook and sinks back, dead.

Murder

Movie4 Case1.jpg

Location: Sidewalk by the phone booth
Victim: Osamu Narasawa
Age: 48 years old
Cause of death: Gunshot wound on chest
Suspects: Unknown culprit
As Conan tries to speak to the dying man, he reaches for his right breast pocket in which his police notebook was located.

A while leater a woman finds another police officer, Yoichiro Shiba, murdered in a parking lot. Shiba held his police notebook in his left hand.

Murder

Movie4 Case2.jpg

Location: Underground parking lot at Sun Park Mansion
Victim: Yoichiro Shiba
Age: 31 years old
Cause of death: Gunshot wound from behind
Suspects: Unknown culprit
Yoichiro Shiba is found dead in a parking lot by a woman.

The police now suspect a serial killer is targeting officers. The following morning, Kogoro calls Inspector Megure and asks about the state of the investigation, Megure abruptly ends the conversation, saying that he is busy. Kogoro thinks the inspector was acting strange.

Megure meets Inspector Shiratori and implores him to keep any information about the case strictly confidential.

Sonoko and Ran chat to Eri about her engagement with Kogoro.

Attempted Murder

Movie4 Case3.jpg

Location: Beika Sun Plaza Hotel women's restroom
Victim: Miwako Sato
Injury: Gunshot wound
Suspects: Kyosuke Kazato, Toshiya Odagiri, Tamaki Jinno, and Makoto Tomonari
Sato protected Ran from the culprit. The culprit shot Sato with the gun and ran away.

Sato and Ran are rushed to hospital and their friends and colleagues follow.

He starts off by telling everyone about a surgeon named Tamotsu Jinno who was found dead.

Suicide? (Past)

Movie4 Case4.jpg

Location: Jinno's apartment
Victim: Tamotsu Jinno
Age: 35 years old
Cause of death: Slash wound on the throat
Suspects: Toshiya Odagiri
Tamotsu Jinno, a notorious surgeon, apparently got drunk and committed suicide in his own apartment because of a lawsuit filed against him. His sister Tamaki insisted her brother would never kill himself just because of a malpractice suit and claimed he was murdered.

Police investigated Jinno's death. The lead investigator was Chief Inspector Nobukatsu Tomonari: his subordinates were Narasawa, Shiba, and Sato.

After Tomonari's death, the Jinno case was abruptly ruled a suicide.

The investigation was reopened after Narasawa and Shiba were killed and Sato was attacked.

Conan and Kogoro look after Ran. Conan realises Ran might have seen the culprit's face and worries that Ran could be the next target.

Eri arrives and takes her daughter shopping. Conan joins them. While they wait for the metro, the culprit, who secretly follow them, suddenly attacks and pushes Ran onto the rail tracks.

Attempted Murder

Movie4 Case5.jpg

Location: Train station
Victim: Ran Mouri
Crime: Pushed to railway and Left to get run over
Suspects: Kyosuke Kazato, Toshiya Odagiri, Tamaki Jinno, and Makoto Tomonari
The killer attempts to kill Ran by pushing her into the railway but Conan manages to save her.

Conan just about manages to save Ran from being run over by the incoming metro and they take Ran to the hospital to get examined. Doctor Kazato worries that Ran might now be too scared to regain her memory.

Conan throws all his energy into the case and speaks to everyone related to Tamotsu Jinno. This gives him the final clue and he now knows who the murderer is.

Everyone goes to Tropical Land in a further attempt to help Ran recover from her amnesia. When they arrive, Ran remembers Shinichi buying them a can of Coca-Cola each and surprising her when he pressed the cold can to her cheek.

The Detective Boys celebrate and Kogoro thanks them for saving his daughter's life. He then tells Ran that he is going to join Takagi when he questions Makoto and that Ran should stay at the park and enjoy herself.

The officers realize his story is true and the actual culprit is still out there. Kogoro worries about Ran's safety.

At Tropical Land, everyone watches the nightly costume parade when the culprit takes aim at Ran once again. Professor Agasa protects her and ends up with a small wound as he pushes her aside.
