Scotch was an undercover member of the Tokyo Metropolitan Police Department Public Security Bureau inside the [[Black Organization]]. Not much has been revealed about his past and his time inside the organization, although he was acquainted with [[Rei Furuya]] (another undercover agent from the same organization) as well as [[Shuichi Akai]] (an undercover FBI agent using the alias Dai Moroboshi). Scotch committed suicide before his real name was revealed to the other Black Organization members.

In the Epilogue Shuichi mentions that Bourbon's grudge may be more deeply rooted than he thought. He has a brief flashback to himself and Bourbon covered in blood. While Shuichi went to go buy her a ticket, the other man pulled a guitar out of the case on his back and taught her some notes. Before Shuichi returned, a third man that looks like [[Rei Furuya]] came over and called the other man "Scotch". Masumi believed this to be a nickname rather than an indication of his race because the man looked very Japanese.

He runs up the external staircase of a building while thinking of Scotch's words "I'm sorry Furuya, my PSB identity has been seen through by those people...it seems like the only route of retreat left is to the other world...goodbye Rei(Zero)". At the top of the building he finds Shuichi standing over Scotch's corpse holding a smoking gun and saying "Traitors...should be punished accordingly...right?". He wakes up to Vermouth telling them they need to pry information out of a target and then destroy them in one swoop.

Later Conan, Subaru, Ran, and Sonoko run into "Amuro" and Azusa, who Conan thinks is Vermouth, while trying to meet up with a musician who has some connection to a [[Rum]] case from [[Volume 90#The Clenched Scissors and the Clipped Letters|17 years ago]]. Rei speaks directly to Subaru, who he doesn't realize is Shuichi in disguise due to [[Volume 85#Scarlet Showdown|Scarlet Showdown]]. Conan reacts to them casually chatting and tells Subaru that they need to leave, but he doesn't want to. The group finds that the musician is already dead. At the end of the musician case it's revealed that Scotch's death was actually a suicide, as he tried to shoot himself to the chest where the bullet would have destroyed his phone where sensitive data is held.

Both Shuichi Akai and ironically, Rei (Bourbon/Amuro) played an indirect role in his drive to suicide. Being cornered by Akai, who was still undercover at the time, and without realizing his FBI affiliation, Scotch was forced to commit suicide. But as he was about to do finish the act, Akai tightly held the gun's cylinder, which prevented Scotch from being able to pull on the trigger. Then Akai revealed his true identity and motive, managing to prevent the death. However, in that moment, Rei's hurried footsteps were heard, and both Akai and Scotch took that as approaching Black members. Scotch used Akai's distraction to pull the trigger, as Rei arrived at the scene after Akai retrieved the gun from Scotch's hand. While Rei continued his investigation to try to understand more about Scotch's death, currently his conclusion is that Akai forced Scotch to commit suicide.

He runs up the external staircase of a building while thinking of Scotch's words "I'm sorry Furuya, my PSB identity has been seen through by those people...it seems like the only route of retreat left is to the other world...goodbye Rei(Zero)". At the top of the building he finds Shuichi standing over Scotch's corpse holding a smoking gun and saying "Traitors...should be punished accordingly...right?". He wakes up to Vermouth telling them they need to pry information out of a target and then destroy them in one swoop.

== Background ==
Morofushi's parents died and his younger brother were taken in by relatives in Tokyo.
Morofushi and [[Kansuke Yamato]] were both students at the same elementary school, which is where the two met.<ref name=Komei/> Morofushi's exploits were so well known that a book about a child who solved a case in a elementary school, titled "Komei-kun from Second Second Grade Class A!" was based off of him, while another character in the book was based off of Yamato.<ref name=Komei/> Morofushi cherishes the book, keeping it in the glove compartment of his car, as the author was a friend of his who died.<ref name=Komei>[[The Mansion of Death and the Red Wall|Episodes 558-561: The Mansion of Death and the Red Wall]]</ref> He was originally a high ranking inspector in Nagano, until he abadoned his job briefly to try and find Yamato when he was left for dead in the snow during a case.<ref name=Komei/> After Morofushi found the suspect, and helped save Yamato, he was downgraded as an inspector in a local force in Nagano.<ref name=Komei/> In episode 653, it is revealed that he has effectively returned to the main headquarters.

== Personality ==
Komei is generally shown to be calm and well-mannered, in contrast to the quick-tempered [[Kansuke Yamato|Yamato]]. According to Yamato, Komei tends to ignore others completely while investigating, and sometimes goes out of his jurisdiction to try and solve a case. He will even put his life on the line if he has to. The rivalry between Yamato and Morofushi is mostly a friendly one, in which they see who can solve the case first, and Yamato has tried to get Morofushi back onto the regular force. Also, Yamato has been willing to go into a burning building to save his life.

He also thanks Yamato for allowing him to see [[Conan Edogawa]] at work, also understanding Conan's intelligence after the Red Wall case.<ref name=Komei/> He even believes, and confides this to Yamato, that if it weren't for Conan's observations, they would have never even come close to solving the case.<ref name=Komei/> He even compares Conan to a young version of Zhuge Liang.<ref name=Komei/>

In chapter 1020, it's revealed that Komei has an younger brother working MPD, who were taken in by relatives in Tokyo, when their parents died. But Komei hasn't been in touch with him, and doesn't know where he is or what he is doing. The last he heard was that he quit the force and got another assignment.
It is later revealed in Chapter 1021 that his younger Brother is Scotch, who’s real name is Morofushi Hiromitsu .
