Sonoko's family wants Kogoro to protect their priceless piece of jewelry called the Black Star from the Phantom Thief. The necklace along with other valuables will be on display at a museum where people are sure the Phantom will strike. The Phantom left a coded letter to Sonoko's father and its the first clue.

After decoding the letter, Conan goes to meet the Phantom Thief face to face at a rooftop of a hotel. He lights a firework hoping that the cops would come and arrest him, but to his surprise Kid imitates the inspector's voice and calls all of the inspector's men to the rooftop. Just when it looks like the Phantom Thief is cornered he escapes with a blast bomb and leaves another note containg another clue.

This time the note states that he will board the ship that is carrying the Black Star. While last time was a test run this time he will actually steal the Black Star. To try and prevent this, Tomoko devises a plan. She has given all the guests a fake Black Star replica in hopes that Kaitou Kid won't be able to figure it out before the cruise ends. Sonoko can't find her sister so she calls her and finds out that her sister and dad are still at home. This means that the Shiro Suzuki they just saw had to be the Kaitou Kid in disguise.

Tomoko brings in a magician to put on a show but Kaitou Kid then drops another letter. Fake Black Stars start exploding and the guests start panicking. Thats when he steals the real Black Star which Tomoko was wearing the whole time. Conan on the other hand has figured out where and who the Kaitou Kid is.

<spoiler>Conan tells Ran he knows who Kaitou Kid is and asks her to accompany him to a secluded area on board the ship. He then reveals that only Ran had the opportunity to steal the black star and that '''Ran Mouri''' is the thief in disguise all along. Kaitou Kid-as-Ran still tries to continue his act by saying there's no way that he would know which star was the real one. However, Conan says that Tomoko gave away the answer when she described the pearl to Kogoro as having a peacock color (her middle name means "peacock"). Also the way she handled the pearl and the fact that it was duller due to age. This is why he didn't steal it at the museum: that one was too shiny, making it a fake.

The defeated Kaitou Kid comes clean and hands Conan back the pearl, after Conan destroys the phone so he couldnt pull the same trick again. Conan reveals that Kaitou Kid escaped last time by disguising himself as a cop and blending in, but he can stop him now...

Right when Conan is about to use his powered shoes and a ball to try hitting Kaitou Kid, he tells Conan that he knocked Ran out to take her red dress and she might freeze outside in the lifeboat (where he hid her)... since he left her naked. Conan is very flustered ''and'' distracted, so Kaitou Kid drops another blast bomb and escapes, leaving the red dress on the floor. A very flustered Conan takes the dress and decides to go to Ran instead, fearing she'd get sick or be found naked - but finds out Kaitou Kid never took her clothes and she's fully dressed. Before the event on the ship, Ran had her dress dry cleaned and the guy who brought it was Kaitou Kid under a busboy disguise; he had made a duplicate of the dress before handing Ran hers. This is explained in a written card Kaitou left for Ran, apologizing for any annoyances and telling her how cute she is.

The next day, Conan makes the headlines as the "protector" of the Black Star Pearl and he's not thrilled with it. As he, Ran and Sonoko walk to school, Sonoko tries to make him describe Kaitou Kid physically... and meanwhile, Kaito and Aoko walk together to their school, not too far from them. A rather unhappy Kaito Kuroba has caught a cold due to having had to jump into the cold sea water to escape from Conan, and Aoko calls him an idiot since she thinks he fell by accident.</spoiler>

Sonoko's family wants Kogoro to protect their priceless piece of jewelry called the Black Star from the Phantom Thief. The necklace along with other valuables will be on display at a museum where people are sure the Phantom will strike. The Phantom left a coded letter to Sonoko's father and its the first clue.

After decoding the letter, Conan goes to meet the Phantom Thief face to face at a rooftop of a hotel. He lights a firework hoping that the cops would come and arrest him, but to his surprise Kid imitates the inspector's voice and calls all of the inspector's men to the rooftop. Just when it looks like the Phantom Thief is cornered he escapes with a blast bomb and leaves another note containg another clue.

This time the note states that he will board the ship that is carrying the Black Star. While last time was a test run this time he will actually steal the Black Star. To try and prevent this, Tomoko devises a plan. She has given all the guests a fake Black Star replica in hopes that Kaitou Kid won't be able to figure it out before the cruise ends. Sonoko can't find her sister so she calls her and finds out that her sister and dad are still at home. This means that the Shiro Suzuki they just saw had to be the Kaitou Kid in disguise.

Tomoko brings in a magician to put on a show but Kaitou Kid then drops another letter. Fake Black Stars start exploding and the guests start panicking. Thats when he steals the real Black Star which Tomoko was wearing the whole time. Conan on the other hand has figured out where and who the Kaitou Kid is.

<spoiler>Conan tells Ran he knows who Kaitou Kid is and asks her to accompany him to a secluded area on board the ship. He then reveals that only Ran had the opportunity to steal the black star and that '''Ran Mouri''' is the thief in disguise all along. Kaitou Kid-as-Ran still tries to continue his act by saying there's no way that he would know which star was the real one. However, Conan says that Tomoko gave away the answer when she described the pearl to Kogoro as having a peacock color (her middle name means "peacock"). Also the way she handled the pearl and the fact that it was duller due to age. This is why he didn't steal it at the museum: that one was too shiny, making it a fake.

The defeated Kaitou Kid comes clean and hands Conan back the pearl, after Conan destroys the phone so he couldnt pull the same trick again. Conan reveals that Kaitou Kid escaped last time by disguising himself as a cop and blending in, but he can stop him now...

Right when Conan is about to use his powered shoes and a ball to try hitting Kaitou Kid, he tells Conan that he knocked Ran out to take her red dress and she might freeze outside in the lifeboat (where he hid her)... since he left her naked. Conan is very flustered ''and'' distracted, so Kaitou Kid drops another blast bomb and escapes, leaving the red dress on the floor. A very flustered Conan takes the dress and decides to go to Ran instead, fearing she'd get sick or be found naked - but finds out Kaitou Kid never took her clothes and she's fully dressed. Before the event on the ship, Ran had her dress dry cleaned and the guy who brought it was Kaitou Kid under a busboy disguise; he had made a duplicate of the dress before handing Ran hers. This is explained in a written card Kaitou left for Ran, apologizing for any annoyances and telling her how cute she is.

The next day, Conan makes the headlines as the "protector" of the Black Star Pearl and he's not thrilled with it. As he, Ran and Sonoko walk to school, Sonoko tries to make him describe Kaitou Kid physically... and meanwhile, Kaito and Aoko walk together to their school, not too far from them. A rather unhappy Kaito Kuroba has caught a cold due to having had to jump into the cold sea water to escape from Conan, and Aoko calls him an idiot since she thinks he fell by accident.</spoiler>

Before the event on the ship, Ran had her dress dry cleaned and the guy who brought it was Kaitou Kid under a busboy disguise; he had made a duplicate of the dress before handing Ran hers. This is explained in a written card Kaitou left for Ran, apologizing for any annoyances and telling her how cute she is.

The next day, Conan makes the headlines as the "protector" of the Black Star Pearl and he's not thrilled with it. As he, Ran and Sonoko walk to school, Sonoko tries to make him describe Kaitou Kid physically... and meanwhile, Kaito and Aoko walk together to their school, not too far from them. A rather unhappy Kaito Kuroba has caught a cold due to having had to jump into the cold sea water to escape from Conan, and Aoko calls him an idiot since she thinks he fell by accident.</spoiler>

While driving on a family trip in Chiba, Kogoro's car breaks down. They stop by a house on the bay, where Kogoro, Ran, and Conan meet the famous lawyer Kensuke Tachibana and his secretary Yuuichi Sakuraba, and later they meet his caretaker Yaeko Kamei, his wife Yuki Tachibana, and his office's accountant Noriko Sugimura and lawyer Fumio Fujisawa. Tachibana is getting threatening letters from a man with the initials "T.K." The next morning, the dog Yohan is acting strangely. Tachibana leaves the house for a fishing trip, while Kogoro, Ran, and Conan walk the dog. It reacts wildly when it sees a suspicious person in a red hat, on a boat. Later that day, Tachibana's boat is found, halfway sinking, and his body is found deep in the ocean.

A local detective and his assistant arrive at the scene, and the man with the initials "T.K." is found out to be Tatsuya Kumada, an old client of the lawyer, and becomes the number one criminal. However, when they go to his apartment, they find him dead, seemingly hanging himself in a suicide.

Conan uses this clue, as well as other clues via help from an old boat rental owner, to deduce how the lawyer was killed. He then visits the old home where the man who was killed five years before lived with his mother and his younger brother, and gets information from an old lady there, and discovers a dog house sign that says "Johann". Conan had finally figured it out who the real murderer is.

<spoiler>Conan deduces who the murderer of both men is, and knocks out Kogoro with his stun gun wristwatch to solve the case, trying to get the murderer to admit themselves that they had done it. First, Yuuichi Sakuraba says that Kensuke Tachibana is threatening him, and he couldn't take it anymore. But then Kogoro via Conan reveals the real culprit to be '''Yaeko Kamei''', but she admit that she killed Kensuke and Tatsuya. First, she put sleeping pills in Kensuke's water bottle, then after they had left, she disguised as Kumada and left through the back door and used a boat to go to Tachibana's boat. Afterwards, Tachibana's boat capsized with them. Later that evening, Yaeko went shopping and parked her car in the parking lot, then she immediately disguised somewhere and took a train to Kumada's apartment, then shows a nameplate in Masahiko Tsuruta's yard and the name was Johann and reveals in German, it would be "Yohan". Yohan is Yaeko's pet dog and Johann was probably the name her son who graduated in Germany, gave and reveals her real name as '''Tamiko Tsuruta''' and reveals as Masahiko Tsuruta's mother, who was murdered by Tatsuya Kumada and says that yesterday at the cape, Yohan was chasing after the boat she was on, even she was disguised, Yohan recognized her.

Tamiko confesses and reveals her second son Katsuhiko Tsuruta died last year and says Yohan is her only family and says that she lied, saying he was a stray dog, and they started living in Tachibana's villa and reveals she fought many times at court, but no one noticed her, the court's decision was unfair and grew old because of that and then half a year ago, Kumada finally appeared and she overheard the washing machine trick outside the office's door. In jail, Kumada said he would pay any amount of money, even though Tachibana knew that Kumada murdered Masahiko, he acquitted Kumada of the crime for money. That day, she followed Kumada to his apartment with his hat that he left, she thought of this crime and Kogoro via Conan reveals the threat that looked like they were from Kumada, Yaeko was sending them to Tachibana. And Yaeko says: "Since yesterday, I have been so scared, I'm finally relieved."

The next morning, when they drive home with the repaired car, Kogoro, Ran, and Conan have another breakdown. Kogoro stops desperately, while Ran and Conan enjoy the sea view.</spoiler>

== Trivia ==

* Yaeko Kamei's character design is re-used for a Sumida River boat guest in [[The Evening Cherry Blossom Viewing Route on Sumida River]]. They aren't the same person, because Yaeko is widow and arrested for murder, while that woman is with her husband.
* The character designs and surnnames for policemen Baba and Inoki are the same of the real-life Japanese professional wrestlers [[Wikipedia: Giant Baba|Giant Baba]], died about two years before the original airdate, and [[Wikipedia: Antonio Inoki|Antonio Inoki]].
* Kyoko Tachibana, the [[Public Security Bureau|PSB]] freelance lawyer in [[Zero the Enforcer#Trivia|Zero the Enforcer]], bears a resemblance with Kensuke Tachibana and has the same surname kanji. The movie doesn't show the picture on her former law office's desk, but the painting near the door is about the threes on the left of Tachibana villa, and the one behind her about some threes at the cape where he lived.
