Situation
Daizo Kurokawa, a wealthy heart surgeon, was murdered in his own home, hit over the head with a statue. He left a dying message, grabbing the keys of his computer keyboard: JUN.

InfoBox Crime

Kogoro, wrongly of course, deduces that the dying message pointed to the victim's second wife Mina, saying that "JUN" means June and since June is also called "minazuki" or dry month and Mina was born in June, he wanted to leave a hint that he was murdered by his own wife. Mina is furious. Conan hits Kogoro with his stun-wristwatch and begins explaining the actual facts of the case to the police and the three suspects.

<spoiler>

The actual murderer was Manami Nagazawa, the housekeeper of the Kurokawa family. The message wasn't supposed to be "JUN" because the computer keyboard was set to romaji instead of hiragana when the dying victim typed out his message. Switched to hiragana, the message reads "Ma-Na-Mi". Conan also makes Manami show everyone a bloodstain on her sock and she confesses. Her motive was revenge for her late husband, who died after a heart surgery performed by Daizo while he was drunk last year. Manami says she tried to find witnesses that Daizo got drunk before the surgery, but his colleagues were too scared to come forward. So, she decided to work for Daizo as a housekeeper and planned her revenge for this day, the first anniversary of her husband's death.</spoiler>

Then, Conan goes to Professor Agasa's house, Conan looks through his mail and finds an unusual-looking letter adressed to Shinichi Kudo, inviting Shinichi to a party.
The letter was sent by famous architect Teiji Moriya. Conan decides to call Ran using his Voice-Changing Bowtie and tells her about the invitation, asking her to go to the party in his stead because he is "too busy with his case" and that Kogoro and "that boy who lives with you" can join her as well.

Ran accepts, under the condition that Shinichi joins her for a movie the following Saturday. Conan, horrified, tries to get her to agree to a later date but she insists it has to be on Saturday, May 3. She also asks "Shinichi" if he prefers red or blue. Conan, confused, replies red is his favourite colour and says goodbye to Ran. He has no idea why Ran insists on meeting Shinichi on May 3. On the way home, he meets Megure who introduces him to another constable working in his department, Ninzaburo Shiratori.

At home, Ran tells Conan and Kogoro that she is going on a date with Shinichi on May 3. She wants to take Shinichi to a late showing at the cinema and, at midnight, surprise him with a red polo shirt because he said red was his favourite colour. Conan suddenly remembers that Shinichi birthday is on May 4. Ran also explains about the tea party invitation and Kogoro isn't exactly enthusiastic about going, so Conan comes up with a trick to convince him.

On April 29, Kogoro, Ran and Conan attend the tea party at Teiji Moriya's house and explain that Shinichi couldn't make it, but Kogoro came instead, delighting their host at having "another famous detective" as his guest. Moriya greets his guests and gives them a riddle, telling everyone that whoever solves it first gets a private tour of his gallery, with the photos of fourteen works. Conan quickly figures it out and Moriya takes him and Ran upstairs. They chat with the famous architect and Ran says that she is going on a date with Shinichi and they will go watch a film in a building designed by Moriya.

The following day, Ran goes shopping and Conan meets Professor Agasa, asking for his help because he has no idea what to do about his date with Ran. Agasa's TV is on and they watch the news. Someone stole a large quantity of octane from a plant, a gas used to make plastic explosives.

Worried, Agasa switches the TV off and his phone rings suddenly. Someone using a voice changing device asks for Shinichi so Agasa hands his phone over. The unknown caller explains that he is the one who stole the octane and asks for Shinichi's phone number. Conan gives it to him and the man tells him "go to Greenbelt Park or the kids will die."

Conan hurries to Greenbelt Park and sees his friends Genta, Ayumi, and Mitsuhiko playing with a remote controlled plane. Mitsuhiko explains to Conan that a strange man with a beard offered the plane to them. Conan has a closer look and notices that there is a bomb attached to the plane, telling Ayumi to let go of it immediately. Ayumi drops the toy and the antenna on top of the plane breaks, causing it to begin flying around uncontrollably. Conan uses his Power-Enhancing Kick Shoes and kicks the controller into the plane, blowing it up.

Conan, Ayumi, Genta, and Mitsuhiko escape in time. When Conan looks at the flames created by the exploding plane, he realises that the bomb was actually filled with plastic explosives and that this was a serious incident.

As he goes home, his phone rings again and someone says there is going to be another bomb waiting for him.
This time, Conan suffers several injuries in the explosion.

Conan locates the second bomb and only just about gets it to a deserted place before it blows up. He is knocked back by the blast and hits a tree, falling unconscious.

Conan wakes up in hospital. Agasa says the culprit could have a grudge to settle with Shinichi and Megure agrees. They try to remember Shinichi's most famous cases to see if that provides any hint to the bomber's identity. Megure recalls a past case that was solved by Shinichi.
Shinichi was called by Megure to help investigations.

<spoiler>Shinichi said the evidence didn't prove that Kohei was driving when the accident occurred and that he could be covering for his father, Mayor Okamoto. The evidence would support this.</spoiler>

There has been another bomb threat, this time somehow related to the train system. The threat carried another cryptic hint, "X the XX".

{{InfoBox Crime
Conan figures out the hint- the bombs are located "between" the "rail tracks" ("X" the "XX") based on the bomber's other hints to keep the trains going above 60 km/h and that the bombs would explode at sunset. They realise the bombs are using solar power to reset their timers. As sunset approaches, the police help navigate the trains off the tracks and are able to safely recover all five bombs.

Megure and Shiratori, together with Conan and Kogoro, go to question Moriya.
Resolution
<spoiler>Conan figures out that the famous architect Teiji Moriya has been the bomber all along. He was driven to this due to his obsession with symmetry. His plan was to blow up his older, less symmetrical works (Kurokawa, Mizushima, Yasuda, and Akutsu buildings, and Sumida canal bridge) and replace them with symmetrical structures (all of the bomb targets were either at or near buildings he designed). His hatred for Shinichi is due to the fact that, because of him, Mayor Okamoto (who supported his "Perfect Nishitama City") was arrested, and his building plan was stopped. With his crimes exposed, Moriya attempts to detonate the bombs inside his house, but is stopped when Conan reveals that he removed the batteries earlier when he planted some fake evidence (Moriya's disguise outfits) to lure him into spilling the beans. However, Moriya taunts the group that he has "one more" place that he wants to destroy.
Since the last and most gigantic explosion will occur at 0:03, it's now up to Ran to disarm the bomb by herself.
}}

Several bombs are revealed to be in the mall where Ran is. They explode and many civilians get trapped in the building. Conan (who enters the building after the first explosion) contacts Ran (using his tie to mimic his Shinichi voice) and tells her that she must find and disarm the last and largest bomb. Ran finds the box with the bomb. Conan, who is now separated from Ran by a damaged door, guides her through cutting various wires using plans left by Moriya. Ran is down to two wires, a red one and a blue one. The plans do not include any instructions regarding these two wires. If the wrong one is cut, it would result in the bomb detonating.

Conan loses hope, since this means that there's almost no way to keep the bomb from exploding, and tells Ran to do as she likes, since they are going to die together at this rate. Conan is then found by rescue workers and taken out of the building while realizing then the red wire is booby-trapped. However, Ran can no longer hear Conan's instructions, so he believes her to be in trouble. To his surprise, Ran cuts the "blue wire" and saves everyone. While Kogoro has all credit with the press for the resolution, since Shinichi has of course requested to not reveal his involvement and then he left to believe the culprit's target was Ran's father, Conan asks Ran why she didn't cut the red wire (her lucky color). She replies that she didn't cut because she didn't want to sever the red string of fate between her and Shinichi.

The movie ends with Conan remarking that there is no "red string", and mentions that it's because "it's no use... as long as I'm Conan".</spoiler>
Agasa even mentions that a speed detector could be related to the detonator, which is a direct and clear reference to that film.
* First visible proof of Conan having a phone for just Shinichi, which is probably different from Conan's phone, although this is not canon.
Case
Situation
Shibuya, Tokyo, is bustling with the Halloween season. A wedding is being held at Shibuya Hikarie, and members of the first division of the Metropolitan Police Department, Kogoro, Ran, Sonoko, Conan and the Detective Boys assist to the marriage of Takagi. Sato in a bride dress enters the room, accompanied by superintendent Matsumoto and the priest asks the couple to pronounce their vows. Just before Sato can make hers, a group of armed men bursts into the room. One of them manages to walk up to Sato and tries to shoot her, but Takagi leaps in front of him, protecting Sato and taking the bullet, much to Sato's shock. It turns out that everything was fake, as it was a police drill held by Megure, diguised as the priest, and Kogoro in planning of former first division superintendent Tsutomu Muranaka's marriage. Nevertheless, in Sato's eyes, the image of the grim reaper that she had seen when Jinpei Matsuda, the man she had been in love with, had been killed in a series of bombings three years ago, overlapped with Takagi's.

At the same time, the same serial bomber that killed Matsuda escapes from Fuchu Prison. Rei Furuya/Tooru Amuro, a member of the public safety police, is hunting down the man who killed his classmate along with his subordinate Yuya Kazami. They manage to corner him in an elevated parking lot, but he reveals that he has a collar bomb around his neck. Before they can react, the liquids on both sides of the bomb touch which triggers the bomb, instantly killing the bomber and projecting the two agents away. Furuya wakes up shortly after, and catches Kazami's unconscious body before it falls off the guardrail, but a mysterious masked person puts a collar around his neck, the same collar the serial bomber wore.

Back at Professor Agasa's house, the Detective Boys are preparing their Halloween costumes and are whining about the marriage being fake when they hear a loud blast. Rushing to the back of the house, they see Agasa next to a crater caused by a new update he made on Conan's ball-dispensing belt, letting it adjust the size of the soccer balls he can throw. The Detective Boys then head to the Metropolitan Police Department headquarters to meet Kogoro, who promised to take to out to eat after his meeting for the security committee. After reaching Kogoro, the group walks towards the restaurant, but a foreign man with a broken bloodstained tablet passing them drops a piece of paper. Haibara picks it up and catches up with the man to give it back to him. The man's tablet suddenly turns red and it explodes, sending Haibara on the boulevard. Kogoro runs into circulation and manages to save her, but is hit and injured by an oncoming truck. Later on, the police arrives and tend to Haibara's minor injuries while bringing Kogoro to the hospital.

Conan asks Haibara if the man told her anything, and she replies that he thanked her in a Russian accent. The man, who died instantly, is revealed to not have many possessions on him that could identify him, and even the piece of paper from earlier was destroyed. Near the tarp covering the body, amongst the crowd, a blonde-haired woman weeps. The forensics officer at the scene finds a business card and hands it over to the group, who find a familiar name on it: Jinpei Matsuda, a former detective from the bomb squad that stayed one week in the first division, before dying in a serial bombing case three years ago. The detectives then try to find a correlation between the business card and Matsuda, and ask Sato, who was the paired with him, if she remembered anything about the business card. Sato replies by the negative, and locks herself in her office, but is followed closely by Conan, who knows she knows about it. Sato accepts Conan's help to find when Matsuda could have given the business card. Matsuda was transferred on October 31, and was busy everyday until the 6th of November, but died on the 7th. It would have thus meant that he had handed the card on the 6th. Suddenly, Sato remembers that on the night of the 5th, she saw Matsuda with a rosary, which meant that he went to the cemetery that night, and that he could have handed out a card at that moment. Both figure out that he went to his colleague Kenji Hagiwara's grave, who was on the same bomb squad as him and died seven years ago from the same bomber.

At the grave, located in Gessan Temple's (月参寺) cemetery, Sato and Takagi ask the priest who went to the Hagiwara's grave, and he tells them that a man named Furuya went there every year and that he was a former member of the forces with Hagiwara. Both then try to search in the police database, but his name is nowhere to be found. An injured Yuya Kazami then comes and interrupts their investigation, saying that the PSB will take over the case. This infuriates Sato, and when Takagi tries to calm her down, they get into a fight, which makes Takagi feel helpless. Shiratori, Takagi's former rival in love, who was next to them, says that right now he is the only hope for Sato, which gives him confidence again. In the evening, Conan and Ran visit Kogoro at the Hibiya Hospital, and there they meet Muranaka along with his future wife, Christine Richard from France. They discuss at the café about how both met and they also reveal that they went to see Kogoro so he could give a speech at their marriage, since Christine is a fan of his. Both convene to meet Ran and Conan the next day to see Halloween decorations around town. After the couple leaves, Ran decides to stay at the hospital to watch over her father, and Conan tells her that he will stay at the professor's for the night, reassuring her. After Ran leaves, Conan confronts the two PSB agents secretly spying on him.
Resolution
<spoiler>Plamya's identity is Christine Richard. Christine revealed herself to be Plamya and attempted to kill all the people in the wedding hall, but ultimately failed. Christine retreated to the rooftop to escape via helicopter, but was stopped by Conan who revealed that he had figured out her motives.

Conan reveals that she had done all this to kill the four officers who had managed to stop and nearly capture her three years ago. Date, Matsuda, Morofushi, and Furuya had managed to disable her bomb and injure her right shoulder before she escaped and ultimately went into hiding. She vowed to get revenge, unfortunately for her three of her targets had died and the only one still alive was Rei Furuya. So she decided to free the serial bomber who killed Matsuda to lure him into a trap and placed the bomb around his neck.

She also purposely sent Conan and the Detective Boys to the building with the bomb, because she heard Ran talking about how one of the kids had gotten hold of the note that Oleg Lavrentyev had that revealed her identity and the location of her next attack. She had killed Oleg because he was headed towards the police headquarters, she had hoped that he would meet back with his sister and the other mercenaries but he instead went to the police so she was forced to kill him. Christine wanted to get married because she wanted to remain as a Japanese citizen because Yelenika Lavrentyeva and her mercenaries had been chasing after her all across the world. She was hoping to get married and have Plamya gone away forever, never to be found.

Just as they are finished talking a helicopter arrives, it is then that Plamya reveals that she had planted her chemicals inside the Halloween lanterns decorating the streets. When the lanterns burst, the chemicals would pour out onto the street and once they mix it would cause a massive explosion that would take out all those who know her true identity. Suddenly, the pilot reveals himself to be Rei Furuya who disables her by striking her shoulder where the bullet is still lodged. In a last ditch effort, Christine throws a grenade in the air but Conan manages to stop it using his super kick shoes and anywhere soccer ball belt.
But luckily Furuya's companion had managed to remove the bomb thanks to Conan’s efforts after getting a sample of the liquids used in the bomb. The bomb explodes in the helicopter and Furuya manages to jump on and engages Plamya in hand to hand combat, while they do the helicopter crashes into the ground.
Conan and the detective boys work together to set the new soccer ball belt to stop the chemicals from mixing, although they have some trouble they are able to tie down the suspenders with help from Yelenika, Muranaka, Dmitri and Grigori. Conan activates the belt that dispenses an enormous soccer ball that is the size of a building, but the supports start to break down from the strain. It is then that the rest of the Russian mercenaries arrive to assist them and manage to tie the down the suspenders to sturdier supports. Together they manage to stop the chemicals from mixing together stopping the explosion, Yelenika and her mercenaries then disappear.
Anime to movie changes
* In the anime version, the bombings that took the life of Hagiwara and later Matsuda both happened on January 6, the same as the airdate of episode 304 (January 6, 2003). In the movie, similar to the original manga, the bombings happened on November 7.

Trivia
* The movie is a commemorative work for the 100th anniversary of Shogakukan.
* This is the first movie to be produced under the name TMS/Studio 1.
* The movie made 1.9 billion yen in the first three days, and earned a total of 9.25 billion yen from its regular domestic run. After the "Halloween Revival" screening, the movie earned a total of 9.78 billion yen, making the movie the 2nd highest grossing film of the franchise.
* The special guest voice actor for this movie is actress Mai Shiraishi, a former member of the Japanese idol girl group Nogizaka46, who voiced Yelenika Lavrentyeva.
* Gosho Aoyama stated scenes where Yuya Kazami tried to remove the collar bomb around Furuya's neck were cut to shorten the movie runtime.<ref>Fragerunde mit Gosho Aoyama: DAY2023. ConanNews.org (in German). 16 February 2023. * Gessan Temple (月参寺) takes its name from the magazine Monthly Shōnen Sunday, also called "Gessan" (ゲッサン).
*The scene where a young Shinichi and Ran meeting a young Rei, Hiromitsu, Kenji, Jinpei, and Wataru was canonised to the Shinichi, Ran and the Haunted House case but since the movies are not canon that means it is a different version of that scene for the manga as the manga version however modifies the scene and expanded its content.
In the meantime, Kogoro, Ran, and Sonoko have come to Singapore to cheer on the strongest karateka with a streak of 400 consecutive victories, Makoto Kyogoku, who is fighting in a karate tournament held there. Conan, who doesn't have a passport and can't travel overseas, was supposed to stay at home. He begs for Haibara to give him the antidote for him to transform to Shinichi, but she refuses.

Later that night, while Conan goes out for a walk, Kid, disguised as Ran, sneaks up behind Conan. Conan notices her, but then gets captured. Conan, realizing he is trapped in a suitcase, uses a pen to poke the zipper and he promptly gets out. Looking around, he realizes that he is in Singapore. Conan also realizes his body color got darker.

Conan tries to look around for Ran, but notices Shinichi, who is really Kid in disguise, is here as well. Shinichi/Kid makes brief talk with Ran and Sonoko, and then goes over to Conan. Kid tells Conan about his mission and the sapphire. The task is a bit special, so he bought Conan over to help him. Conan refuses, but Kid tells him how he transported him over, and that he will not be able to get back to Japan, gets his glasses, wristwatch and clothes, amongst others unless Conan helps Kid.

At this moment, Ran finds Shinichi and notices Conan. Ran, who doesn't realize who he is, asks him his name and he improvises the name Arthur Hirai. Meanwhile, Sonoko texts for Ran to meet her at a place. She is texting Makoto as well when Reijiro Nakatomi and his bodyguards pass by in her path. Sonoko argues with Reijiro, who is surprised by her attitude, but then Makoto comes and defeats all of Reijiro's bodyguards. Reijiro quickly escapes.

The group and Arthur briefly talk under a bridge. Makoto tells them that because his sponsor Sherilyn died, he cannot fight the final round in the karate tournament. Sonoko then agrees to be his sponsor.

As they walk back to the hotel, Rishi Ramanathan approaches them. He asks Kogoro to solve a case for him, but Kogoro refuses as he is on vacation. Shinichi/Kid tells him the benefits of becoming friends with a reserve police officer, benefits that Kogoro likes the most, so he agrees. Rishi then shows him Kid's notice.

Meanwhile, at a villa, Hezli Jamaluddin assures that he will beat Makoto in the tournament.

Rishi and the group arrive at the villa. Rishi explains to Kogoro about the sapphire, mentioning the gem is in the basement. They go downstairs, and Zhon Han Chen arrives as well.

Leon enters the safe room with his fingerprints, showing the group its impenetrable security. He fumbles with the computer, and one of the safe boxes comes down from near the ceiling. The sapphire, along with the karate belt, is then shown to the group. When nobody was looking, Kid takes out an invisible marker and marks the particular safe. When he finished, he shook hands with Leon, promising to protect the safe and gaining Leon's fingerprint.
Chen organized a world karate tournament to decide who will get the jewel, which was stored at Lowe's hyper-security vault, but Kaitou Kid had different plans. He will steal it, and by any means.
}}

That night, Kid flies down to the villa and proceeds his heist. He bypasses all the guards, security cameras, and hidden lasers. Kid unlocks the safe room with Leon's fingerprint that he retrieved earlier, finds the particular safe box, and prepares to steal the sapphire. However, he is then confronted by Leon, who was waiting for Kid in the safe room. The two make a brief conversation, while Jamaluddin sneaks up from behind. Kid manages to dodge his attack, but then Leon shoots Kid with a stun gun. Leon and Jamaluddin leave the safe room, with Kid unconscious.

All the safe boxes in the safe room are suddenly covered with protective metal, and the room shrinks in size. Water rises from the bottom of the safe room, which was intended to drown Kid. He however escapes to ground level. A guard spots him and the alarm sounds. Kid escapse all of the guards, but as he is about to escape, Makoto shows up to fight him. As Makoto is about to defeat Kid, a soccer ball rockets towards him from nowhere. Kid manages to escape while Makoto is distracted by the ball. From atop a building, Conan checks out the scene with his gadgets. The soccer ball was kicked by Conan.
Kid picks up Conan and tells him the situation. For many years, Leon Lowe, a criminal behavior psychologist, had been aiming for the legendary secret treasure sapphire buried in the seabed for a purpose. However, when he was so close to retrieving it, Zhon Han Chen found the sapphire. Someone may have hinted the location of the sapphire. Leon also had a lawyer, Sherilyn Tan, but they broke their relationship. So Sherilyn decided to become Makoto's sponsor, so Jamaluddin could not win the tournament. If Jamaluddin did, then the sapphire would then belong to Leon. Thus Sherilyn was killed. The police are suspicious of Leon, but he wasn't on the list of suspects. They think Kid could be the killer, since there was a Kid card found on the elevator. Kid then brings Conan back to the hotel.

Meanwhile, in a pub, Kogoro is drinking when Rachel Cheung comes and gives him a business card, telling him to meet her at the sports center tomorrow.

The next day, the group goes to watch the Zhonan Cup. Jamaluddin defeats all of his opponents. Kid says he won't make a move if the sapphire goes to Makoto. Makoto then arrives and fights his first match. He immediately punches his opponent out of the arena. Ran gets a call from Kogoro, who cannot enter the stadium. Rishi comes over and lets him in. He decides to take them to view the safe. Shinichi/Kid finds this as another opportunity to observe the security enforcements and steal the sapphire.

Rishi tells them, the password to the safe changes every 10 minutes, and is only sent to Inspector Mark Aidan, Rishi and Leon's cell phones. Rishi explains that the safe room seem empty but actually the floor is equipped with weight sensors and the ceiling is equipped with security cameras. The safe room is surrounded by police as well. Suddenly, Kogoro remembers the card Rachel gave to him at the pub. Conan tells him that it’s Leon’s card, on the back which writes for him to meet at the stadium’s exit 3 at 3 pm. It’s almost 3 pm, so Kogoro and Arthur rush over. Kid, meanwhile, has found a way to steal the sapphire.

Meanwhile, Makoto is in his changing room. Leon enters, congratulating him on the match today. He jokingly asks him to be his bodyguard. Makoto proceeds to leave, but then Leon gets serious: he asks why Makoto’s fist is existent. He says his fist will lead to others, including loved ones, suffering. Leon proceeds to say good luck and leaves the room. Sonoko enters and takes Makoto out for lunch. Ran decides to stay because Shinichi/Kid wants to guard the safe.

Outside of the sports center, Inspector Aidan is talking to his guards when Rachel accidentally bumps into him. They apologize to each other and Rachel continues on her way. She then receives a text message. She walks back to Aidan and apologizes one more time, while slipping the phone into his pocket no one noticed. Rachel then goes the safe entrance, and tells the guards that Aidan is calling them, and that she can guard the safe in the meantime. They agree.

Kid, disguised as Rachel, proceeds to his heist. He attaches a device showing the safe and altering the security cameras, and grapples into the room. As he proceeds to cut the glass surrounding the sapphire, Rachel's body falls out, surprising Kid. The alarm sounds and Kid has to but escape. Before that, however, he notices that Rachel wrote something with her blood, but he doesn't have time to check. The safe door is closing. He escapes the safe room at the last second. Guards rush from one hallway. Kid backs off and discards them with a card gun. Aidan and his officers surround him. Kid shoots a grappling hook in Mark's direction, bypassing him and his officers. They stumble into a mess.

Aidan has not given up yet. He commands his officers to give chase. Kid lands on a small street, thinking he has escaped the police. Suddenly, officers arrive and before Kid can take his card gun out, they shoot him.
Kid, after being shot, lays down behind a building by the pier.

Sonoko and Makoto had just finished eating lunch. As they prepare to go somewhere else, a burly man knocks into her and drops his lunch. He blames Sonoko for the incident, but Makoto stops him and they fight. While Makoto fights him and his gang, Sonoko runs to a nearby police car. Two police officers fell out from the vehicle, unconscious, and the car crashes into Sonoko. Makoto rushes over and realizes what Leon told him earlier was true.
At the Singapore General Hospital, Leon arrives and sends a bouquet to Sonoko. He then tells Makoto that the gods are testing him, and he is not ready yet. Leon gives Makoto a wristband. Should the wristband break, he will gain the power. Should he use his fists before the wristband breaks, the bad will happen.

Kid dresses his wounds behind a building, the police thought he was dead so they stopped searching for him, while he talks to Arthur. He gives back Conan's gadgets and flies away.

While Rishi is preparing to go home, he sees Arthur alone. Arthur asks if he could stay at Rishi's house for the night. Rishi agrees.
Rishi logs on to his computer to study the info Mark gave him. Arthur shoots him with his Stun Gun Wristwatch and proceeds to check all the information Rishi gathered.

Leon and Jamaluddin meet with Eugene Lim at a small pier. Kid takes this chance to take photos of Leon and Eugene.

The next day, Jamaluddin is seen to defeat all his opponents and proceed to the final round. However, Makoto resigns to stay with Sonoko. He is afraid that the thugs will attack them again, and he cannot use his fist. Sonoko is angry and tells him to leave.

Arthur meets up with Shinichi and reveals the information he found on Rishi's computer yesterday night.

According to a witness, Sherilyn Tan indeed fell in the shopping mall, but she could have been stabbed in an elevator in Tower 3. The murderer chose to kill her in an elevator, because she would have nowhere to run. Leon had booked both his and Sherilyn's rooms. When the incident happened, many people witnessed Leon to be in another elevator. The police confirmed that he was not at the crime scene when it happened, so they cleared him from the list of suspects. Leon was carrying a piece of luggage, but it was empty. He was just retrieving the luggage from a shipment, which was confirmed as well. Kid's notice on the elevator had been stuck there with fake blood, and Rachel was killed in an attempt to frame Kid. The guards could not have moved Rachel's body into the safe room because they could easily activate the sensors or get caught by the security cameras. Thus Leon is the most suspicious individual as he has access to the safe.

Leon could have forced Makoto to resign and not fight the tournament, so Jamaluddin could win and the sapphire would belong to Leon. Conan asks why, and Kid shows him a photo of Eugene. Conan asks Haibara to search up the identity of the man.

Leon sees Jamaluddin win the finals. He then has flashback when he explained to Zhon and other council members about his plan of building a new city. Zhon and the rest laugh him off, but Leon has not given up.
Arthur and Shinichi find Kogoro at a pub. Arthur takes a gold Nakatomi coin out of Kogoro's passport holder and runs away. They watch a news report of Nakatomi visiting Singapore. Arthur gets a call from Haibara, who has found the identity of the man, Eugene Lim. Arthur asks Haibara to search for all Nakatomi ships nearby the pier and their routes. She reports back that there are two cargo ships and one oil ship nearby. However, the oil ship is not on its planned route. Arthur then asks for Haibara to send the information of that ship to him.

Arthur explains to Shinichi how the gathered clues can be put together: "SHE" can also refer to a ship, and the Nakatomi coin refers to a Nakatomi ship. Eugene has hijacked a Nakatomi ship, with the agreement of Nakatomi himself.

The two decide to call Rishi and tell him the situation.
Resolution
<spoiler>Zhon Han Chen found the sapphire and decided to award it to the winner of the karate tournament, but Leon wanted the sapphire, so he sent Jamaluddin to win the tournament and retrieve the sapphire. However, he had to face Makoto, who had Sherilyn as his sponsor. Thus Leon had to kill Sherilyn. Leon was in a different elevator when the crime happened, which created his alibi. The killer is indeed Leon Lowe, while Rachel Cheung was his accomplice. Since Sherilyn's room was very high up, she had to take a second elevator at 34F to go to the ground level. While she was walking to another elevator, Rachel dragged her to her own bedroom and Sherilyn was killed there. Leon put Sherilyn's body in his suitcase and headed downstairs. Meanwhile, Rachel, disguised as Sherilyn, took another elevator downstairs. She had a magic fake knife in her back that raised the minute she walked with Sherlyn's blood on it. She pretended to stumble and fall into a civilian. It was then that Leon activated the bombs, which caused the explosion and blackout. Leon then takes a picture of dead "Sherilyn". Rachel then gets up and takes off her disguise. Leon takes the real Sherilyn's body out of the suitcase and lays it in the exact position. Rachel was shocked by Leon's plan, so she wanted to ask Kogoro for help. Leon knew this and killed her, trying to blame Kid.

Arthur receives the infomation from Haibara. He deducts that if the ship continues on its altered route, it will crash into Marina Bay. Leon wants the pirates to crash the oil ship into the city, destroying everything in the process so he can rebuild the city according to his plans.

Rishi wonders how Leon may have found the pirates, who are scattered all over the world. Arthur explains that the lions spewing bloody water would have made it to the headlines, which would attract their attention. Rishi thinks they do not have enough time to explain everything to the police so he can only but call Zhon for help.

Later that night, Ran prepares to watch a water fountain show.

Meanwhile, Arthur and Shinichi wait atop a bridge. Arthur suddenly gets an update of the location of the oil ship: it is definitely going to crash into the hotel, and it is already very close.

Arthur desperately runs back to the hotel and tries to call Ran, but she does not respond. A few passerbys on the pier spot the ship, and more people gather to see. The ship breaks open the dam and water floods into the pier.

Everyone by the pier and in the hotel panic and try to run away. Ran calls Kogoro and realizes that he is at a pub on the rooftop, not aware of the situation.

Makoto knocks on Sonoko's door and tells her to leave the hotel. She refuses.

Arthur and Shinichi cannot reach the hotel dues to the crowd. Shinichi decides to transform back to Kid and fly over there.

On the hotel rooftop, Leon, Nakatomi, and Hezli discover Kogoro in his Sleeping Kogoro state. Leon activates a bomb, destroying a building in the city. He is confident of his plan, when Rishi Ramanathan walks over and points a gun at them.
A heavily armed team raids and stops the oil ship. Eugene and his men flee.

On the rooftop, Nakatomi begs for Rishi to not to shoot him Rishi opens fire, but does not hit him. Leon is surprised Rishi would do such a thing, and commands Jamaluddin to fight Rishi. He refuses, saying that he was hired only to fight Makoto. Without anything else, Leon protects himself with the sapphire in a container, promising to hand it over to him. Rishi does not care about the sapphire and prepares to kill Leon, but is stopped by Kid. He ties up Rishi.

Ran tries to go to the rooftop. Eugene and his men trail behind.

On the street, the police try to hold back the pirates, who are advancing towards to hotel. Another building in the city is destroyed.

Arthur and Kid confront Rishi. Arthur had been testing Rishi earlier and noticed that he was lying. One instance was that Rishi stated Leon could escape on a plane to another country while the destruction took place. However, Leon was a confident person and would stay nearby to verify his plan. Rishi wanted to avenge Nakatomi for his father's death. He found details of the sapphire while researching an oceanography book, but Leon knew about this and teamed up with Nakatomi to kill him. Rishi's father was struck by Nakatomi's personal boat a few years ago, when he jumped into the water to save a drowning person. Furthermore, Rishi pointed out that Leon defended Nakatomi when questioned by the police, to which Nakatomi gets frightened.
Rishi finishes his talk and Kogoro wakes up. Ran arrives on the rooftop, but is surrounded by the pirates. The pirates take over and hold Arthur, Kid, Kogoro, Jamaluddin and Nakatomi hostage. Leon concludes his plan has failed and handed the sapphire over to Eugene. However, he instead unties Rishi and holds Leon hostage.
Pirates outside of the building siege the bay. The police attempt to fight back.

Makoto breaks open Sonoko's room door and escapes with her, followed by pirates.

Back on the rooftop, Kid suddenly drops smoke bombs, which quickly spread. Ran and Kogoro take advantage of this and defeat many of the pirates, then run away. Arthur activates his gadgets and join the fight as well. Meanwhile, Makoto tries to fight the pirates. However, he cannot use his fists because the wristband has not broken yet. Makoto and Sonoko manage to escape. Arthur backs away from the fight on the rooftop and plunges down the hotel. Fortunately, he is saved by Kid. They discover that the pirates are launching rockets to destroy more of the city. The pirates attempt to shoot him down, but fail. Makoto reaches the rooftop. Arthur tells Kid that if he can break Makoto's wristband with his card gun, Makoto can use his fists again. Kid swoops in to shoot his card.

The card successfully cuts the wristband. Makoto suddenly goes and defeats most of the pirates. Jamaluddin decides to face Makoto in a duel, while a few pirates watch. Meanwhile, Ran and Kogoro face more pirates. Arthur jumps down and creates a furniture inferno that knocks out all the pirates in the way. Kid grapples Eugene's container holding the sapphire. Makoto fights Jamaluddin. Eugene commands the rocket launcher to shoot Kid down, but he shoots a flying Kid dummy, which causes a giant explosion. Kid dives down from behind and ties him up.
The explosion sets most of the rooftop on fire and the roof begins to slide off. Makoto backs off and ties Sonoko to his back. Makoto and Jamaluddin fight their final round. Makoto defeats him. They get serious and the rooftop will fall into the ocean. Everyone can only but to hold on.

The rooftop falls into the ocean and creates a giant wave that gulps up a bridge. Rain falls, putting out the fires. Leon, who awakes from being unconscious, sees the sapphire land right in front of him. Kid decided to give it to him. Sonoko takes off Makoto's band-aid and realizes that it contained a photo of Sonoko and Makoto. Rishi awakes as well and asks Arthur who he really is: Conan Edogawa, detective.

In the mid-credits, Kogoro, Shinichi, Ran and Sonoko are seen in an almost empty Boeing 747 from Japan Airlines while Makoto continue his journey to America. A TV lit on a channel called NNC shows the commented arrest of Lowe, Jamaluddin, Ramanathan, Nakatomi, Lim and his Pirates in Southeast Asia by Aidan and his subordinates. Another report shows Marina Bay Sands being rebuilt with the collaboration of the Suzuki Group while it showed Jirokichi Suzuki with his singaporean associates.

In the post-credits, Kogoro, Sonoko, Ran, Shinichi, and Conan are returning from the Tokyo International Airport Haneda, when Ginzo Nakamori and his team confront Shinichi, who is still Kid in disguise. In the confusion, Conan gets out of the luggage, goes to Professor Agasa and Haibara, and puts on new clothes. Ran discovers that she is holding a fake hand and walks over to them as the police chase Kid. Ran is glad that she can see Conan again.</spoiler>
* Arthur Hirai is derived from Arthur Conan Doyle and Taro Hirai (Edogawa Ranpo's real name), just like how Shinichi came up with the name Conan Edogawa.
* The white swimsuit worn by Ran in the pool is one of those she bought in The Blind Spot in the Dressing Room.
* The vehicles in the car bombing are a 2012 BMW M6 Coupe [F12], a 2016 Mazda CX-9 [TC], a Mercedes-Benz C-Class [W202], and a blue 2018 Cadillac XTS.
* Gosho Aoyama originally planned to have an allusion to Aoko Nakamori with the blue sapphire in the movie, but refrained from it, thinking people wouldn't notice it.
* Gosho Aoyama did as his planned in 5 years later with The Million-dollar Pentagram, Aoko was a supporting role for movie.<ref>Lets Talk with Gosho Aoyama Day#2020<br>
Q: In the director's interview of the 2019 movie (Fist of Blue Sapphire), he talked about how you said, after the movie was finished "It was the blue sapphire so maybe I should've put hints of Aoko there"; if you had done that, how would've it been like?<br>
Aoyama: Ah... See, in the end he'd return the blue sapphire to him. And when he did he did so, saying he didn't need it, he'd said "I've got a better sapphire"...<br>
(Applause from the audience)<br>
Questioner: Yes!<br>
Aoyama: Really!? (laughs) That for real? Well, I thought you wouldn't catch (the reference) so that's why I didn't (laughs) What. So you'd actually welcomed it? Well, imagine it within your minds (laughs)<br>
Situation
Professor Agasa takes the Detective Boys camping. It is a beautiful day and they enjoy a view of Mt. Fuji as well as the newly built Nishitamashi Twin Towers, the now tallest buildings in Japan. Mitsuhiko asks Agasa if they can have a look at the towers on their way back and Agasa agrees. They set up camp and Agasa and Ai prepare rice and curry for everyone. Genta chastises Mitsuhiko for not finishing his rice, saying "there will be consequences from the gods, that's what my parents always say".

At night, everyone sleeps soundly in their tents when Genta wakes up because he has to go to the bathroom. On his way back, he spots Ai in a phone booth. He doesn't think there is anything suspicious about it and runs back to the tent because he feels cold. Ai talks to an unknown person on the phone and says she will go to the Twin Towers and "he" will join her as well. Somewhere else, at the same time, Gin and Vodka finish a phone call in their Porsche 356 A, though it isn't clear if they were talking to Ai. Gin says they are going to the Nishitamashi towers the following day.

In the afternoon, the Detective Boys and Agasa return to Tokyo. Genta complains that his seatbelt is a bit tight and Mitsuhiko replies that that isn't any surprise, after all Genta ate five bowls of rice at breakfast. To pass the time, Mitsuhiko suggests playing the 30 seconds-game. Players have to count down to 30 seconds without looking at a timer and whoever is closest, wins. Ai and Agasa sit the game out. Mitsuhiko goes first and gets 40 seconds, Conan does a bit better, stopping at 27 seconds, Genta gets all the way up to 59 seconds and Ayumi manages a perfect 30 seconds. Genta then asks Ai who she was talking to on the phone the previous night and Ai replies that he must have imagined that. They park in front of the towers, where, to their great surprise, Sonoko, Ran and Kogoro join them, having taken a taxi. Everyone decides to go to the towers together and Kogoro explains that he was invited by the owner of the building, his old college friend Mio Tokiwa. Chinami Sakaguchi, Mio's secretary, greets her guests in front of the towers and explains she is going to take them on a tour of the buildings. She says the Tokiwa Corporation uses all of the floors above the 31st floor and that she will first take them to the Tokiwa showroom on the 2nd and 3rd floor. Mitsuhiko tells Ayumi that Tokiwa specialises in software but deals with everything concerning computers. Yoshiaki Hara, an executive and programmer for Tokiwa, meets them in front of the showroom and presents his newest invention - a machine that can predict what someone will look like in ten years. Ayumi and Agasa try it out first. Agasa looks exactly the same but everyone is stunned by Ayumi's pretty appearance. Genta and Mitsuhiko try the machine out next and aren't sure what to make of their appearance as 17-year olds. Sonoko and Ran decide to give it a go. Sonoko is disappointed, declaring she looks old, but Ran, Kogoro - and quite obviously Conan, who tries to remain inconspicuous - are impressed by Ran's photo, Kogoro says she reminds him of Eri. Mitsuhiko and Ayumi wonder about Conan's strange reaction.

Conan and Ai refuse to participate for obvious reasons, fearing they will be exposed by the machine. Kogoro forces Conan to sit down and have his photo taken and Mitsuhiko and Genta pressure Ai to sit down as well. The machine takes a photo of them but then shows an error message, keeping Conan and Ai safe.

Sawaguchi's phone rings and she tells her guests to follow her to the 75th floor where everything is being prepared for the grand opening party of the towers. As they go to the elevator, Sawaguchi accidentally treads on Kogoro's toes and apologises, embarassed. Hara jokes it isn't a surprise that Sawaguchi is clumsy, she was born in the Chinese year of the Boar after all. Sawaguchi gets everyone into the VIP elevator which instantly accesses any floor of the building. She explains that the VIP elevator can only be entered on this floor and the 66th floor where there is a concert hall. Ayumi and Mitsuhiko admire the view as the elevator takes them up and say it feels like going straight to heaven. The reception room on the 75th floor is in a complete mess while everything is being set up for the party. Mio Tokiwa comes to join her guests as they get out of the elevator and introduces them to some other VIP guests: Hosui Kisaragi, a painter who specialises in the traditional Japanese ways of painting, Iwamatsu Oki, a council member in Nishitamashi who supported the building of the towers and Hidehiko Kazama, the architect who designed the buildings. Kazama explains that he studied under Teiji Moriya, which instantly alarms Conan and Kogoro but Kazama assures them that he doesn't plan on blowing his creations up at all. Conan points out Moriya wouldn't have approved of the towers because they are assymetrical. Kazama says this was intentional. One side of the tower they are in right now offers a perfect view of Mount Fuji, on the other side you can see tower B which is a commercial building with a hotel on the top floors. The hotel has a rooftop pool with a retractable roof.

Oki, who is already quite drunk, asks Mio if he can't spend the night in the hotel and she arranges for him to stay in a suite on the 67th floor on tower B. Oki thanks her and says he wants to take her out for dinner, before noticing Mio's unusual brooch. She replies she got it as a gift. Kisaragi abruptly decides he has to leave. Kazama explains that the painter feels insulted by the way Mio treats his art. She buys his paintings and sells them for a profit without appreciating him as an artist. Hara hands chocolates to Ayumi, Genta and Mitsuhiko and invites them to his house to test a new game he created. He tells the Detective Boys to visit him the following Sunday. Ai decides to leave and Mitsuhiko approaches Ran in private and says he needs Ran's help. Ayumi also asks to speak to Ran in private. in the meantime, Sonoko still studies her photo when Ai walks past, wondering if she should get a perm. Two Tokiwa employees get out of the VIP elevator and discuss a "luxury car" that just parked in front of the towers. They say it is a Porsche 356A which alarms Conan immensely. He asks the employees to describe the car to him and is shocked when their descriptions match the car used by Gin. Conan hurries to the elevator and keeps an eye on the car as he goes down. The Porsche drives off as soon as he gets out of the building.

The next day Mitsuhiko meets up with Ran at a fast food restaurant and asks for Ran's help. He says he has a crush on Ayumi but it is obvious that Ayumi prefers Conan. He is also confused because he feels like he is developing feelings for Ai and wonders if he's a bad person for liking two girls. Ran says there is no need for him to be ashamed and that he should treasure those feelings but stay friends with both girls. Later, Ayumi meets Ran at a donut shop and confesses that she has a crush on Conan. She worries Conan has a crush on Ran as well. Ran doesn't believe that but Ayumi insists, saying she watched Conan and "female intuition" told her Conan has feelings for Ran. Ran is amused how serious the children take all of this. During same night, Ran calls Shinichi and they discuss Conan having feelings for her. Shinichi laughs Ran's suggestion off. Meanwhile, an intruder breaks into Oki's room in the hotel on the 67th floor of tower B, pulls out a knife, backs Oki into a corner and fatally stabs the politician with his knife before he escapes.

As they were among the last people to see Oki alive, Inspector Megure calls everyone to police headquarters to inform them of Oki's death and question their alibis. Chiba reports that Oki died between 10 o'clock and midnight and that they found a sake cup broken in half at the crime scene. Megure says he has two theories about the cup's meaning. Either it fell out of Oki's pocket or it was a message left by either the murderer or the victim. Shiratori says the police have five main subjects. Because the building isn't open to the public, only Tokiwa, Hara, Kisaragi, Sawaguchi and Kazama could have entered Oki's room and committed the crime. Kogoro puts a theory forward - "choko" (sake cup) could refer to "chocolate" and point to Hara who is known for loving chocolate. Megure informs Kogoro that Hara is the only one among the suspects who has an alibi. The police don't really have a valid motive yet but wonder if Oki's death had something to do with the towers themselves. Oki was an influential politician who made the city government give up their opposition to the building project.

Conan asks if the sake cup couldn't refer to Mio Tokiwa because her brooch looks like it. Kogoro angrily objects but Megure says she is actually the current main suspect since she was staying on the 68th floor of tower B, making her closest to the victim.
Sonoko says the sake cup reminds her of the bowl used to mix powder in traditional Japanese painting.
They realise it could point to almost every one of the subjects except Kazama and Sawaguchi. Conan tells the police officers that he heard Kazama studied under Teiji Moriya but Shiratori replies that that doesn't make him suspicious as Kazama is nowhere near as much a perfectionist as Moriya was. Megure adds that Sawaguchi maybe had a motive for killing Oki as well. Her father was an investigative journalist who was looking into Oki when he suddenly died from exhaustion. Sawaguchi was in her last year at university when she lost her father. However, there is no evidence that ties Oki to Mr. Sawaguchi's death.

Conan sneaks another look at the photo of the victim hidden in Megure's notebook and notices that blood is suspiciously missing from a place where it should be. Ai looks at the photo with him and says she has noticed the same. Conan quietly tells her he worries the sake cup could point to the Black Organization but Ai calms him, saying they would never leave such an obvious message.

Out of the corner of his eye, Conan sees Genta, Mitsuhiko and Ayumi having a quiet discussion and apparently agreeing on something. The three friends meet up at Beika Station to get ahead of Conan in their investigation, but Conan sneaks up on them, surprising them and makes them promise never to do anything this dangerous again, after all they could meet a murderer. Genta explains he asked Ai to join them - she declined, saying she had housework to do. Actually, Ai spends the afternoon by herself and watches a gangster movie in the cinema, which reminds her a lot of herself now she left the organization after her older sister's death, because there is a scene where a man betrayed the gang and was killed by them while escaping along with his beloved younger sister.

Mitsuhiko explains their plans to Conan. They are on their way to Kazama's house and plan to visit Hara the following day. Mitsuhiko says they also found out Kisaragi lives in a house he had built in Asahino, in walking distance from Kazama, and that he moved there three years ago.

Upon arrival at Asahino station, the Detective Boys first go to visit Kazama. Conan is impressed by the CAD system the architect uses to digitally design his buildings and models. Mitsuhiko starts questioning Kazama on Oki's death. He says he had no reason to be angry at the politician and was actually quite grateful for his support in the twin towers project and thanked Oki for it. Kazama also tells them about his son and that he has to call his family now. Conan realises Kazama can't be the murderer as he was completely relaxed around them.

Kisaragi is working on a painting of Mount Fuji when the Detective Boys knock on his door. He is originally furious with them for disturbing him in the middle of his work. Conan notices Kisaragi has the blinds drawn even though his house overlooks Mount Fuji perfectly. Kisaragi draws caricatures of all the Detective Boys, hands them to the kids with a grin and shoos them away.

That night, Professor Agasa wakes up from his own loud snoring. He gets up to have a glass of water and overhears Ai speaking to someone on the phone. The following morning, he calls Conan and says Genta told him something similar had happened during their recent camping trip. Agasa fears the organization has lured Ai back in, but Conan tells the professor to trust her. Conan puts the phone down and meets up with the rest of the Detective Boys to visit Hara. Hara's doors are not fully closed, making Conan instantly suspicious. He takes his shoes off, sneaks into the apartment and they find Hara dead on the floor of his living room.
Hara has a single wound in his chest that could come from a gunshot. Conan also spots a knife with chocolate cake remains on the floor next to Hara's body and another broken sake cup. The police arrive and Takagi wonders what the sake cup could mean. Shiratori says it is obvious that they're now dealing with a serial killer. Conan privately asks Investigator Tome from the Crime Scene Team about the cup and Tome points out that this one doesn't have any bloodstains on it, meaning it could have been placed at the scene after Hara's murder to draw attention away from the actual murderer. Shiratori and Megure update Kogoro on the newest developments and say Hara was likely killed between 5 and 6 at night a day ago. Someone apparently also wiped Hara's entire computer data. The remaining suspects are Tokiwa, Kazama; Sawaguchi and Kisaragi. Megure says he wanted to ask Tokiwa to postpone the opening party, but she refused, sending two ivnitations to the party to the police instead.

A black Porsche 356A parks in front of a block of flats and Gin steps out. He enters the building and meets with Vodka who is searching one of the apartments, previously belonging to Akemi Miyano. Gin says they could use Akemi's computer to run a call tracing program to find out where Sherry is and Vodka switches the computer on. At the same time, Ai gets up and calls Akemi's number, leaving a message about the party that will happen the following day. Gin's program is almost successful, but three seconds before it can reveal Sherry's current location to him and Vodka, the line is cut. Conan has secretly followed Ai and pulled the plug. He chastises her for being so reckless, reminding her that the organization already turned up at the Twin Towers. Ai runs back to her room in tears. Akemi's phone rings again shortly afterwards but the caller only uses it to remotely delete Ai's message.

The following morning, Ai explains herself to her friends at Teitan Elementary. She says she knows she is doing something dangerous, but she misses hearing her sister's voice and the only way she can do that is by calling Akemi's number and listening to her mailbox message. The Detective Boys comfort her and reassure her she isn't alone anymore, she has got all of them now.

Opening night at the Twin towers arrives. A metallic ball is rolled into the central surveillance room in the first level of the tower basements. The ball releases a gas that immediately knocks out the guards watching the CCTV screens. The culprit plants bombs in the main server room, near the entrance and on the rooftop of tower A.

At the same time, at Kogoro's Detective Agency, everyone meets up to go to the party but Sonoko is late. Conan and Ai quietly discuss the case and Conan asks Ai if Hara could be involved with the Black Organization. Ai says it might be possible, the Organization looks to recruit different sorts of specialists from all possible fields to work on its research projects.

Sonoko finally arrives, wearing her hair in a perm like Ai. Outside of the buildings, Takagi, Chiba, Megure and Shiratori stand guard, having had their entrance refused by Tokiwa, so all the police can do for now is watch the guests arriving for the party.

In the reception room, everyone immediately notices a shiny red Ford Mustang Convertible on a pedestal. The kids wonder how it was transported to the 75th floor as the car is too big to fit into the regular elevator, but Ayumi notices there is another elevator for cargo that was used to bring the car upstairs.

The guests enjoy a beautiful view of the sunset from the high windows and Mio Tokiwa walks on stage. She announces the guests will now be able to join a game she herself learned from her father, the "30 seconds- game". Participants will have to guess when 30 seconds have passed without using their watches or phones. Whoever comes closest will win the Mustang. If there is a tie, the winner will be decided by rock-paper-scissors and the loser receives a mountain bike with a helmet. Mio's assistant collects everyone's watches except for Conan's and Ai's. Before the game officially begins, Conan notices that Kisaragi didn't participate either.

Mio starts the stopwatch and, to everyone's immense surprise, Kogoro wins the game.

Sawaguchi calls up several guests of honour who helped build the Twin Towers to the stage before the lights are switched off for a special presentation. On a screen in front of the stage, the guests see a variety of paintings made by Hosui Kisaragi as an announcer talks about his artistic career, saying they will now officially present his latest masterpiece.

The spotlights are turned on, revealing a massive painting of Mount Fuji and Mio Tokiwa's body dangles from a wire in front of the painting. She was hanged.

Kogoro brings her body down to do a first inspection and notices a sake cup on the floor next to Mio's corpse. This one, however, is unbroken.
They draw the curtains and Kogoro calls Megure and his officers to join him at the scene of the crime. They notice Mio's body was attached to a hook tied to the ceiling with piano wire, so she choked to death when the painting lowered and the wire was being pulled upwards. They decide to recreate the moment the murder was committed, instructing all suspects to stand where they stood when the lights went out.
Kogoro accuses Kisaragi of committing the murder as he stood next to Mio, saying his motive was to prevent Mio from making a profit with his paintings. Takagi interjects, saying Kisaragi had no idea about the sake cups being left at the other crime scenes.
Kogoro now declares it has to have been Sawaguchi, accusing her of being as ambitious as her father and of continuing her father's investigation into Oki's wrongdoings. Sawaguchi's father believed Oki was being bribed by Tokiwa to allow the building of the Twin Towers to continue. Sawaguchi asks Kogoro if he has any proof and he comes up with an outlandish theory. He says "choko" (sake cup) is spelled with the kanji for boar and kuchi and is a hint at Sawaguchi, who was born in the year of the boar.
Conan wants to interrupt but Ai motions him over, saying she has an idea about the way the murder was committed. Ai says Mio couldn't have noticed someone attached a piano wire to her Pearl necklace as she had been drinking and this is how she was lured to her death. Conan has a look and finds a lone pearl next to the place Kisaragi stood in. He quickly gets the elevator to the ground level to confirm his suspicion for Kisaragi's motive.

Suddenly, at the 4th basement level, one of the bombs planted by the culprit explodes in the power generator room and all the lights in A tower go out. The second bomb detonates in the Server room and eradicates all data on the servers belonging to the Tokiwa corporation, setting off a giant fire in the process.
Sawaguchi remembers that the VIP elevators are still working as they run on an independent power source. All women and children are instructed to escape by the elevators which directly lead out of A tower and Megure instructs the men to use the emergency stairs, cross over the Sky Bridge and run down tower B. Firefighters arrive and formulate a plan to put the fires out. The evacuation begins.

Conan almost fits in the elevator but the weight sensors go off, making him wait for the next one. The elevator stops on the 66th floor and the Detective Boys get out as well, leaving their place to a frightened young woman and her baby, but leaving them stuck in the building as well. Conan realises the way the bombs were planted directly points to the Organization, it was too precise to be committed to an ordinary criminal.

The elevator finally returns to the 75th floor and Conan, Ran and Sonoko step in. On the way down, Conan suddenly realises that the Organization think Ai, or rather Shiho Miyano, is at the party as well and that they now mistake Sonoko for her thanks to her new hairstyle. He zooms in to the roof of B tower, using his glasses and spots Gin who has a sniper pointing his rifle directly at Sonoko.
Conan tricks Sonoko into moving out of the way and Gin, who observes them from the roof, realises that this can't be Shiho, as Sonoko behaves rather strangely when a bullet hits the elevator next to her.
The elevator gets stuck.

Conan uses the elevator hatch to escape and Ran opens the door to the 45th floor. With flames making their way upwards, Conan hurries everyone across to the second Sky Bridge.

Gin and Vodka lock their scope lenses onto the second Bridge, believing Sherry must be escaping with the men. When they don't see her, they decide to blow up both bridges in the 60th and 45th floors, leaving Sherry trapped in tower A. Just as the Detective Boys want to hurry across the bridge in the 60th floor, it is blown up by Vodka, sending it crashing into the bridge on the 45th floor, trapping Conan and Ran as well. Smoke starts billowing into the room and Conan and Ran start to feel nauseous. Ran quickly thinks of a way to escape, breaks the glass hatch next to her, grabs a fire hose behind the hatch, ties it around Conan and herself and jumps off the building, using the force to break another glass window just as the hose starts to burn.

Conan and Ran reach the police downstairs but Conan can't see the Detective Boys. At exactly that moment, Genta contacts him with his badge, telling him they are still stuck on the 60th floor. Megure calls for a helicopter to rescue the kids. Conan sneaks across to Agasa's car to grab his skateboard, takes the elevator up to the 60th floor of B tower and jumps across the remains of the Sky Bridge to A tower, helping the Detective Boys escape to the roof before he goes back to the 75th floor to confront the serial killer.
Resolution
<spoiler>After everyone has evacuated from floor 75th, Conan and Ai confront the culprit who has yet to evacuate from the party room: Hosui Kisaragi.

* Kisaragi send an expensive pearl necklace to President Mio, which she wore at the party. At the backstage prior to the murder, he hooked a wire from the top of his painting of Mount Fuji along the top of the curtain and tied it to an identical necklace. Shortly before his painting would be displayed, he silently approched Mio and removed the necklace from her neck. After calming her down, he pretended to pick it the necklace up and put the second necklace on her instead. With his trap in place, all he had to do was wait for the painting to be lowered down, choking Mio to death. Kisaragi left a sake cup on the stage to frame the serial killer for it.

* During the first murder, Kisaragi visited Oki by presenting him a painting as a gift, lowering Oki's guard. After Oki was murdered, he removed the painting which was hung on the wardrobe door from the crime scene, creating a strange shape of bloodstains.

* However, Kisaragi wasn't the one who killed Hara, as Hara was already murdered by the time that he arrived at the latter's house. Instead, he used the broken cup that he had prepared to make it appears that the murderer of both Oki and Hara was the same person, and removing himself from the suspect list as his alibi during the second murder was verified by the Detective Boys.

* The evidence that proves Kisaragi's crime is hidden in his cane: the first necklace that Mio wore. Conan noticed strange sound coming from the can after the murder, meaning that Kisaragi had hidden something inside it.

Motive
Kisaragi concedes and confesses: he committed all three murders for the sake of Mount Fuji. For ten years, he always climbed a hill just outside of Nishitama City to paint the mountain. When old age caught up with him, he built a house on top of the hill to keep enjoying his favourite perspective of Mount Fuji when he painted, a view that was ruined by the Twin Towers which split the mountain in half, thus he murdered Mio and planned to murder Hara in vengeance for their involvement in constructing the towers, and Oki for approving the towers' construction plan. The broken sake cup was a reference to his now spoiled view of Mount Fuji. He left an unbroken sake cup at the third crime scene because the serial cases had already ended, and that Mio's body provided the same symbolism as she was hung in front of his painting, dividing the mountain the same way.

With all of his crimes exposed, Kisaragi tries to commit suicide by poison, which he originally intended to do so after he had succeeded in his goal, but is tranquilized by Conan with his watch, stating that as a detective he cannot allow Kisaragi to commit suicide as he must pay for his own sin.

Aftermath
Ai, who listened to Conan's deduction, asks when Conan became suspicious of Kisaragi. Conan says he noticed the Twin Towers seemingly splitting Mount Fujii in two when they got out of Asahino Station and that he wondered why Kisaragi had his blinds drawn even though his house supposedly offered a perfect view of the mountain.

He also explains that he knows who actually killed Hara. Hara grabbed his silver knife to leave a dying message - silver in Japanese means "GIN". Gin didn't suspect this, thinking Hara wanted to defend himself with the knife. Conan says Hara must have hacked into the Black Organization's computers, which explains why his entire hard drive was erased.

Conan goes upstairs and Ai remains in the room, noticing a glowing red light behind the bar that she thinks has to come from a bomb. Just as Conan reaches the roof, Vodka remotely activates a bomb making it impossible for the rescue helicopter to land, so Conan quickly helps the Detective Boys down to the reception room again.

Ai shows a horrified Conan that she found a bomb under every table in the reception room. Conan frantically looks around and spots the dome on the roof of B tower, remembering that it is retractable. He thinks they can bridge the distance between both towers with the Mustang which remained in the room. Ai challenges Conan's assumption, saying the distance is 50 metres and they would need a minimum of 60 metres to successfully land on B tower. With the height difference taken into account, it will take only 2 seconds for the car to hit the tower and they would need a speed of 108 km/h. Conan explains he wants to use the explosion as an accelerant.

This plan, however, needs absolutely precise timing and Conan's watch battery just died. They remember how good Ayumi was at the 30 seconds game so they tell her to help everyone and tell Conan to start the car on time. Ai decides she will also count down to 30 to help Ayumi and remains sitting on one of the tables. Conan calls Megure and asks for the roof of B tower to be opened.

They load an unconscious Kisaragi into the car and start the countdown a minute before the bombs are due to explode. As 30 seconds approach, Ai doesn't want to make any move so Genta jumps out of the car, hauls her over his shoulder and runs back into the car with Ai with five seconds remaining.

Conan hits the accelerator, the bombs detonate and the car flies through the air. Ai almost falls out but Mitsuhiko saves her. Conan suddenly notices a glass sculpture inside the pool on tower B, realising how dangerous this could be for Ai so he kicks Ayumi's helmet (which she had won for coming second in the 30 seconds game at the party) into the sculpture, breaking it and saving Ai.

The car safely lands in the pool. Ayumi explains that she always gets excited when Conan is near her so she can count her heartbeat to help guessing how many seconds have passed.

Vodka is informed that five children and an old man have escaped with the car and finally realises Sherry was nowhere near the towers.
Gin says he doesn't care, their main objective has been fulfilled - the servers used by Tokiwa are destroyed.

The police arrest Kisaragi.

Suddenly, a horrified Kogoro realises that his brand new car is now swimming in the pool, completely submerged.</spoiler>
* The scene where Ran uses the fire hose as a rope and jumps out of the fire with Conan and breaks the glass below is a reference to Bruce Willis Die Hard movie 1988, where John McClain had to do the same thing on the rooftop.
