A terrorist group invades a laboratory containing a deadly bacteria and destroys the lab in an explosion. They later announce via the internet that they have gained possession of the bacteria and declare themselves to be the {{nihongo|Red Siamese Cats|赤いシャムネコ|''Akai Shamu Neko''}}, a terrorist group that was eradicated a decade ago.

[[Conan Edogawa|Conan]], [[Kogoro Mouri|Kogoro]], [[Ran Mouri|Ran]], [[Ai Haibara|Haibara]], [[Hiroshi Agasa|Professor Agasa]], and the [[Detective Boys]], are invited by [[Sonoko Suzuki|Sonoko]]'s uncle, [[Jirokichi Suzuki]], to fly in his airship to witness his attempt at capturing [[Kaitou Kid]] by baiting him with the jewel called {{nihongo|Lady Sky|レディースカイ|''Redī Sukai''}}. Jirokichi sent a message to Kid saying, "The large jewel you yearn for, the Lady Sky, will be displayed on the sky deck of the airship, 'Bell Tree First' on August 14th, during it's test flight. If you wish to grasp this huge treasure in your palms, come between 13:00, the time we depart from Tokyo, and 19:00, our estimated time of arrival in Osaka." Kid replies to Jirokichi's challenge with a letter announcing he will steal Lady Sky when the airship approaches Osaka.

Aboard the airship, besides its employees and the police, there are four others whom are working for the media: Takamichi Fujioka, a journalist; Masaki Mizukawa, a TV director; Kasumi Nishitani, a reporter; and Junpei Ishimoto, a cameraman. Meanwhile, a waitress enters the smoking room where an ampoule with the logo of the Red Siamese Cats is seen under the sofa. Conan reminisces to Professor Agasa about the time Ran thought an airship was a unidentified flying object and asks him to keep it a secret. A waiter overhears Conan in the shadows.

Conan's group is given a tour of the airship; Ran diverges from the group to get a better look at Lady Sky. She meets a waiter wearing a bandage similar to the one she gave to a maintenance personnel and grabs his arm deducing he is Kid in disguise. She then subdues him and threatens to hand him over to [[Ginzo Nakamori]]. Kid removes the mask and pretends to be [[Shinichi Kudo]] and convinces her by telling her she thought the airship was a UFO once. Meanwhile, the waitress begins to develop a rash on the back of her arms. Jirokichi receives a phone call who tells him the bacteria in the smoking room before hanging up. Nakamori confirms through the ampoule that it is the work of the Red Siamese Cats. Fujioka begins to develop a rash over his whole body and approaches the group whilst in pain before being knocked out by Ran. The waitress with the rash is found unconscious by a short-haired waitress; Fujioka and the unconscious waitress are quarantined in a separate room. Conan leaves to search for the Detective Boys who are exploring the ship.

Conan finds them in the attic of the airship. There, they witness an unknown culprit unlock the roof allowing the Red Siamese Cats to enter and hijack the ship. Their leader announces the plan to get revenge on Jirokichi who assisted in eradicating the terrorist group and that they will detonate the bombs on the ships or release a second ampoule containing the bacteria if they resist. Conan finds the four bombs in the attic of the ship and disarms them and notes it was strange that they used bombs and bacteria to hijack the ship and attempts to figure out their ulterior motive. The terrorist group holds Jirokichi at gunpoint and gains possession of Lady Sky. Mizukawa begins to develop the rash on his right palm and is incarcerated in the smoking room. Ran remembers that Fujioka grabbed her arms and is relieved to find no rash has developed. Nishitani laments that the Detective Boys are missing; the Red Siamese Cats overhear this and bring Conan and the Detective Boys to the lobby. Haibara informs Conan through the Detective Badge that the Red Siamese Cats are after him but is slapped by the short-haired waitress whom is revealed to be part of the Red Siamese Cats.

Conan is thrown out the window by their leader and Kid manages to save him. Meanwhile, [[Heizo Hattori]] attempts to deduce the Red Siamese Cats goals, and confirming that if their goal is to get revenge on the Jirokichi, they would crash the airship into the Suzuki company building, the Bell Tree Tower and consequently release the bacteria in the airship to the outside world. Conan informs [[Heiji Hattori|Heiji]] about the situation. Conan then calls [[Juzo Megure|Inspector Megure]] as Shinichi in order to use a police helicopter which he and Kid use to re-board the airship. Conan finds two of the four re-armed bombs in the attic of the airship and grows suspicious as there is no bomb behind the smoking room which would have released the bacteria. Heiji calls Conan telling him the Red Siamese Cats have posted on the internet about the airship causing mass panic to the cities in the airship's path. As the ship approaches Nara, Kid informs Conan that the ship is emitting smoke. Conan realizes the Red Siamese Cat's true motive and sends Heiji to Nara.

Ran begins to develop a rash from where Fujioka touched her and is quarantined in the smoking room. Conan becomes suspicious of the bacteria as it was only supposed to spread by droplet contact and not physical contact. Conan notices the black fingernails from Ran's escort and realizes what the true nature of the infection is.

Heiji, meanwhile, confronts four policemen at Kōfuku-ji revealing they are part of the Red Siamese Cats and used the airship to evacuate the city in order to steal the priceless buddharupas. The four fake policemen are then arrested by the Nara police.

Conan enters the smoking room where Ran is quarantined and reveals that the Red Siamese Cats never released a bacteria. He explains the smoking room was sprayed with an irritating lacquer which causes a rash when it contacts the skin. After finding the real waitress who was quarantined with Fujioka bound, gagged and alone, Conan realizes that Fujioka was feigning the symptoms of the bacteria and is the mastermind behind the heist.

The Tokyo Metropolitan Police discuss then identities of the Red Siamese Cats. It is revealed they are all foreign mercenaries hired by '''Takamichi Fujioka''' and are only using the terrorist name Red Siamese Cats as a cover up. Conan confronts Fujioka who explains that they targeted the statues since stolen money is easily tracked with modern technology. He then reveals that '''Kasumi Nishitani''' and '''Junpei Ishimoto''' are his comrades and that the two remaining bombs are placed in the lobby where the group is held and will be detonated when he and his comrades escape the airship.

The group in the cabin are tied to the railings by the two culprits who take Lady Sky as their prize. As Fujioka prepares to kill Conan, the airship passes under a bridge and Conan latches his belt to the airship and inflates the soccer ball, jamming it between the bridge and airship causing the airship to tilt vertically. Fujioka falls into the ocean below and the two culprits in the lobby are knocked unconscious.

Kid enters the lobby and unties Ran from the railing and leaves with Lady Sky. As he examines the jewel in the moonlight, Ran, believing Kid to be Shinichi, asks him to turn himself in to the police. Kid tells her he will comply if she kisses him. As the two approach for a kiss, Ran stops and tells him he is not Shinichi. Conan enters the room and angrily runs towards Kid. Kid places Lady Sky on Ran's finger and leaves through the ceiling. Conan asks what Kid did to her, to which she remarks something Shinichi never does and thinks about how he tried to touch her rear.</spoiler>

== Background ==
Wataru Takagi is a newcomer to the Tokyo Police Criminal Investigations Division 1, having transferred after the bomber case about three years ago but by the time [[Shinichi Kudo]] first established his reputation as a detective, about two years ago.<ref>Manga Chapters 204-207: Shinichi's First Case, and Chapters 366-368: Parade Bomber Case</ref> His mentor was a senior agent called Date, who died one year before the present timeline. In his last moments Date entrusted Takagi his notebook, which had a ring for his girlfriend Natalie Kuruma hidden. He kept Date's notebook as a personal motivation to be just as good as Date. It was first a year later he realized that Date's girlfriend was Natalie, but it was too late to give her the ring, because she committed suicide soon after Date's death. Ever since his joining the force, Takagi (like so many of his other colleagues) has harbored romantic feelings for [[Miwako Sato]]. Takagi is among the investigators who receive the most near fatal experiences. That includes, among many things:
* Handcuffed to the window of a burning warehouse.
* Trapped in a tower containing a countdown bomb.
* Held hostages and shot by the criminal.
* Tied on a plank on a roofless two story building containing a countdown bomb, while the temperature outside is -20 Celsius degree.

Although at some point, Takagi briefly develops PTSD, he nevertheless relentlessly pursues justice, even if it endangers his life.

== Personality ==
While he is initially self-conscious and bumbling, Takagi is a dedicated member of the Tokyo Police Force and shows promise as a good officer as the series progresses. He is one of the few officers who trusts [[Conan Edogawa|Conan]]'s judgments the most, listening to him at case scenes to find important evidence and sometimes even letting Conan take the lead in their investigation (the case with [[Miwako Sato|Sato]] handcuffed to the wrong suspect in the bathroom being a good example).<ref>Manga Chapter 232: Finding Evidence</ref>

Takagi has a strong intuition and sense of justice, and is very honorable. He has a strong drive to protect others, partially based in his profession as an officer, and partially based on a self-sacrificing trait in his personality. He is always very polite, even when alarmed, and defers to the judgment of his partner Miwako Sato not only because she is his senior, but because he truly respects her. 

His hobbies are playing the maracas<ref>Manga Chapter 620: The Vanished Blunt Weapon</ref> and following the international wrestling scene, being a fan of wrestlers such as [[Wikipedia: Bruiser Brody|Bruiser Brody]] and [[Wikipedia: Keiji Mutoh|Keiji Mutoh]], and recognizing a move that Ran does as the "Shining Wizard," a finishing move of Mutoh's.<ref>Manga Chapter 388: Wolf's Shadow</ref> In summary, his hobbies involve a lot of martial arts and sports.

Takagi makes his debut in the Manga series.

This is the first case to show detective Takagi’s romantic affection for a female police officer, [[Miwako Sato]].

Initially, Takagi is tasked with the mission of recording the [[Detective Boys]]' testimonies regarding the events at the [[The Old Blue Castle Investigation Case|Blue Castle]]. Just as they're about to begin, the children notice his untidy clothing and wonder if he doesn't have a girlfriend. [[Hiroshi Agasa|Agasa]] offers to introduce to him his cousin's granddaughter, but Takagi awkwardly declines, stating that he has already had someone that he likes, right before detective [[Miwako Sato]] enters the room. Takagi keeps blushing, and his unnatural manner in front of Sato makes the Detective Boys think that she is really his girlfriend. However, both of them denies that this is true. Takagi wonders why Sato didn't go to assist [[Juzo Megure|Inspector Megure]] in the bank robbery case, and learns that the bank manager, together with his wife, will arrive at the Police Headquarter. Sato asks Takagi whether he has heard anything from her friend Yumi. He silently recalls Yumi's words, about what Sato told her when she was drunk, that the person she likes is someone from the first investigation division, who may very well be Takagi himself.

The bank manager, Keizo Masuo, comes by himself and decides to call his wife. During the phone call, Takagi and the others suddenly hear the wife's scream. He, Sato, [[Conan Edogawa|Conan]] and Keizo rush to Keizo's house and find his wife's dead body. The person to be in charge of this murder case is Inspector [[Ninzaburo Shiratori]], a police officer who has just been promoted recently. When Sato sarcastically suggests that Shiratori may as well consider her "a possible wedding match", Takagi misunderstands and begins to suspect that the person whom Sato said she has feelings for is none other than Shiratori. He keeps thinking of unreal scenarios with Shiratori and Sato being together, and isn't able to fully concentrate on the case.

Later, with the help from Conan, the trick and the identity of the killer are uncovered, and the case goes to an end. After turning down the invitation of Shiratori, Sato invites Takagi to go out and have ramen for dinner, to which he accepts happily. Unexpectedly, a drunken Megure comes up and asks them to go for a drink with him at the bar, and Sato immediately approves of the idea despite the invitation to Takagi earlier. Because of this, Takagi suddenly suspects that Sato's love interest is in fact Inspector Megure, and declines the offer.

The case ends with a depressed Takagi lying on the table and being unable to do anything, even though he still hasn't taken the Detective Boys' testimonies yet.

In the anime, episode 477, at 11:50, Takagi is heard speaking numbers in French. In one of the Japanese Audio/English subtitles, his words are translated as "eins, zwei, drei," which is German, but he is actually saying "un, deux, trois." The victim was German, and Agasa says that when the dying victim (who spoke German, English and Japanese) was asked who the culprit was, he answered in his native tongue. Megure then turns to Takagi, who starts counting in French. Agasa then corrects him, saying "That's French," and then proceeds to count from one to eleven in German, solving the case. This exchange does not take place in the manga. This could suggest that Takagi is bilingual in French and Japanese (or at least took French in school).

Takagi is kidnapped by a mystery man misunderstanding he is [[Wataru Date]] who made his daughter commit suicide. Around a year after the death of his friend and mentor Date, Takagi discovered that a suicide victim Natalie Kuruma was Date's girlfriend. Since the police investigation assumed that she killed herself due to having been dump, Takagi concluded that Natalie didn't know that Date had passed away in a traffic accident and decided to contact Natalie's next-of-kind to inform them of the truth. Since Natalie's parents had passed away, Takagi contacted the one who claimed her possesions, a colleague from English conversation school and old friend, Ryusaku Fuemoto. But due to that Natalie had never told her family her boyfriend's family name and because Date and Takagi had the same given name, Ryusaku mistook Takagi as the boyfriend who dumped Natalie, and lured him to Hokkaido. Police officers including [[Kiyonaga Matsumoto|Superintendent Matsumoto]] and [[Juzo Megure|Inspector Megure]] find their way to save Takagi with [[Conan Edogawa|Conan]]'s help. [[Miwako Sato|Sato]] saves Takagi on time before the bomb under him exploded.

After seeing Miwako eagerly volunteer to join Zenigata's team (as Lupin was her first love), Takagi took part in the operation as well. However, at the scene of the planned crime, it was revealed that Takagi was actually Lupin, who had replaced Takagi after stealing his clothing and identity. After the heist, [[Yumi Miyamoto]] and [[Naeko Miike]] discovered the real Takagi stripped, bound and gagged inside a parking garage.

His affection for [[Miwako Sato|Sato]] is a driving force of his character development. While his insecurity and comical outside interference regularly get in the way, he slowly manages to win her heart through his dedication, honesty and sincerity - traits Sato had also admired in her late colleague [[Jinpei Matsuda]]. Sato finally kisses Takagi after he has been severely wounded while protecting others.

=== Conan Edogawa ===
Takagi has come the closest of any of the Division One members to finding out [[Conan Edogawa|Conan]]'s true identity. In the Tokyo Tower Bomber Case, while they waited for the elevator bomb's clock to run down to give the final clue to stop the greater crime, [[Shinichi Kudo|Shinichi]], as Conan, told Takagi that he would answer Takagi's questions about his real identity "on the other side." Takagi has also come to acknowledge Conan's sharp mind and intellect, taking Conan's observations seriously and even allowing him to accompany him to question suspects, most notably during the New Scar and the Whistling Man Case where he has the rest of the Detective Boys remain in the car. He also fully supports Takagi's relationship with Sato, at one point orchestrated a plan to foil Shiratori's attempt of an arranged marriage with Sato. When asked for reasons, he didn't answer, but quietly relate the experience with Ran's relationship.

As the pronunciation of his name was the same as Wataru Takagi's, Takagi and Date were nicknamed "the Wataru brothers" (ワタル・ブラザーズ). He is very loyal to his late friend's memory, as demonstrated when he tried to clear out misunderstanding around the death of Date's girlfriend. And he feels guilty in not living up to what he believes was Date's last wish; Giving Natalie a ring hidden in the notebook. He couldn't give her the ring, because Natalie had committed suicide soon after Date's death.

Wataru Takagi is a newcomer to the Tokyo Police Criminal Investigations Division 1, having transferred after the bomber case about three years ago but by the time [[Shinichi Kudo]] first established his reputation as a detective, about two years ago.<ref>Manga Chapters 204-207: Shinichi's First Case, and Chapters 366-368: Parade Bomber Case</ref> His mentor was a senior agent called Date, who died one year before the present timeline. In his last moments Date entrusted Takagi his notebook, which had a ring for his girlfriend Natalie Kuruma hidden. He kept Date's notebook as a personal motivation to be just as good as Date. It was first a year later he realized that Date's girlfriend was Natalie, but it was too late to give her the ring, because she committed suicide soon after Date's death. Ever since his joining the force, Takagi (like so many of his other colleagues) has harbored romantic feelings for [[Miwako Sato]]. Takagi is among the investigators who receive the most near fatal experiences. That includes, among many things:
* Handcuffed to the window of a burning warehouse.
* Trapped in a tower containing a countdown bomb.
* Held hostages and shot by the criminal.
* Tied on a plank on a roofless two story building containing a countdown bomb, while the temperature outside is -20 Celsius degree.

Although at some point, Takagi briefly develops PTSD, he nevertheless relentlessly pursues justice, even if it endangers his life.

== Personality ==
While he is initially self-conscious and bumbling, Takagi is a dedicated member of the Tokyo Police Force and shows promise as a good officer as the series progresses. He is one of the few officers who trusts [[Conan Edogawa|Conan]]'s judgments the most, listening to him at case scenes to find important evidence and sometimes even letting Conan take the lead in their investigation (the case with [[Miwako Sato|Sato]] handcuffed to the wrong suspect in the bathroom being a good example).<ref>Manga Chapter 232: Finding Evidence</ref>

Takagi has a strong intuition and sense of justice, and is very honorable. He has a strong drive to protect others, partially based in his profession as an officer, and partially based on a self-sacrificing trait in his personality. He is always very polite, even when alarmed, and defers to the judgment of his partner Miwako Sato not only because she is his senior, but because he truly respects her.

Takagi makes his debut in the Manga series.

This is the first case to show detective Takagi’s romantic affection for a female police officer, [[Miwako Sato]].

Initially, Takagi is tasked with the mission of recording the [[Detective Boys]]' testimonies regarding the events at the [[The Old Blue Castle Investigation Case|Blue Castle]]. Just as they're about to begin, the children notice his untidy clothing and wonder if he doesn't have a girlfriend. [[Hiroshi Agasa|Agasa]] offers to introduce to him his cousin's granddaughter, but Takagi awkwardly declines, stating that he has already had someone that he likes, right before detective [[Miwako Sato]] enters the room. Takagi keeps blushing, and his unnatural manner in front of Sato makes the Detective Boys think that she is really his girlfriend. However, both of them denies that this is true. Takagi wonders why Sato didn't go to assist [[Juzo Megure|Inspector Megure]] in the bank robbery case, and learns that the bank manager, together with his wife, will arrive at the Police Headquarter. Sato asks Takagi whether he has heard anything from her friend Yumi. He silently recalls Yumi's words, about what Sato told her when she was drunk, that the person she likes is someone from the first investigation division, who may very well be Takagi himself.

The bank manager, Keizo Masuo, comes by himself and decides to call his wife. During the phone call, Takagi and the others suddenly hear the wife's scream. He, Sato, [[Conan Edogawa|Conan]] and Keizo rush to Keizo's house and find his wife's dead body. The person to be in charge of this murder case is Inspector [[Ninzaburo Shiratori]], a police officer who has just been promoted recently. When Sato sarcastically suggests that Shiratori may as well consider her "a possible wedding match", Takagi misunderstands and begins to suspect that the person whom Sato said she has feelings for is none other than Shiratori. He keeps thinking of unreal scenarios with Shiratori and Sato being together, and isn't able to fully concentrate on the case.

Later, with the help from Conan, the trick and the identity of the killer are uncovered, and the case goes to an end. After turning down the invitation of Shiratori, Sato invites Takagi to go out and have ramen for dinner, to which he accepts happily. Unexpectedly, a drunken Megure comes up and asks them to go for a drink with him at the bar, and Sato immediately approves of the idea despite the invitation to Takagi earlier. Because of this, Takagi suddenly suspects that Sato's love interest is in fact Inspector Megure, and declines the offer.

The case ends with a depressed Takagi lying on the table and being unable to do anything, even though he still hasn't taken the Detective Boys' testimonies yet.

In the anime, episode 477, at 11:50, Takagi is heard speaking numbers in French. In one of the Japanese Audio/English subtitles, his words are translated as "eins, zwei, drei," which is German, but he is actually saying "un, deux, trois." The victim was German, and Agasa says that when the dying victim (who spoke German, English and Japanese) was asked who the culprit was, he answered in his native tongue. Megure then turns to Takagi, who starts counting in French. Agasa then corrects him, saying "That's French," and then proceeds to count from one to eleven in German, solving the case. This exchange does not take place in the manga. This could suggest that Takagi is bilingual in French and Japanese (or at least took French in school).

Takagi is kidnapped by a mystery man misunderstanding he is [[Wataru Date]] who made his daughter commit suicide. Around a year after the death of his friend and mentor Date, Takagi discovered that a suicide victim Natalie Kuruma was Date's girlfriend. Since the police investigation assumed that she killed herself due to having been dump, Takagi concluded that Natalie didn't know that Date had passed away in a traffic accident and decided to contact Natalie's next-of-kind to inform them of the truth. Since Natalie's parents had passed away, Takagi contacted the one who claimed her possesions, a colleague from English conversation school and old friend, Ryusaku Fuemoto. But due to that Natalie had never told her family her boyfriend's family name and because Date and Takagi had the same given name, Ryusaku mistook Takagi as the boyfriend who dumped Natalie, and lured him to Hokkaido. Police officers including [[Kiyonaga Matsumoto|Superintendent Matsumoto]] and [[Juzo Megure|Inspector Megure]] find their way to save Takagi with [[Conan Edogawa|Conan]]'s help. While his insecurity and comical outside interference regularly get in the way, he slowly manages to win her heart through his dedication, honesty and sincerity - traits Sato had also admired in her late colleague [[Jinpei Matsuda]]. Sato finally kisses Takagi after he has been severely wounded while protecting others.

Takagi has come the closest of any of the Division One members to finding out [[Conan Edogawa|Conan]]'s true identity. In the Tokyo Tower Bomber Case, while they waited for the elevator bomb's clock to run down to give the final clue to stop the greater crime, [[Shinichi Kudo|Shinichi]], as Conan, told Takagi that he would answer Takagi's questions about his real identity "on the other side." Takagi has also come to acknowledge Conan's sharp mind and intellect, taking Conan's observations seriously and even allowing him to accompany him to question suspects, most notably during the New Scar and the Whistling Man Case where he has the rest of the Detective Boys remain in the car. He also fully supports Takagi's relationship with Sato, at one point orchestrated a plan to foil Shiratori's attempt of an arranged marriage with Sato. Wataru Takagi is a newcomer to the Tokyo Police Criminal Investigations Division 1, having transferred after the bomber case about three years ago but by the time [[Shinichi Kudo]] first established his reputation as a detective, about two years ago.<ref>Manga Chapters 204-207: Shinichi's First Case, and Chapters 366-368: Parade Bomber Case</ref> His mentor was a senior agent called Date, who died one year before the present timeline. In his last moments Date entrusted Takagi his notebook, which had a ring for his girlfriend Natalie Kuruma hidden. He kept Date's notebook as a personal motivation to be just as good as Date. It was first a year later he realized that Date's girlfriend was Natalie, but it was too late to give her the ring, because she committed suicide soon after Date's death. Although at some point, Takagi briefly develops PTSD, he nevertheless relentlessly pursues justice, even if it endangers his life.

== Personality ==
While he is initially self-conscious and bumbling, Takagi is a dedicated member of the Tokyo Police Force and shows promise as a good officer as the series progresses. He is one of the few officers who trusts [[Conan Edogawa|Conan]]'s judgments the most, listening to him at case scenes to find important evidence and sometimes even letting Conan take the lead in their investigation (the case with [[Miwako Sato|Sato]] handcuffed to the wrong suspect in the bathroom being a good example).<ref>Manga Chapter 232: Finding Evidence</ref>

Takagi has a strong intuition and sense of justice, and is very honorable. He has a strong drive to protect others, partially based in his profession as an officer, and partially based on a self-sacrificing trait in his personality. He is always very polite, even when alarmed, and defers to the judgment of his partner Miwako Sato not only because she is his senior, but because he truly respects her.

Takagi makes his debut in the Manga series.

This is the first case to show detective Takagi’s romantic affection for a female police officer, [[Miwako Sato]].

Initially, Takagi is tasked with the mission of recording the [[Detective Boys]]' testimonies regarding the events at the [[The Old Blue Castle Investigation Case|Blue Castle]]. Just as they're about to begin, the children notice his untidy clothing and wonder if he doesn't have a girlfriend. [[Hiroshi Agasa|Agasa]] offers to introduce to him his cousin's granddaughter, but Takagi awkwardly declines, stating that he has already had someone that he likes, right before detective [[Miwako Sato]] enters the room. Takagi keeps blushing, and his unnatural manner in front of Sato makes the Detective Boys think that she is really his girlfriend. However, both of them denies that this is true. Takagi wonders why Sato didn't go to assist [[Juzo Megure|Inspector Megure]] in the bank robbery case, and learns that the bank manager, together with his wife, will arrive at the Police Headquarter. Sato asks Takagi whether he has heard anything from her friend Yumi. He silently recalls Yumi's words, about what Sato told her when she was drunk, that the person she likes is someone from the first investigation division, who may very well be Takagi himself.

The bank manager, Keizo Masuo, comes by himself and decides to call his wife. During the phone call, Takagi and the others suddenly hear the wife's scream. He, Sato, [[Conan Edogawa|Conan]] and Keizo rush to Keizo's house and find his wife's dead body. The person to be in charge of this murder case is Inspector [[Ninzaburo Shiratori]], a police officer who has just been promoted recently. When Sato sarcastically suggests that Shiratori may as well consider her "a possible wedding match", Takagi misunderstands and begins to suspect that the person whom Sato said she has feelings for is none other than Shiratori. He keeps thinking of unreal scenarios with Shiratori and Sato being together, and isn't able to fully concentrate on the case.

Later, with the help from Conan, the trick and the identity of the killer are uncovered, and the case goes to an end. After turning down the invitation of Shiratori, Sato invites Takagi to go out and have ramen for dinner, to which he accepts happily. Unexpectedly, a drunken Megure comes up and asks them to go for a drink with him at the bar, and Sato immediately approves of the idea despite the invitation to Takagi earlier. Because of this, Takagi suddenly suspects that Sato's love interest is in fact Inspector Megure, and declines the offer.

The case ends with a depressed Takagi lying on the table and being unable to do anything, even though he still hasn't taken the Detective Boys' testimonies yet.

In the anime, episode 477, at 11:50, Takagi is heard speaking numbers in French. In one of the Japanese Audio/English subtitles, his words are translated as "eins, zwei, drei," which is German, but he is actually saying "un, deux, trois." The victim was German, and Agasa says that when the dying victim (who spoke German, English and Japanese) was asked who the culprit was, he answered in his native tongue. Megure then turns to Takagi, who starts counting in French. Agasa then corrects him, saying "That's French," and then proceeds to count from one to eleven in German, solving the case. This exchange does not take place in the manga. This could suggest that Takagi is bilingual in French and Japanese (or at least took French in school).

Takagi is kidnapped by a mystery man misunderstanding he is [[Wataru Date]] who made his daughter commit suicide. Around a year after the death of his friend and mentor Date, Takagi discovered that a suicide victim Natalie Kuruma was Date's girlfriend. Since the police investigation assumed that she killed herself due to having been dump, Takagi concluded that Natalie didn't know that Date had passed away in a traffic accident and decided to contact Natalie's next-of-kind to inform them of the truth. Since Natalie's parents had passed away, Takagi contacted the one who claimed her possesions, a colleague from English conversation school and old friend, Ryusaku Fuemoto. But due to that Natalie had never told her family her boyfriend's family name and because Date and Takagi had the same given name, Ryusaku mistook Takagi as the boyfriend who dumped Natalie, and lured him to Hokkaido. Police officers including [[Kiyonaga Matsumoto|Superintendent Matsumoto]] and [[Juzo Megure|Inspector Megure]] find their way to save Takagi with [[Conan Edogawa|Conan]]'s help. When [[Lupin III]] arrived in Japan to steal a jewel called the Cherry Sapphire, [[Inspector Zenigata]] of the ICPO asked to use some of Inspector Meguire's officers as part of a plan to prevent the theft. After seeing Miwako eagerly volunteer to join Zenigata's team (as Lupin was her first love), Takagi took part in the operation as well. However, at the scene of the planned crime, it was revealed that Takagi was actually Lupin, who had replaced Takagi after stealing his clothing and identity. After the heist, [[Yumi Miyamoto]] and [[Naeko Miike]] discovered the real Takagi stripped, bound and gagged inside a parking garage.

Eighteen years ago, when she was still at elementary school, Miwako lost her father, [[Masayoshi Sato]], in a traffic accident as he was about to deliver a bank robber to the police - an event that marked her life. She eventually became a police officer on her own and now works alongside [[Inspector Megure]], [[Ninzaburo Shiratori]], [[Kazunobu Chiba]], and especially [[Wataru Takagi]] in the Tokyo police district.

Although Sato generally follows order from Megure, at one point she secretly asks Takagi investigate a case and not reports to the police department on their whereabouts, which almost leads to their fatality.

Sato's first love interest was [[Jinpei Matsuda]], whom she only got to know briefly due to his death in a bomb explosion. Although she denied it at first, she finally acknowledged her feelings for Takagi, which made him the outcast among the other jealous police officers who were interested in her, especially [[Ninzaburo Shiratori|Shiratori]], at first (although he supports their relationship now). == Personality ==
Sato is considered one of the most dangerous members of the police, being not at all afraid to get tangled with dangerous men in fights, which she almost always wins. She has a strong sense of justice, and hates criminals who take lives for an idiotic reason. She does have a softer personality, in which she is very friendly with the [[Detective Boys]], and especially [[Conan Edogawa|Conan]], whom she considers is a big help in difficult cases. When in action, however, Sato can be quite reckless and daring, which has earned her the title 'The Silver Witch' among car racers on Mount Fuyuna due to her driving style.<ref>Manga Chapter 663: The True Identity of the Witch</ref>. Sato can also get highly emotional if cases involve people close to her, like Takagi and Matsuda.

== Plot overview ==

Miwako's first appearance was in Episode 130, and in manga File 190, where she is seen trying to arrest the culprit's accomplice along with other police officers, but failed.

This case is the very beginning of the long and enduring love story between Miwako Sato and her fellow police officer, [[Wataru Takagi]].

One night, Sato and her best friend [[Yumi Miyamoto]] from the traffic department have a drink together. In her drunken state, Sato unknowingly reveals to Yumi the person that she has feelings for. However, when she wakes up, she doesn't remember the exact details of what she has told her friend. The next day, Sato arrives at the Police Headquarters and meets up with detective [[Wataru Takagi|Takagi]], who is talking to the [[Detective Boys]] at the time. She asks Takagi who the children are, only to be mistaken by them that she is his girlfriend. However, both of them deny this. She also wonders if Takagi has heard anything from Yumi, without knowing that her friend has already told the police officer about what happened the previous night, saying that the person whom Sato likes is "someone from the first investigation division".

Later, the bank manager from a recent bank robbery case comes to see the police. During his phone call to his wife, everyone hears her sudden scream. Sato immediately drives Takagi, Conan and the manager to their house, only to discover the wife's stabbed body instead. The person to be in charge of this murder case is Inspector [[Ninzaburo Shiratori]], a police officer who has just been promoted recently. Sato sarcastically congratulates Shiratori on his rapid promotion, and jokingly comments that he may as well consider her "a possible wedding match", without knowing that this statement has raised a major misunderstanding from Takagi, who thinks that she really has affection for the new police inspector.

With the help from Conan, the trick and the identity of the killer are uncovered, and the case goes to an end. When all is done, Shiratori invites Sato to have dinner with him at a restaurant that he knows, but she turns down the offer, saying that French cuisine isn't her favorite. She instead invites Takagi to go out and eat ramen together. Just as the misunderstanding earlier is about to be cleared and Takagi finally has the chance to be with Sato, a drunken [[Juzo Megure|Megure]] suddenly appears and suggests to them to go out for a drink with him at a bar. Sato immediately approves of the idea despite the other invitation to Takagi, thus raising another serious misconception: Detective Sato has special feelings for Inspector Megure.

In the course of chasing down Higashida, a suspect in a murder case, Sato corners him in a public bathroom and manages to cuff him to herself to end any further escape attempts. However, she soon discovers that she has accidentally cuffed them around a toilet pipe, meaning neither of them were going anywhere. When Higashida protests his innocence, and that he has to catch a plane the next day to attend his daughter's wedding, Sato relies on Takagi and the Detective Boys to find the true culprit without alerting headquarters to the embarrassing situation - headquarters, meanwhile, launches a hunt for the apparently missing Higashida, Sato and Takagi. While Takagi and the Detective Boys are able to unveil the true culprit, proving Higashida innocent, they also discover that the building that Sato is trapped in is due to be demolished by Agasa using the Tropical Rainbow device, an experimental bomb that detonates with a multicoloured explosion. Conan manages to subdue Agasa before he hits the button using his [[Power-Enhancing Kick Shoes|power shoes]], and Sato is cut free - though naturally the embarrassing situation was found out. Sato also finds herself having to explain to Takagi that she only sees Megure as a father figure - much to Takagi's relief.

It is the last day before the case of Sato's father's death - a murder/robbery - hits the statute of limitations, allowing the culprit to leave scot-free. Sato intends to solve both this case and a serial arson case currently ongoing in the city, promising Takagi a request if they are successful. In the course of investigating, Sato gives Takagi her father's handcuffs to use, being as hers had to be broken to release her during the [[Metropolitan Police Detective Love Story 2|Innocent Suspect case]]. However, the arsonist attacks Takagi and uses the cuffs to restrain him to a set of window bars in his final target building. As midnight approaches, Sato - unaware of Takagi's predicament - sits down with the culprit of her father's murder, and once midnight has passed he reveals to her the entire story. At this point, Sato reveals to him that given that time outside Japan does not count towards the statute of limitations, and he had spent time in Italy since the crime, the time limit had been extended some. While the suspect knew this, upon returning to Japan from Italy a flight delay due to bad weather caused his arrival time to fall just after midnight the day after the scheduled time - meaning there are in fact still twenty-four hours in which he could be charged, and he had just given a full confession. He is promptly arrested.

Sato is then informed of Takagi's situation, and returns to the warehouse where the arsonist - subdued by Conan - has struck. Takagi has managed to escape by breaking the window bars off the frame - being unabl;e to bring himself to break Sato's father's handcuffs - and he collapses in Sato's arms, but ultimately survives. Once he has recuperated, he uses his request to ask Sato out on a date - which she doubles with tailing a suspect, to Takagi's annoyance.

Takagi returns his disguise to his car, shortly before a bomb explodes underneath the car. Sato attempts to pull him out, suffering burns on her hands, before Miyamoto informs her that Takagi had in fact gotten away. With the help of Conan and the Detective Boys, it is determined that the allusions to the previous case and the bombs are all false flags and this is in fact a robbery targeting the postal service - the police organise a sting and the offenders are taken in.

Later, Sato suggests to Takagi that they should cancel an upcoming date as everyone who Sato cares about, including her father, an old teacher, a club senpai and (though she does not say out loud) the officer that died in the previous bombings, seems to disappear and she would prefer not to live through such pain again. Takagi struggles to reveal his feelings, and ultimately - in front of the Detective Boys, Shiratori, Miyamoto, and a significant portion of the police department - agrees that their relationship should remain professional, much to the audience's chagrin. Though Takagi tries to get her attention as she walks away, Sato merely waves.

During this case, Sato was having many flash backs of her former crush, Jinpei Matsuda, who was killed during a bombing incident. When the bombing started to involve more familiar police officers (including Shiratori), she became very worried for Takagi. When Takagi and Conan were trapped in an elevator with a mercury lever bomb, Takagi told Sato that he and Conan would have to remain and die with the bomb to get the name of the location of a much bigger bomb. She tried to force her way through police to get to Takagi, but failed. However, the bomb was disabled by Conan at the last second. Later after apprehending the bomber, she chased and attempted to kill him, being fully taken in with the impulse of revenge. At the last moment before she would have killed him, Takagi tackled Sato and even smacked her in the face to make her regain her senses. Takagi and Sato then almost kissed, but the arrival of Inspector Megure broke the moment.

Sato and Takagi had agreed on going out to a spa as soon as a difficult case (involving a serial killer whose cases are about to caducate) that they were working on (alongside Megure, Shiratori and Matsumoto) was resolved. Takagi gets very fired up and decides to work harder than usual; their seniors, however, see it as a terrible signal since officers who behave like that often end up dying in the line of duty, which greatly worries Sato. This bad omen almost becomes true when Takagi ends up being shot, with only a mahjong tile he carried in his pocket saving him from death. Sato is greatly relieved when he survives, and they ''finally'' can share a kiss.

During ''Captured in Her Eyes'', Miwako was a target of a serial killer. She thought she was safe, but when she and Ran went to the bathroom, a blackout in the hotel occurred. A gunman then came into the bathroom, and she jumped on Ran to protect her. However, she was shot several times and put into a coma. This incident caused a large deal of grief for Ran and Takagi, even going as far as to make Ran completely lose her memories. She was given by doctors a 50% chance at surviving due to one bullet stopping extremely close to her heart. Luckily, she survived.

====[[Lupin III vs. Detective Conan: The Movie]]====
After the international criminal [[Lupin III]] announced his intention to steal a jewel called the Cherry Sapphire, [[Inspector Zenigata]] from the ICPO put together an operation to prevent the theft. Miwako eagerly volunteered to join Zenigata's team, relishing the chance to capture her hero. During the operation, she actually managed to handcuff Lupin, but lost him after he electrocuted her. Though weakened from the electrical attack, Miwako pursued him into the subway tunnels underneath the city, but was nearly killed after collapsing on the train tracks. Impressed with her tenacity, Lupin returned and saved Miwako from being hit by the train, before disappearing with the sapphire.

Since their first meeting, Takagi was revealed to have strong romantic feelings towards her, but it was unknown if Sato felt the same way as she was shown to be quite oblivious to his feelings for her. However as time went on, their relationship slowly grew and they soon became more closer towards each other as Takagi learned more of her past, including the death of her father. Eventually, Sato finally realized her true feelings for [[Takagi]] when she was nearly force to marry Shiratori. Their relationship gradually develops as the series continues. However their relationship became threatened when Sato revealed she still hadn't completely gotten over the death of her former love, Jinpei Matsuda. However, after finally confronting the man who killed him and after being comforted by Takagi, Sato was finally able to move on with her life and renew her relationship with Takagi. At present, Takagi and Sato are very much in love, having kissed at least thrice.
